Rangina Kargar, a woman member of the Afghan parliament has alleged that she was deported from the Indira Gandhi International (IGI) airport in Delhi on 20 August.

Kargar is a member of Wolesi Jirga. A parliamentarian since 2010, she represents the Faryab province in the country.

Kargar, who holds a diplomatic or official passport, said she arrived at the IGI early on 20 August from Istanbul on a Fly Dubai flight.

Questioning the constitutionality of a ban on slaughterhouses in Haridwar district, the Uttarakhand High Court has said a civilisation is judged by the way it treats its minorities.

A division bench of the High Court comprising Chief Justice R S Chauhan and Justice Alok Kumar Verma said, "Democracy means the protection of minorities. A civilisation is judged only by the way it treats its minorities and a ban like Haridwar's questions the extent to which the state can determine a citizen's options."

The petition said the prohibition goes against the right to privacy, the right to life and the right to freely practice religion and discriminated against Muslims in Haridwar where towns like Manglaur have a substantial Muslim population.

"Denying hygienic and fresh non-vegetarian food to people of Haridwar district across the limitations of religion and caste amounts to hostile discrimination," the petition said.

In March this year, the state had declared all areas of Haridwar "free from slaughterhouses" and cancelled the NOCs issued to slaughterhouses.

The petition claimed the ban was "arbitrary and unconstitutional". The petition challenged this for two reasons: a blanket ban on meat of any kind is unconstitutional, as is Section 237A that the Uttarakhand government had inserted into the Uttar Pradesh Municipalities Act, to give itself the power to declare an area under a municipal corporation, council or Nagar panchayat as a "slaughter-free" zone.

The court said the petition has raised "serious fundamental questions" and would involve a constitutional interpretation.

Three lawmakers of the US ruling Democratic Party expressed concern over the state of religious freedom in India, alleging that the government was targeting social and political activists, Taking action on freedom of expression. However, India has denied these allegations.

Panelists at an International Religious Freedom summit, including three US lawmakers, have voiced concern over what they called Indian government’s promotion of “the widespread practice of religious discrimination, intolerance and violence.”

The panel discussion on “Religious Freedom in India: Challenges & Opportunities,” was organized earlier this week by Indian American Muslim Council (IAMC), a Washington, DC-based nonprofit that advocates for human rights, religious freedom and civil liberties in the US and India.

“I remain seriously concerned about the Indian government’s commitment to protecting the rights of minorities, including the 200 million Muslims in India,” Senator Senator Edward J. Markey was quoted as saying in an IAMC press release.

“The government’s targeting of social and political activities and crackdown on free speech and their religiously motivated discrimination against minorities cannot be viewed in isolation as escalating nationalism threatens to undermine India’s longstanding oath to democratic values.''

“I will continue to stand up for these principles in the United States Senate, and I will encourage India to do the same,” he added.

“India has long had an admirable commitment to pluralism. It is the world’s largest democracy, whose bonds with the American people continue to grow, but the United States is right to speak up and speak out when a fellow democracy and strategic partner fails to protect the rights of all their people,” Markey said.

US Rep. Congresswoman Congresswoman Marie Newman alleged, “In the last seven years, hundreds of Muslims just walking down the street have been attacked by vigilante mobs, they have been lynched. It is a travesty of justice, and I am horrified by it.”

Acts of violence are not only targeting religious minorities, but social and political activists, lawyers, journalists and students, she said.

However, the Indian government and several Indian organizations have denied these allegations.

The Ministry of External Affairs, Government of India said that India's democratic and constitutional polity also has an independent judiciary. There are several national and state level human rights commissions that monitor violations. There is free media and there is a dynamic civil society.
