जयपुर में UGC के नए Promotion of Equity Regulations, 2026 के विरोध में सवर्ण समाज और श्री राष्ट्रीय राजपूत करणी सेना ने कलेक्ट्रेट तक विशाल रैली निकाली। प्रदर्शनकारियों ने आरोप लगाया कि नए नियमों में सामान्य वर्ग के छात्रों और शिक्षकों के साथ भेदभाव की आशंका है। रैली के दौरान पुलिस और प्रदर्शनकारियों के बीच धक्का-मुक्की हुई, बैरिकेड तोड़े गए और स्थिति को नियंत्रित करने के लिए पुलिस ने लाठीचार्ज तथा वॉटर कैनन का इस्तेमाल किया। प्रदर्शनकारियों ने राज्यपाल के नाम ज्ञापन सौंपकर नियमों को वापस लेने की मांग की। प्रशासन ने मामले की जांच और कानून-व्यवस्था बनाए रखने की बात कही।

General category groups demand a total rollback, arguing that Clause 3(c) unfairly defines caste discrimination exclusively against SC, ST, and OBC members, denying upper-caste students protection from harassment. They contend that the strict 24-hour action mandates, combined with a lack of penalties for false or malicious complaints, create an asymmetric system prone to misuse and reverse bias. Conversely, the UGC and the Central Government introduced these regulations to satisfy a Supreme Court mandate protecting historically marginalized groups following high-profile campus tragedies, replacing non-binding 2012 guidelines with strict financial and institutional penalties. Instead of a government withdrawal, the Supreme Court stayed the 2026 regulations on January 29, 2026, putting them on hold while reviewing their constitutional validity and temporarily reinstating the 2012 framework.
