A Japanese submarine collided with a commercial ship as it attempted to surface off the country's Pacific coast on Monday, government officials said.

The ship may have been the Ocean Artemis, a Hong Kong-flagged bulk carrier, according to people with knowledge of the incident

Three crew members from the Maritime Self-Defense Force submarine Soryu suffered minor injuries, and pictures from the Japanese Coast Guard showed it sustained damage to its fairwater planes, the winglike structures on its conning tower.

The accident occurred off the main island of Shikoku in southern Japan.

The Soryu, commissioned in 2009, is the first in its class of Japanese diesel electric-powered submarines. It displaces about 3,000 tons and has a crew of around 65.

The Defense Ministry said communications equipment on the sub was also damaged, although it was still able to operate.

"Soryu scraped the hull of the vessel as it was surfacing. It is extremely regrettable the MSDF submarine has collided with a commercial ship," Defense Minister Nobuo Kishi said.

The commercial vessel -- the Hong Kong-registered bulk carrier Ocean Artemis -- reported no damage, Coast Guard officials added.

Bradley Martin, a RAND Corp analyst and former US Navy captain who analyzed images of the damage, said the impact would have restricted the submarine's capabilities.

"I wouldn't call the damage 'minor.' The submarine can't dive and can't communicate," official said.

Bulk carrier SANKO FORTUNE loaded with some 47,000 tons of maize, in the morning Feb 2 ran aground in Puerto San Martin port area, Parana river, Argentina, shortly after completing loading and leaving cargo terminal, being already underway and proceeding downstream. As of 0130 UTC Feb 3, the ship seemingly, was still aground, with tug at her side. Traffic isn’t affected. She’s en route to Bahia Blanca for a top off.

The vessel, broke into two pieces and sank off Turkey's Black Sea coast while en route to Bulgaria two weeks ago.

Rescue workers reportedly saved at least six people on board the ship and retrieved the bodies of two others.

Sinan Guner, the governor of Bartin, in northern Turkey, confirmed a third person had died.

A video shows the ship crashing over high waves before a loud creaking sound can be heard.

The panicked crew then make emergency mayday calls over the ship's radio.

On January 28, a seafarer who had spent 13 months aboard the asphalt tanker Sea Princess committed su***de, according to charity Human Rights at Sea (HRAS).

The Indian-owned tanker had recently been sold to a scrapyard in Alang and was under way in the Gulf of Oman, HRAS reported. When the crewmember could not be located, the master raised the general alarm and called for a full search of the vessel. The victim was found hanging in the boiler room.

HRAS learned of the casualty on January 30 when a crewmember reported that access to UAE port state services had not been made available to the vessel. The Sea Princess' owner informed the charity that the officials in Khor Fakkan had refused the vessel access to port and would not allow the deceased's body to be offloaded for repatriation.

After a petition from the Indian Consulate General in Dubai, officials in Khor Fakkan agreed to dispatch a public prosecutor to attend the ship on Sunday. The remains of the deceased will be prepared for repatriation.

The Sea Princess' shipmanager informed UAE outlet The National that the deceased had just had lunch with his shipmates and had "appeared to be in a good mood" in the hours before his passing. Given the vessel's itinerary, he would have been back in India in less than a week's time. The cause of the su***de remains under investigation.

"Human Rights at Sea extends its sincere condolences to the family and friends of the deceased, and welcomes the supporting response by the coastal state authorities and welfare organizations," the charity said.

The crew informed HRAS that they considered the 28-year-old Sea Princess to be other than seaworthy, and they claimed that she was running on emergency levels of bunker fuel. Sea Princess' last PSC inspection was conducted in Mumbai in February 2020, and her Equasis record shows that officials found 14 deficiencies, including issues with her accommodations, her fire safety systems and her cargo handling equipment. She was not detained.

2021: Expect 'wild card entry' on NRI residential status

Finance Minister Nirmala Sitharaman has proposed the removal of double taxation for Non-Resident Indians (NRIs) on income accrued through foreign retirement benefits accounts, the minister announced in the Union Budget session on Monday. Nirmala said the tax department will notify rules to remove hardships of double taxation faced by NRIs in certain classes.

The non-resident Indians (NRIs) stuck in India during COVID-19 lockdown are a worried lot. As they take stock of their residential status for the financial year 2020-21, they expect a relief from the government on residency rules.
In order to determine the tax liability in India for those settled abroad, first we need to check their residency status for a particular financial year. A non-resident Indian may qualify as an Indian resident for tax purposes if she meets one of the following two conditions - i) stay in India for a year is 182 days or more or ii) stay in India for the immediately four preceding years is 365 days or more and 60 days or more in the relevant financial year.
An individual satisfying neither of the conditions stated in (i) or (ii) would be an NRI for the year.

A lower limit of 120 days gets applicable in place of 182 days if an NRI's income from Indian sources is above Rs 15 lakh in the said financial year. If an NRI's Indian taxable income is less than Rs 15 lakh, the 182-day threshold will continue to apply to her.
"NRIs who were traveling to India before the lockdown were unable to return on time due to restrictions on air travel across the world. This has led to issues relating to their residential status as they ended up spending more number of days in India during the lockdown," says Harshad Chetanwala, Co-Founder MyWealthGrowth.com.
However, in line with a circular by Central Board of Direct Taxes (CBDT) in which it had relaxed the residency norms by a few days for the financial year 2019-20, they expect a similar relief for FY21. The CBDT had excluded days spent in India from March 22, 2020 to March 31, 2020 in determining the residential status for FY20.

"No relaxation has been provided so far for FY21, but one could expect a wild card entry on this account in the Budget 2021. If no relaxation is provided, then the NRIs should pay the taxes as advance tax to avoid penal interest," suggests Amit Singhania, Partner, Shardul Amarchand Mangaldas & Co.
Saraswathi Kasturirangan, Partner, Deloitte India agrees. "I wouldn't say it was only a travel restriction-related choice. It was also a personal choice that they wouldn't want to risk being stranded in a foreign country when their home base is India. So, if the employment is overseas and the salary is being received overseas, a practical approach from the government would be to not trigger a taxation in India due to an exceptional situation like COVID-19. The industry is eagerly waiting for these guidelines."

Jan 2021 Government, Blacklists two seafarer recruitment agents.

The Seamen’s Employment Office has debarred and blacklisted seafarers’ recruitment and placement agents, Good Result Marine Services Pvt Ltd and Almighty Maritime Services Pvt Ltd, and their directors from conducting any maritime activity associated with the Directorate-General of Shipping and its allied offices.

In a January 19 order, the Seamen’s Employment Office wrote that Good Result Marine Services and its associate directors Krishan Madhav and Sajesh Kumar Sudhanshu “cheated lndian citizens, caused hardship and harassed them, by misusing the Government online E-migrate system with malafide intention to dupe the seafarer and thereby to gain monetary benefits, putting the safety and wellbeing of Indian nationals at risk in foreign shores by misusing the Government of India licence and its e-migrate system/mechanism”.
The Recruitment and Placement Service licence held by Almighty Maritime Services, which was valid till June 14, 2022, has also been withdrawn for violating rules set by the Merchant Shipping (Recruitment and Placement of Seafarers) Rules, 20l6, the Seamen’s Employment Office said in a separate order on January 19
