7 persons go missing in Tamil Nadu every day

Tags:tamil nadu|State Crime Records Bureau|PersonsCHENNAI: Here is some disturbing news at the end of the year. Every day this year, on an average, at least 7 people of all age groups have gone missing in the state, statistics from the State Crime Records Bureau show.

The police sources said the number of missing girls in the 10-20 age group for 2011 had almost doubled in the state against the figures for 2010. "While 280 girls in this age group went missing in 2010, about 550 girls of the same age group went missing in 2011. And, the number of missing children, both male and female, aged below 10 has gone up several times. In 2010, eight boys and four girls in this age group went missing in the state, while 36 boys and 30 girls went missing in 2011," a police officer said.

A countless number of children go missing every year. The category of missing children include a number of problems including abduction or kidnapping of children by family members and by non-family members, run-away children or those forced to run away by family and surrounding circumstances, children who are in a difficult or aggressive environment, trafficked children, and lost children. Because of this wide array of problems it is hard to survey the number of missing children. Often cases are not reported to the police. In 2005 National Human Rights Commission (NHRC) informed that on an average 44000 children are reported missing every year. Of these, as many as 11,000 remain untraced.

Children who go missing may be exploited and abused for various purposes from camel jockeys in the Gulf countries to victims of organ trade and even grotesque cannibalism as reported at Nithari village in Noida. There are also a large number of children who run away from homes after dropping out of school or facing difficulties at home. They usually run away to the glamorous big cities where they fall prey to exploiters and are employed in tea stalls, brothels, beggary, etc. Most of the children come from poorer families who do not have access to police services or whose reports are not taken seriously.

When a child goes missing there no FIR filed as there is no cognizable offence committed. Hence only an entry is made into the General Station Diary at the concerned police office. Information of the missing child is forwards up to the Chief of police as well as locally police officers generate awareness through the media. The police headquarters of each state has a missing person bureau. A database of missing persons is maintained by the Missing Persons Wing at the National Crime Records Bureau (NCRB) in New Delhi.

Mumbai cops renew hunt for missing persons

Taking a serious note of the increasing number of missing persons, the city police have started compiling lists of all those who have gone missing in the past five years. The police will start a re-investigation in an effort to trace them.

According to an estimate, more than 50 persons go missing every day from the city. The maximum numbers who go missing are adolescents and those in the age group of 15-25 years and most are girls. “We are working on it,” said Pratap Dighavkar, deputy commissioner of police.

Generally, every police station is supposed to have a special team of a police sub-inspector and four constables for tracing the missing persons. However, the team is hardly able to function smoothly, as they have to multi-task on other cases too. As a result, the team is, reportedly, not able to give the desired results.

Police sources say that most of the time, the missing persons are found. Out of 10,852 persons who went missing in 2010, at least 8,218 were traced.The cops will now be making a list of all the missing persons. They will then go to their homes, to find whether they have returned. If they have returned, then the police records will be updated accordingly.

However, if the person has still not returned, then renewed efforts will be made to trace them.

The cops will look out for them and will circulate their photo and information across the city and all police stations. The missing persons bureau will be intimated about the cases once again, so that the renewed investigation can take place at national level.

In January, the Bombay high court directed the state to come up with a policy to trace missing persons. The order was given during a petition filed by Jitendra Singh, whose mentally-challenged 12-year-old went missing in 2010.
