Committee submits Report : SEBI couldn’t prove suspicions in Hindenburg Research Report against Adani

DELHI/MAY19/AONS: "At this stage, taking into account the explanations provided by SEBI, supported by empirical data, prima facie, it would not be possible for the Committee to conclude that there has been a regulatory failure around the allegation of price manipulation," the report said. The interim report submitted by the committee before the top court also said that the SEBI has not been able to convert its suspicions into a firm case where any alleged violations can be prosecuted for. The committee was appointed by the top court after the release of the Hindenburg Research Report on Adani. The expert committee appointed by Supreme Court, led by retired judge Justice AM Sapre, found no lapse on part of markets regulator Securities and Exchange Board of India (SEBI) in the matter concerning probe into the Adani Group on allegations of stock price manipulation and violation of securities rules.

RBI withdraws 2000 Rs Denomination but Tendering is Legal

DELHI/MAY19/AONS: Reserve Bank of India on Friday has decided to withdraw Rs 2,000 bank notes from circulation, though notes of Rs 2,000 denomination will continue to be a legal tender said RBI. RBI said these notes are to be exchanged at banks on or before September 30, 2023.
"Banknotes in other denominations are available in adequate quantities. Members of the public can continue to use Rs 2,000 banknotes for their transactions and also receive them in payment. However, they are encouraged to deposit and/or exchange these notes on or before September 30, 2023, about 89% of the Rs 2,000 denomination banknotes were issued prior to March 2017 and are at the end of their estimated life-span of 4-5 years. The total value of these banknotes in circulation has declined from Rs 6.73 lakh crore at its peak as on March 31, 2018 (37.3% of notes in circulation) to Rs 3.62 lakh crore constituting only 10.8% of notes in circulation on March 31, 2023. It has also been observed that this denomination is not commonly used for transactions. Further, the stock of banknotes in other denominations continues to be adequate to meet the currency requirement of the public," RBI said in a statement.

Google to delete Inactive Accounts

DELHI/MAY17/AONS: Google said it would delete accounts that had remained unused for two years starting December, in a bid to prevent security threats including hacks. The company said that if a Google account had not been used or signed into for at least two years, it might delete the account and content across Google Workspace, which includes Gmail, Docs, Drive, Meet and Calendar, as well as YouTube and Google Photos. The policy change only applies to personal Google Accounts and not to those for organisations like schools or businesses. Starting Tuesday, Google will send multiple notifications to the account email address and recovery mail of the inactive accounts before deletion.

AI based Sanchar Saathi launched to recover lost or stolen phones

DELHI/MAY17/AONS: The Department of Telecom on Tuesday launched an artificial intelligence-based portal called “Sanchar Saathi” that enables users to trace and block their lost or stolen phones, even if a new SIM is inserted. “If you lose your mobile phone, then you can visit this portal. There will be some identity verification, requirement of undertaking and immediately after this the portal will interact with law enforcement agencies and telecom service providers and block your lost mobile phone,” said Union Telecom Minister Ashwini Vaishnaw. Google and Apple also offer the features of detection and tracking of devices, they cannot disable or block them. Minister Vaishnaw said the government has created a proper legal regulatory framework by which the mobile phones either lost or stolen can be disabled. “Only law enforcement authorities can disable the device and it should be done through a legal procedure,” he said. The regulatory procedures include CEIR (Central Equipment Identity Register) – for blocking stolen/lost mobiles; know your mobile connections – to know mobile connections registered in your name; and ASTR (Artificial Intelligence and Facial Recognition powered Solution for Telecom SIM Subscriber Verification) – to identify fraudulent subscribers.

Need to Regulate AI Tech: OpenAI CEO Altman

DELHI/MAY17/AONS: Sam Altman, CEO of OpenAI, on Tuesday, testified before the members of a Senate subcommittee and largely agreed with them on the need to regulate the increasingly powerful AI technology by OpenAI and others like Google and Microsoft. In his first testimony, Altman implored lawmakers to regulate artificial intelligence as members of the committee displayed a budding understanding of the technology. The hearing underscored the deep unease felt by technologists and government over AI’s potential harms. But that unease did not extend to Altman, who had a friendly audience in the members of the subcommittee. Altman was joined at the hearing by Christina Montgomery, IBM’s chief privacy and trust officer, and Gary Marcus, a well-known professor and frequent critic of AI technology. “I think if this technology goes wrong, it can go quite wrong. And we want to be vocal about that,” he said. “We want to work with the government to prevent that from happening.” said Altman. Altman further added that “our company’s technology may destroy some jobs but also create new ones, and that it will be important for “government to figure out how we want to mitigate that.” Being vocal on an idea suggested by Marcus, Altman proposed for creation of an agency that issues licenses for the development of large-scale AI models, safety regulations and tests that AI models must pass before being released to the public. “We believe that the benefits of the tools we have deployed so far vastly outweigh the risks, but ensuring their safety is vital to our work,” Altman said.

SC dismissed EWS Reservation Verdict's Review

DELHI/MAY17/AONS: The Top Court of India dismissed the review petitions challenging its judgement upholding the validity of the 103rd Constitution amendment providing 10% reservation to economically weaker sections (EWS) persons in admissions and government jobs on Tuesday. "Applications for permission to file the review petitions are allowed. Applications for listing the review petitions in open court are rejected. Delay condoned. Having perused the review petitions, there is no error apparent on the face of the record. No case for review under Order XLVII Rule 1 of the Supreme Court Rules 2013. The review petitions are, therefore, dismissed” stated in the order released on Tuesday. A bench of Chief Justice of India D Y Chandrachud and Justices Dinesh Maheshwari, S Ravindra Bhat, Bela M Trivedi, and J B Pardiwala, passed the order on May 9.

SC Collegium Recommends two Judges

DELHI/MAY17/AONS: The Supreme Court having a strength of 34 judges, the Collegium has passed a resolution, in favour of appointing Andhra Pradesh Chief Justice Prashant Kumar Mishra and senior advocate K V Vishwanathan, as judges of the top court. The Collegium comprises Justices Sanjay Kishan Kaul, K M Joseph, Ajay Rastogi and Sanjiv Khanna too, unanimously resolve to make recommendations for the two vacancies that arose after the retirement of Justices Dinesh Maheshwari and M R Shah. K V Vishwanathan would be in line to assume office as the Chief Justice of India for a period of nine months from August 11, 2030, till his retirement on May 25, 2031.

The Bihar government had expressed its desire to build Bihar Bhawan for the accommodation of the people of Bihar who come to Srijagannath Dham Puri. Later, Chief Minister Shri Naveen Patnaik told reporters that the Odisha government will provide one and a half acres of land to the Bihar government for free for Bihar Bhawan in Puri. Bihar Chief Minister Shri Nitish Kumar thanked Chief Minister Shri Naveen Patnaik for this announcement. CM Naveen Patnaik more concerned and interests with Odisha, has no interests for political alliance between the two leaders. DELHI/MAY10/AONS: With effect from 1st August, 2023, brigadiers and above rank officers will have a Standard uniform irrespective of their cadre and appointment, aiming to ensure a standardised identity for all senior-rank officers, while reflecting the true ethos of the Indian Army. As per sources, the decision was taken after detailed deliberations, recently concluded Army Commanders Conference and extensive consultations with all stakeholders. The headgear, shoulder rank badges, gorget patches, belt and shoes of senior officers will be standardised as part of the decision, the sources said. There will be no change to the uniform worn by Colonels and below-rank officers. "In order to promote and strengthen common identity and approach in service matters amongst senior leadership, beyond the boundaries of regimentation, the Indian Army has decided to adopt a common uniform for brigadier and above rank officers," said a source. "This will also reinforce the Indian Army's character to be a fair and equitable organisation," it said. In the Indian Army, brigadiers and above officers are those who have already commanded units, battalions and are mostly posted at headquarters or establishments where officers from all arms and services work and function together.

Holistic approach through Initiatives and Action, Reservations Not Enough for PwD

DELHI/MAY9/AONS: Department of Empowerment of Persons with Disabilities (DEPwD), under the able-guidance of Shri Rajesh Agarwal Secretary, has initiated a series of reforms for implementation of the provisions of “Rights of Persons with Disabilities Act 2016” and empowerment of Persons with Disabilities. In the series of such initiatives, a meeting was held today under the Chairpersonship of Shri Rajesh Aggarwal with resident commissioners and all States/UTs and their representatives. The meeting commenced with the welcome address by Secretary DEPwD in which he highlighted various programmes/schemes being run by the Department towards empowerment of persons with disabilities and protection of their rights equally with others. Apart from that, importance of barrier free environment for PwDS including ICT, built in infrastructure and transportation system, early intervention and early diagnosis centres including counseling of parents, reservation in higher educational institutions and Government Jobs, Skill development/vocational training, availability of all educational and awareness generation materials in all vernacular languages, and promoting Braille Press etc. The participants raised queries relating to the Schemes of the Department which were clarified. Participants also suggested various interventions related to UDID, National Fund and other Schemes in following manner:-
a. For overall empowerment of persons with disabilities, a holistic approach is required. Reservation in educational institution will not be enough, there shall be private sector initiative in vocational training, skill building etc.
b. Role of Private sector may be promoted and highlighted.
c. To create visibility of the programme meant for persons with disabilities, the Department needs to look for a brand ambassador.
d. For successful implementation of all programmes, creation of disability specific data base is required.
e. Use of Artificial Intelligence
f. Incentive for grassroot worker, ASHA Worker, Aanganwadi worker to identify the beneficiaries.

EC aims to conduct Inducement Free Elections at K’taka

The Election Commission of India’s thrust on “inducement-free” elections from the past few elections, has continued and led to sustained efforts for election expenditure monitoring in the poll-going state of Karnataka. The recorded seizures in the State, mark a significant 4.5 times increase as compared to Assembly Election in 2018. Strict vigil, extensive monitoring, coordination with neighbouring states and inter-agency coordination has led to checking flow and distribution of inducements in Karnataka this time. Seizures totalling more than Rs. 375 crores recorded so far in the ongoing Karnataka Assembly Elections. Enforcement Directorate attaches assets worth Rs. 288 Crores after the imposition of Model Code of Conduct.146. Expenditure Observers deputed in the state for stricter vigil & monitoring; 81 ACs marked as expenditure sensitive constituencies. During the visit to Karnataka in the 2nd week of March, the Commission has exhaustively reviewed the preparations which included extensive reviews and preparations of coordinated functioning of enforcement agencies, both Central and State. The Commission also had detailed reviews of district heads and SPs of the above poll-going states. While announcing the schedule for Karnataka Assembly Elections, 2023, Chief Election Commissioner, Sh. Rajiv Kumar stressed on increased vigil and zero tolerance on distribution of inducements during the electoral process. He remarked that the Commission has significantly raised the bar for ensuring inducement free elections and the continuum of stepping up of efforts and increase in seizures witnessed during recently held Assembly Elections in five States, would continue. As a drive, the results are encouraging with Karnataka witnessing seizures of Rs. 375.61 crore during enforcement of Model Code of Conduct period which is nearly 4.5 times the seizures made in Assembly Elections, 2018. Additionally, from the date of visit of Commission in the second week of March, 2023 till date of announcement of elections, seizures of Rs. 83.78 crores were also made by various enforcement agencies. Enforcement Directorate has also attached assets amounting to Rs. 288 Crores after the imposition of MCC. Notable hauls include seizure of Rs 4.04 Crores of cash in Bangarapet AC in Kolar District, raid of lab illegally manufacturing Alprozolam in Hyderabad by intelligence gathered and trail mapping done by NCB; 100 kg g***a seized in Bidar district; significant liquor seizures have been made by all the districts. Another striking feature of expenditure monitoring has been huge seizures of freebies. Sarees and food kits have been seized from Kalburgi, Chimanglur and other districts. Huge number of pressure cookers and kitchen appliances were also seized from Bailhongal and Kunigal and other ACs.The extensive monitoring process started months back before the announcement of elections and includes host of activities like thorough review of preparation of different stakeholders including enforcement agencies, DEOs/SPs, appointment of experienced officers as Expenditure Observers, sensitizing and inter-agency coordination & monitoring and adequate availability of field level teams. 146 Expenditure Observers were deployed and 81 Assembly Constituencies were marked as Expenditure Sensitive Constituencies for stricter vigil. The Commission also reviewed law and order situation and inter-state vigil through border check posts of poll-going Karnataka and neighboring states of Maharashtra, Goa, Telangana, Andhra Pradesh, Kerala and Tamil Nadu on May 1st, 2023. Review was attended by Chief Secretaries, DGPs, Excise Commissioners and regional Heads of prominent enforcement agencies of all these bordering States. On the occasion, CEC Shri Rajiv Kumar again stressed on proper manning and monitoring of specifically the 185 check posts in border districts. At the review meeting, EC Shri Anup Chandra Pandey had also emphasized scope of improvement in illicit liquor seizures, action against kingpins, preventing stockpiling of liquor. EC Shri Arun Goel had however asked the officials to tighten the vigilance without causing inconvenience to the public and ensure a thorough follow up post seizure operations. Seizure of cash, liquor, drugs, precious metals and freebies from such border check-posts have subsequently been reported to be more than Rs. 70 Crores. The Enforcement Agencies have been actively involved in deterrent activities. Seizures & attachments have been by all stakeholder agencies including State Police, Income Tax, Commercial Tax, ED, RPF, GRP, CISF, NCB, CISF and DRI. Not only are the agencies involved in enforcement activities but a few are also making outreach efforts for creating awareness amongst citizens for inducement free and ethical elections.
