ଓଡିଶା ବିଧାନସଭାରେ ମୁଖ୍ୟମନ୍ତ୍ରୀ ବିରୁଦ୍ଧରେ ଅନାସ୍ଥା ପ୍ରସ୍ଥାପ (No-Confidence Motion) ଆଣିବା ପାଇଁ ନିମ୍ନଲିଖିତ ନିୟମ ପ୍ରଯୁଜ୍ୟ:

**ପ୍ରସ୍ଥାପ ଆଣିବାର ପ୍ରକ୍ରିୟା:**

1. **ଆବଶ୍ୟକ ସଂଖ୍ୟକ ବିଧାୟକ:**

- ଅନାସ୍ଥା ପ୍ରସ୍ଥାପ ଆଣିବା ପାଇଁ କମ୍‌ପକ୍ଷେ 10 ଜଣ ବିଧାୟକ(ବା ବିଧାନସଭାର ସଦସ୍ୟଙ୍କ ସଂଖ୍ୟାର 1/6 ଅଂଶ, ଯାହା କମ୍‌ ସେଇ) ଏହାକୁ ସମର୍ଥନ କରିବା ଆବଶ୍ୟକ। ମାନେ 147÷6= ବୋଧେ 24 ରୁ 25

- ଏହା ବିରୋଧୀ ଦଳ କିମ୍ବା ରାଜ୍ୟ ସରକାରରେ ଅସନ୍ତୁଷ୍ଟ କୌଣସି ବିଧାୟକ ଦ୍ୱାରା ଆଣିହୋଇପାରିବ।

2. **ଲିଖିତ ନୋଟିସ୍:**

- ପ୍ରସ୍ଥାପକାରୀଙ୍କୁ ବିଧାନସଭା ସଭାପତିଙ୍କୁ (Speaker) ଏକ ଲିଖିତ ନୋତିସ୍ ଦେବାକୁ ପଡିବ, ଯାହାରେ ସମର୍ଥନକାରୀ ବିଧାୟକଙ୍କ ସ୍ୱାକ୍ଷର ରହିବ।

3. **ବିଚାର ପାଇଁ ସମୟ:**

- ସଭାପତି ପ୍ରସ୍ଥାପକୁ ଗ୍ରହଣ କଲେ, 10 ଦିନ ମଧ୍ୟରେ ଏହାକୁ ବିଧାନସଭାରେ ଆଲୋଚନା କରାଯାଇଥାଏ।

ସାଧାରଣ ବହୁମତ (Majority) ଦ୍ୱାରା ପ୍ରସ୍ଥାପ ଗ୍ରହଣ କିମ୍ବା ପ୍ରତ୍ୟାଖ୍ୟାନ ହୋଇଥାଏ।

- ଯଦି ଅନାସ୍ଥା ପ୍ରସ୍ଥାପ ବହୁମତରେ ପାରିତ ହୁଏ, ତେବେ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଓ ମନ୍ତ୍ରିମଣ୍ଡଳକୁ ଇସ୍ତଫା ଦେବାକୁ ପଡିଥାଏ।
- ଯଦି ପ୍ରସ୍ଥାପ ବିଫଳ ହୁଏ, ତେବେ ସରକାର ନିଜ ସ୍ଥାନରେ ରହିଥାନ୍ତି।
