Rome: Italian Prime Minister Mario Monti's Cabinet won a second confidence vote in parliament on Friday to secure its right to tackle the country's deepening financial crisis. Lawmakers in the lower house voted 556-61 for Monti's government, which includes no professional politicians. On Thursday, in the upper house of parliament, the Senate had backed the new cabinet with a solid majority of 281 votes in favour and 25 in opposition. Monti, an ex-EU commissioner, was appointed as Italy's prime minister on Sunday after the resignation of the 75-year-old Silvio Berlusconi. Berlusconi stepped down after parliament approved new austerity measures demanded by the European Union to help trim Italy's massive 1.9-trillion-euro debt. Earlier Berlusconi said his People of Freedom party would entirely support Monti's government.

hManmohan Singh's oft-repeated mantra that there is "enough space" for both India and China in the world took on a new spatial dimension on Friday, with the Prime Minister telling his Chinese counterpart, Wen Jiabao, that Indian exploration activity in the South China Sea was "purely commercial" and the issue of sovereignty over seawaters should be resolved according to international law and practice. India's commercial prospecting was raised by Dr. Singh in the context of Chinese misgivings over a recent pact between India and Vietnam on oil exploration. Jurisdiction over the territorial waters of the Sea is a bone of contention between China and several south-east Asian nations, including Vietnam. Without getting involved in rival sovereignty claims, India stressed the importance of freedom of navigation in these waters, a vital trade route. But the Chinese, who fear that Washington is trying to tilt the regional scales against Beijing on this issue, used the ongoing Association of South-East Asian Nations (Asean) summit platform to deliver a blunt message to the U.S. The South China Sea dispute concerns China and the littoral states alone, and "outside forces should not get involved under any excuse," Mr. Wen said in his address. Dr. Singh and Mr. Wen had a 55-minute meeting here on the sidelines of the summit, though the fact that each came in to the room accompanied by more than two dozen officials meant the interaction was purely formal and scripted. New Delhi: Pressure is building on the government ahead of the winter session in Parliament to reveal the names of close to 800 Indian tax evaders. The Yashwant-Sinha led Parliamentary Standing committee has set a 15-day deadline for the government to take action on black money. The HSBC bank in Geneva is now the focus of India's investigation on Black Money but for finance minister Pranab Mukherjee, keeping secret the 782 names of Indian tax-evaders in the bank is getting tougher by the day. On Friday, the parliamentary standing committee on finance led by BJP MP Yashwant Sinha has set a few deadlines for Mukherjee. The House Panel grilled Finance Ministry Officials On Black Money and set a 15-day deadline for action on tax evaders. The MPs have also asked Pranab Mukherjee to disclose the names of evaders and to disclose the opinion given by the Attorney General of India. The Finance Minister told the panel that the Attorney General advised is against making the disclosures.The House Panel also wanted to know why no prosecution has so far happened. Sources in the income tax department told Media that several of these tax evaders named in the HSBC list have already been raided and about Rs 150 crore has already been recovered.

As Foreign Minister Lavrov has said, we have just completed detailed talks that have covered the preparations for the forthcoming Annual Summit on December 16. These issues pertain to our extensive bilateral cooperation program, and international issues that are of common concern to India and Russia. I am happy with the preparations that have been done for the forthcoming Summit meeting between Prime Minister Manmohan Singh and President Medvedev. A very detailed agenda has been finalized. This will be the 12th Annual Summit since the establishment of our Strategic Partnership in 2000. It is satisfying that the agenda finalized for the Summit reflects the Special and Privileged nature of our strategic partnership. We discussed several issues pertaining to our bilateral cooperation program. Since the declaration of our Strategic Partnership a little over a decade ago, India-Russia cooperation has undergone a qualitative change in almost all areas of our interaction, and particularly the main areas such defense, space and nuclear energy. Both sides are currently making efforts to ensure that our cooperation in trade and investment cooperation increases both quantitatively and qualitatively, so that we are able to meet the target of US$ 20 billion by 2015. I will be discussing this issue in much greater detail tomorrow, in the meeting of the India Russia Inter Governmental Commission that H.E Deputy Prime Minister Sergei Ivanov and I co-chair. Foreign Minister Lavrov and I also discussed the international situation, particularly the situation in Afghanistan, developments in the Middle East and North Africa, the Iran nuclear issue, developments in the Asia Pacific region, including the recently concluded APEC and EAS Summits. India and Russia share similar perceptions on such issues. The country will let cellular carriers share airwaves and allow for consolidation in a crowded industry that has been battered by ferocious competition as well as a licensing scandal that may have cost New Delhi up to $39 billion in lost revenue, according to the draft telecoms policy last month. It is in the process of issuing notices to 35 licence holders for not meeting rollout obligations, Chandrasekhar added. The telecoms regulator has recommended to the government that it cancel 38 licences for failing to meet rollout obligations and 31 others, but only after legal examination. Telecoms minister Kapil Sibal has said there are a total 119 licensees that did not meet rollout obligations.

After a hiatus of two years, politician-writer Shashi Tharoor is back to writing a book. And this time, it's about India's place in the new balanced world. Addressing a discourse 'The New Superpowers' chaired by Anita Anand of BBC at the Alchemist Hay Festival in Kerala, Tharoor said the book would look at India's place in the world, not just in terms of foreign policy, but how India would function in the future. "I have been writing the book in bits and pieces in the last one-and-a-half years. All my deadlines have slipped. It should be complete by my wife's birthday in summer next year," said the MP from Thiruvananthapuram. "I believe that the 21st century is going to be a world without superpowers. It is going to be a balanced multi-polar world and there will be be many significant players…" Tharoor said. A superpower is a politically maturing power (country) with a global reach… And India is working to improve its geo-politics, he said. But unless every Indian can take for granted the opportunities in life and the fact that challenges like poverty, poor infrastructure and limited access to healthcare have been eliminated, "India should not claim superpower status", Tharoor said. Drawing parallels between India and China, Tharoor said "India was not China, it cannot do what China did" in terms of economy and development. "But unlike China, India has not broken necks" in its pursuit of speedy progress. He said there was potential for greater cultural diplomacy between India and China. Tharoor, who has authored 12 books, published his last book "Shadows Across The Playing Field" in 2009. The three-day Alchemist Hay Festival, which began in Thiruvananthapuram Nov 17, has drawn 76 authors to address 45 sessions, the statement said.

Fifteen years after a crying Vinod Kambli walked off the Eden Gardens when the World Cup semifinal against Sri Lanka was stopped due to crowd violence with India on the verge of defeat, the batsman has hinted the game could've been fixed. The Air Transport Association, the leading U.S. trade group for major carriers, sought an injunction in U.S. District Court for the District of Columbia to stop financing arranged by the Export-Import Bank of the United States. The Ex-Im bank is an independent agency that finances sales of American exports to international purchasers. Airlines contend low-interest credit assistance to foreign carriers violates federal law. They also say that such financing puts them at a competitive disadvantage and that Air India's losses and management troubles should disqualify it from financing. Air India ordered up to 50 long-range Boeing jets worth about $6 billion in 2005. Foreign carriers, the U.S. airlines also contend, have added capacity and gained market share on international routes to and from the United States. "We believe that it is time for Ex-Im Bank to revise its practices and consider the impact on the U.S. airline industry and its employees,"said ATA Chief Executive Nick Calio. "We repeatedly have sought additional information about the timing and details of the Air India delivery, but the Ex-Im Bank has refused to provide it. ATA has no choice but to seek judicial intervention in order to prevent our members from suffering irreparable injury," Calio said. The Ex-Im Bank said it believes the ATA lawsuit is without merit. "Export credit financing ensures American companies and American workers have a level playing field in the increasingly competitive and challenging global markets," Ex-Im Bank spokeswoman Maura Policelli said. Boeing had no immediate comment. The case is the Air Transport Association of America Inc v. Export-Import Bank of the United States.

New Delhi: A sudden spurt in employment opportunities in Bihar is posing a peculiar problem for the rest of the country. More than 50 per cent of Bihar's labour force which usually migrates to other states is choosing to stay back for jobs. Till a few years back, Ram Vilas worked as construction labour in Delhi. With Bihar's economy looking up, Vilas has returned to the pavilion, armed with a job in hand. "I earn Rs 120 here which is enough for me and my family. I have decided that I will not go to Delhi or Punjab. I will stay with my family," Bihar Labourer Ram Vilas said. Devanti and her husband have lived separately for 18 years. They have finally been united, thanks to the Bihar government's new job-schemes. "Now we have a job here and the amount we earn is enough for the family so thee is no need to go else where," Bihar Labourer Devanti said. Traditionally known as one of India's "most backward" states, Bihar is witnessing a booming economic growth with migration coming down by about 30 per cent. On the flip side, this has caused labour shortage nationally, with 30 to 35 per cent higher wage bills for real estate firms. Enhanced government expenditure and private investment has brought down rural migration by one-third. A 14 per cent increase in growth in the year 2010-11 proves that Brand Bihar is back to shining.

Lucknow: Yoga guru Baba Ramdev, who is touring UP to mobilise support for his campaign against corruption, while talking to reporters in Allahabad on Thursday, said that Mayawati will be a better prime minister than Congress general secretray Rahul Gandhi. Ramdev said that he is not against any individual but is fighting against corruption. He said Rahul should win public confidence by bringing home black money stashed abroad, instead of acting on the advise of sycophants around him. Then only, Rahul will be worthy for prime ministership, he added. Yoga Guru, however, evaded queries on corruption in UP under Mayawati rule.
