MAKING LAMKA A HAPPY CITY

I had a childhood friend in Lamka. Whenever we have free time ,we used to go for walk on the roads in the town. We have grown up and now, we occasionally meet only. After some years, he bought Bolero Jeep. One day while I was walking through the Tipaimukh road, he honked at me loudly. I saw that he was quite agitated as I could not give him immediately adequate space for his vehicle. In his mind, he probably thought that I was lucky that he didn’t crush me under his vehicle for not respecting his vehicle and for not knowing the traffic rules.(This is not a real story but to reflect people’s attitude on the roads not only Lamka but everywhere else in the world)
Earlier in Lamka, the roads used to be for everybody; even for domestic animals like cows and dogs. How is it that all these mushrooming vehicles started monopolizing the roads in the town? Have they contributed more to the construction and maintenance of the roads? I know that when you buy any vehicle of any category, one has to pay road tax for the estimated life of a vehicle which is usually for 15 years. From the research, I came to know that the road taxes which are imposed on the vehicle buyers hardly constitutes 1/10 of the cost of road construction. Then who pays the rest 90% of the cost? Its paid by the common men like me through the collection of taxes. Everything or anything I buy: be it medicine,cloth,food,travels, even chewing gum, I am paying the taxes which we call now GST in India. From the common revenue pool , the public utilities of welfare nature and non-welfare sectors are created for the common good of the people at large. Then, how it’s that the vehicles owners automatically claim the exclusive rights to the public roads, even to the extent of obnoxious attitude that they have the right to crush the pedestrians on the roads? This is not acceptable and we need responsible reactions in our society.
When I went to Tokyo while my wife was posted to India’s embassy of India, I had a unique experience one evening. As usual I used to go for evening walk. It was not far from the Embassy’s residential compound. They, unlike in India or more so particularly in Lamka, built everywhere the proper footpath or pavements for pedestrians. This enable the people to walk long distances without any undue fear of being hit by moving motor vehicles. Similarly, for the motor vehices,there is very rare chances of hitting the pedestrian on the road as they have their respective exclusive lanes. On return from the walking, I saw a small tempo truck about to come from the inside lane to the main road crossing the footpath. The driver also saw me from the distance. I would have taken another two/three minute to reach that crossing point. He could have easily come onto the main road before I could reach that point. But the driver signaled me to cross first. I was surprisingly elated to have so much respect and regard from the drivers for those who are walking on foot. This is absolute contrast to what we experience in India in particularly in Delhi, if I may say so, now even in Lamka. This is the value of life given by people through proper education and social conditioning.
This similar culture is observed by me other global cities like in Paris and more so in England/London. Similar driving culture could be more prominently seen in London. One could see that the cars definitely would give priority to your crossing of the roads.Simailarly,the city buses are extremely polite and considerate. Till all the intending passengers are inside the bus, the driver would not close the automated door of the bus. If he/she notices, a handicapped passenger in the waiting shed, driver would not open the front door for entry of normal other passengers till the handicapped passeasger who is allowed to enter from the Exit gate is comfortably inside the bus. The same practice he would follow if there is somebody with a trolley with a baby or any other extra luggage. Same is the procedure when passengers are getting down from the bus. In many instances, the passengers do shouted ‘Thanking you’ to the driver as they exit the bus. What a considerate and lovable culture of the people! Therefore, the point is: to make our city a happy City, there are trivial things to be cultivated and practiced of caring for the poor and less privileged people in the city.
Does decency and accommodative cultures on the road and streets alone would make a happy city? Perhaps not. There must be a lot of other factors that would bring about happiness to the people in the city. Another important sector in this context is the infrastructure and building plan designs of the city. It has been proved through research that people would prefer and feel happier when the settlement designs are mixed in nature. This means that the design of the locality should be such that it facilitates mixing of people, interactions and and encourages people to talk and converse each other. This means that the locality should be mixed used one. In other words, the locality should have shops,offices,schools and residences. In the streets or locality crowded by only by big or huge bungalows with high and mighty boundary walls, people tend to keep themselves isolated and do not encourage people to mix or get connected. It’s not the other people who feel isolated but more so the people who live in such buildings and feel unhappy.Therefore,we should gradually plan our city in such way that people are encouraged to interact more and more to make themselves happy and feel connected. The sense of community feeling should be encouraged and nurtured.Unfortunately,modern cities are growing from community life to isolated style of living as symbols of development, wealth, progress, status and superiority. This makes people unhappier. The more we are in the speed, the less we interact and the unhappy we are. The is called car driven city or car culture.
The most important, however could be the creation and development public parks and other public open places. This is obvious by its name itself. In order to be happy, we need to connect with another. In order to feel connected we need to have interaction. In order to have interaction, we need places and facilities to do so.This thing can be provided by public parks and other public open places.Unfortunatel,till today the Lamka does not have one or may be yet to think about it one. Its high time that the intellectual and those in authority starts thinking on this line. Once we have these public facilities ,our people will interact more amongst themselves and feel more as owners of the town. There will be increase sense of ownership. This will further accelerate the feeling of happiness of living in the town. As of now, since we don’t have any public places and parks and everything is of private ownership , people think only in terms of narrow tribalism. The person who lives in Chiengkonpang will think only about the locality or of Gangte welfare and have that narrow outlook. Same would be another person who lives in Bungmual will only think about his locality or Paite. They are not able to enlarge their outlook and feel true happiness. But when we have parks of the Town or other public places, people will have larger contacts and start thinking in larger context. The sense of ownership shall grow wider for the town as a whole. Then the sense of happiness and outlook of metropolitanism will grow. Indeed, we do make the place and the place makes us in return. Why not make a happy city for ourselves and for the next generations to come?

ANALYSIS OF LOCAL ECONOMY OF LAMKA: POSSIBLE WAY FORWARD

The Town of Lamka is growing in leaps and bounds both in terms of population growth and upcoming residential buildings. That small, neat and clean sleepy town has transformed itself into bursting and bustling town nearly resembling a medium size city. However, closer look of this unplanned town (in fact conglomeration of administratively unconnected villages )reveals some disquieting features:
 Most of the bigger and modern items of shops are controlled and owned by outsiders( its understood that the outsiders are owning/running more 900 shops in such a small town)
 The local people are mostly selling consumable/processed food products in the periphery in small shops by expecting minor margins of profit by selling at MRP or even a little more
 The local mothers/ladies on the road side are busy selling vegetables/local fruits/or coming from outside on minor margins of profits,
 They are also dealing in second dresses/fabric found almost everywhere
 Of course, meat shops/Butchery is with the local people whereas fish sale is again dominated by Pangal ladies.
 Timber/woodworks to basically cater to local markets
 Road side tea shops mostly thronged by elderly persons/ local women venders.
 Note:1The only exception is the Hardware and Pharmaceutical products which have a strong local Associations
 Note:2 Local sellers/shopkeepers are targeting only the local consumers, thus not attracting any inflow of financial resources to the local people.
 Note:3.This is also noticed that outsiders are living on food items brought in by themselves like. Edible oil,Dal,Allu,Onion etc. and do not buy or help to grow local vegetables/fruits/products.
The above salient features implied that whatever financial resources coming into the town are soon siphoned off without any adequate share of its circulation benefits to the local people
This also means the local people will soon get enslaved by the economic and financial powers of outsiders as they are already in marginalized position in the trade and business.
What are the incoming financial resources for people then:
 The significant chunk would be pay and other allowances of the state Govt employees,
 Then the State Govt pensioners
 The the central Civil pensioners who may constitute a small percentage as most of them settle outside the state/Town on retirement.
 The Central(Defence/CAFP) pensioners who could constitute significant chunk of incoming resources(Once Col. Sitlhou mentioned that monthly incoming Defence pensioners into the Town/District is about 2.75 crores)
 Remittances from Defence/Civil employees working outside the state either monthly/occasional .
 Some central/state projects within the district.
Economists propounded that economic relation two entities can never be exactly on equal terms but desirably should be generally on parity. But when one side becomes dominant and the other subservient, then the relationship becomes exploitive. The other entity actually becomes the instruments of economic expansion of the first party.
The local economy of Lamka seems to be going in this direction wherein the local resources of economy is only serving the dominant interest of outside trade and business.
Keeping in view of this:
 we need to gradually correct this growing imbalance through general awareness of the public particularly those who are involved in trade and business.
 Then we need to facilitate and strengthen local entrepreneurship
 We need to encourage and promote local resources/products/skills through financial literacy/education and
 facilitate availability of credits through the financial institutions

1. In order to create awareness and inspire/motivate the educated intellectuals, we may periodically organize/conduct panel discussions in collaboration with local channels such as Hornbill Channel Network, Tullou News etc. The panelists may be carefully selected from time to time such as, the student leaders, the Consumer Club leaders, local town Executive local Town, known entrepreneurs and other academically sound persons from colleges/Retd Govt officers. This could be cheapest and doable but effective means of creating general awareness.
2. The second would be to help form something like Lamka Traders Associations wherein each and every shopkeeper(even Pan dukan) can become a member and through this association, their education, business strategy can be gradually evolved. They may also give occasional educative workshops wherein they can, amongst others learn basics of business entrepership,Business accounting,businees expansion and marketing etc. They also shall learn the benefits of collective bargaining in the competitive market like the Hardware and Pharmaceutical Associations are able to manage their market shares effectively.
These are some of my thoughts.
In many of the industrial products sales, we can’t avoid outsiders since they produced and marketed by them. But better conscious strategy should enable us to dominate local dealership and the entire retail ship in the town area wherein our people should be able to reaps the benefits of 5 to10% retailed profits.

Vision Zero for Lamka: Accident free Town

281 accident related cases reported to casualty in the District hospitalinJuly and 360 cases in August 2024 .

London may be considered the most important or famous city in the world. But I never really had eagerness to visit it personally. I did have at least two occasions to have taken the opportunity to have visitedit: while on returned journey from New York during our National Defence course and secondly while my wife waspreviously posted to Embassy of India, Paris, the distance was reportedly only two and half hours by underground train from Paris. This time,however,I have no choice. Beingjobless spouse of my wife ,I have to accompany her on her posting to office of High Commissioner of India, London.
On landing to the city at night, I was obviously not so impressed from the outward appearances though one could easily make it that it’s an old city. Many of the building in many locations are of old and archaicdesigns. The roads are not generally straight and broad as in the city like Paris. Thehigh-risebuildings of Sky crappers are only seen at certain cluster places of central London or prominent market places. Infact, on the first day when I boarded the city bus which traversedthrough many localitiesI told my wife,‘this so-calledLondon is nothing is but dilapidated city’. She chided me to not to denigrate so much when people take so muchpride in having seen or been to London, the capital city of the greatest empire of the world on which the sun never sets.
Though the metro services are available(which I discorvered of late),the bus services are extensively available in the city of London. These buses are double decker of red colour.When we boarded the bus,Istarted to notice certain things. I found that the drivers are very considerate. They would stop the buses,of course at the bus standsonly which are generally within the distance of every one kilometer or even half a kilometer. Then only when every passenger gets down ,the driver would close the automaticdoors. Even in case,somebody is still approaching signaling to wait for him/her, the drive would wait and open the door again. Attheintersections, the roads are particularly narrow and at many places, thebuses have to make left/right turns as the per the assigned routes. There are traffic poles and on the roadpavements, there are concrete stoppers/platforms for its directions. I found that the drivers are very gentle in negotiating all these narrow roadsin spite of theirbuses being tall and bulky. These observation makes me to be curious about thetransport policy guidelines and systems in the city. Their behavior and culture is so different from the city like Delhi where the drivers are found to be arrogant and drive their buses/vehicles as if they are in mad race, and many a times crashing every everything on their ways including human beings!
Since I was curious about the safety standard in the city of London, I browsed in the internet looking for what kind of policy guidelines and traffic rules must have been enforced in the city. I chanced upon a public document called, ‘City of London Vision Zero Plan 2023-2028’.This is booklet running into more than 55 pages for detailed analysis of the causes of accidents and their categories in terms of severity etc. and the policy/plan measures to respond to them. Thedocument aims to attend zero fatal and serious accident free city by 2040,the plans of which must be implemented by 2028 by all stake holders.
The key themes to safety system approach as enunciated in the booklet are under:
1. People do make mistakes and are going to make mistakes in all times to come. Therefore, the transport system must cater to accommodate this human error to reduce or minimize accidents.
2. Human body has limitations. Therefore, the design of the roads/streets should be for avoiding/minimizing the impacts of collisions
3. All those who are designing(the roads/transport systems)operating, managing and using the streets have the same and share responsibility to reduce the the dangers of accidents
4. All the parts of the system/agencies must be strengthened in combination to produce multiplier effect for road safety.

Curious about the basic statics, Ichecked through the googlesources the comparative status of Delhi and London. Here are the basic comparative figures:

1. On the basis of population ,if we go by the norms of Delhi,461 persons would have died from road accident in London in one year but they have only 103
2. On the basis of number of cars registered,1189 persons would have died in one year in London but they have only 103
3. In the reverse situation if we go by London population size,Delhi should have only annual accident death of 350 cases but have 1571
4. In the same way on the basis of number of cars in London , Delhi should have 135 deaths in in a year but actually have 1571 cases.
Conclusion :It irrefutably proves that the safety standard in London even as now is much higher than that of Delhi by many folds.
As regards the categories of road accident victims, the above document has brought out as under in order of frequencies:

The above categories are in order or the frequency of road accident victims in a given period of time. Its but natural that these categories are going to the main victimsparticularly in the crowdedcitiesand is likely to truein of other cities and towns in any part of the world.
Lamka is upcoming town as we all know. Infact, it has been discovered that it’s not even a town/city in terms of administrative or governance structure. There is no Town Committee or Municipal Council to look after the problems relating to settlement and city/town issues and its future plans. Lamka is nothing but conglomeration of villages without any administrative coonectivity.D.Phailien and Cheingkonpang or Bungmual may be physically connected but there is no agency to take care of the sewage needs of these villagers.The electricity, the water supply and most importantly the road or communication connectivity of these localities. They are just left to themselves as laid or prepared by the villagers themselves. While this is the actual state of things, as the population is increasing every day , due to urban life attractions. Thisis leading to increased air, water and chemical pollutions and most importantly, the frequent road accidents as reported in the local newspapers/Tv channels. Infact, considering the size of the Lamka population, if London or New Delhi is to have road accidents, this would largely translate to, assuming that the total population Lamka could be around 100,000.(Ccpur Dist. 270,000):
(i) Delhi: 118,000 Road accidents or 323 dead daily
(ii) London:35,0000 Road Accidents or 95 dead daily
The moot question now is:how do deal with this rapidly increasing road accidents? At the outset let’s be clear that this problem is not going to run away from us and from our children and grandchildren. Infact,it’s going to exacerbate as time goes by particularly if we do not attend to it right now in a holistic and well thought out strategies to campaign for the safety and well being of the next generations. OfCourse, if we would like to wish away the increasing problem without taking on it, we shall to run away from the town en masse and totallydiscard the urban settlement. This is not likely to happen and we do not wish it to happen. This would amount to annihilation of the people and the land.
There are five ways inter connected ways to approach the issue without leaving out any aspects to handle the fast-emergingsituation. These may be:
(i) We must plan for and implement safe streets/roads in the town /periphery areas
(ii) We must encourage and enforce safe speeds of any type of vehicles
(iii) We must encourage and ensure safe vehicles
(iv) We must educate, train and encourage safe behaviors
(v) We must plan and put in place a robust system to respond to Post collision/accidents.
In order bring about the above holisticand long-term approach to the issues of safety on the roads in Lamka area, all agencies and stake holders are required to get involved and sensitize each of them.As of now, we seem to be thinking that roads safety is the concern for the traffic police. Its entirelywrong. Infact, they could the last or secondlast agency to get involved in the long chain of road safety, just before the actual happening and of course ,the time of road accidents. The following agencies may be involved in ourendeavours to bring about the total zero accidents on the roads in Lamka:
 Educational Institutions(schools/Colleges)
 Churches/Sunday Schools
 CSOs/Students Organizations
 Property dealers/land sellers
 Village Authorities
 The DistrictAuthorities:SP/DC/ADC/DTO
 The Media(print/Tv)
 Taxi/Auto drivers Association
 The District Hospital/private Hospitals/nursing Homes
If this slightly lengthy article has been read by you, please do not think that since my family is unlikely to have accident, I may ignore the issue. The frequency and the chances of road accidents are increasing every day. It could happen to anybody any time. This is too painful and we must put our heads together to minimize this. It is economically costly and philosophically unsettling to get killed in which no honor or remembrance programme will be held by anobody.Please come forward.Lets make road safety in Lamka as public movement to make a better place to live and enjoy by our children and grandchildren. Let’s not be selfish to ourselves only but cater for the next generations to come. Let the beauty of Lamka be seen by others by making it safe and beautiful place to live and visit.
