PROCEEDING OF THE JOINT COORDINATION MEETING WITH VILLAGE COUNCILS, YCA, MCSU, CMS, BSF 163 BN BOP BORAPANSURY AND EF& CC DEPARTMENT AND LOCAL POLICE STATION OF BORAOPANSURY, IS HELD ON 2ND JULY, 2024 AT 11:00 AM IN THE PREMISES OF BORAPANSURY FOREST RANGE OFFICE TO DICUSS THE FOLLOWING AGENDAS:-
1. Tree plantation drive to mark the celebration of VAN MAHOTSAV
2. Use of unauthorised various machinery tools
3. Minimisation/ regulation of illegal tree felling
4. Miscellaneous, if any

The meeting was presided over by the Chairman. At outset, the Chairman welcomed all the distinguished members and explained the purpose of the meeting. Thereafter, he sought views and suggestions from the members regarding the agendas. The members expressed their views and placed suggestions based on the said agendas accordingly.
After prolong discussions, the following resolutions have been adopted unanimously in the meeting.
1. It is resolved that the tree saplings shall be distributed to all stakeholders from the Forest Range Office, Borapansury at free of cost.
2. Resolved that 20 nos. of saplings shall be distributed to each participants viz BSF, VCS, YCA, CMS, MCSU and local police station.
3. Resolved that the saplings shall be fenced with bamboo poles after planting to protect it from browsing of animals and the same have to be maintained of their own cost to ensure their survival.
4. The village councils are the sole responsible authorities to stop or control browsing of domestic animals within Borapansury -sub town area.
5. The saplings will be planted in the periphery of their respective office campuses. 6. A temporary WhatsApp group will be created in the name of "Borapansury Green Initiative" and every planter shall upload a selfie with the saplings while planting it. 7. The local Police Department shall cooperate and assist in giving punishments to the
offenders if found any, whosoever brings damage towards the saplings and other
relevant matters resolved in the meeting.
8. The FRO office shall arrange more saplings in future if needed.
9. 'GPS Coordinates will be taken at all plantation sites.
10. Resolved that the decision of handing over of responsibility for protection and preservation of forest produces excluding medicinal Herbs to Forest Department is temporary and for a limited period of time only. A small representation is to be submitted to Forest Range office Borapansury by the three Village Council
Presidents of Borapansury -1, Borapansury - East and Borapansury -II 11. A minimum rate for each bamboo pole is Re. 1/- only shall be charged from the
persons/applicant who seek permission. 112. Prescribed Form1 (A) with Permit will be issued from the Range Office, Borapansury.
13. A separate team or Committee in the name of Protection Force of Borapansury

14. Resolved that the committee members shall provide all necessary assistance to the on- duty Forest officials!
15. A fine of Rs. 50/- will be charged for each bamboo shoot against any person who is found to be in possession of bamboo shoots from the protected area.
16. No individual should spread any false propaganda in their respective villages about any offence committed unnoticed to Committee unless he/she produce any testimony like photography, videography and voice recording or any other medium if any
17. Resolved that it is open for all public to take photographs and make videography of any offence committed by any individual and the committee will award a cash prize of Rs. 200 or more for information with valid evidence.
18. Resolved that use of dynamo or any electronic devices, intending for wildlife trapping have been banned, and if found, the materials with all tools will be liable for seizure or any other matters that involved in such wildlife offences
19. Resolved that no individual shall engage in any form of wildlife
hunting, poison water, sets traps or snares in the forest. If anyone found to be committing such offence, the offenders will be handed over to the local police station for further interrogation and strict actions.
20. Resolved that no grazing of domestic animal is allowed especially to the locations where saplings are planted on various occasion. If anyone found to be violating, he/she must be punished as per law and criminal case will also be initiated against such offenders.
21. Resolved that no individual shall engage or involve in extraction of stones from the Ponsury stream either by manually or mechanically.
22. Resolved that no individual should engage in felling or cutting the trees in large scale which is meant for commercial purposes from either private patta lands or Govt. lands. In case if needed, such persons shall have to obtain prior permission from EF & CC Deptt.
23. Resolved that who owns patta lands (Garden site) outside Indo-Bangla Border Fencing must obtain Felling Permit before felling, logging and sawing of any trees from the Forest Range Office, Borapansury and the same may be shown to BSF Personnel for authentication as well as security reasons. If anybody found to be in transporting or carrying any logs or timber, the same may be seized by BSF for 'interrogation and investigation and finally the seized materials will be handed over to
Forest Department for further necessary actions as per Forest laws.
24. Resolved that the owners of Private Plantation must register their property at the Range office, which will be forwarded to DCCF office for certificate after due verification.
25. It is also resolved that private plantation owner must seek permission from or inform the Chairman of Borapansury Supply Reserve Committee before any operation is needed. He or she shouldn't invite others to accompany him.
26. Resolved that if any incidence pertaining to wildlife offence may be reported to the FRO office.
27. Resolved that any amount collected as fine and fees shall be utilised by the committee for Forest Protection only in Fire Prevention purposes.
28. Resolved that the committee will sit for a meeting once in a month or whenever emergency situation may arise for better coordination and effectiveness.
29. Resolved that the corpmittee shall approach to the appropriate authority for immediate approval in executing all the above mentioned resolutions.
30. Resolved that copies of the same will be served to all concerned for wide circulation through village criers and printed media in their respective village councils or jurisdictions.
