Cabinet decisions held on October 16, 2025

Dispur, October 16: Chief Minister Dr. Himanta Biswa Sarma today chaired a cabinet. meeting of his Council of Ministers at Lok Sewa Bhawan and took the following decisions:

The State Cabinet has approved the "The Assam Satra Preservation and Development Commission Bill, 2025" to safeguard the sacred heritage institutions, promote their cultural and economic potential, and ensure their legacy for future generations through a blend of modern governance and reverence for tradition.

Under the bill, a Commission will be established that will secure Satra lands from encroachment and disputes via transparent governance, while promoting sustainable economic growth through heritage tourism and Satriya arts. It will further safeguard Vaishnavite heritage through a digital repository for lands, artefacts, and manuscripts, ensuring global accessibility and preservation.

Composition of Commission:-

Chairperson: A retired Judge of a High Court, appointed by the State Government.

Member Secretary: Director of Land Requisition, Acquisition and Reforms, Assam (ex -officio).

Two Members: Representatives of Satra institutions nominated by the State Government.

One Member: A retired Civil Servant (not below the rank of Secretary) experienced in land administration,

The State Cabinet has approved the payment of dearness allowance/ dearness relief to the serving State Government Employees/State Government Pensioners/Family Pension Holders/Extra Ordinary Pension Holders/Compassionate Family Pension Holders in the revised rate effective from 01/07/2025, applicable for revised pay scale as per A.S. (ROP) Rules, 2017.

The State Cabinet has approved the financial sanction for providing financial assistance as admission incentive to girl students under Mukhya Mantri Nijut Moina Aasoni who are enrolled in Govt. and Venture Educational Institutions in Higher Secondary, excluding Private Educational Institutions and also for Self-Financed Courses in Government Educational Institutions for 2025-26. Approved proposal for financial sanction of Rs. 12512.5236 lakh for Directorate of Secondary Education.

The State Cabinet has approved the equity investment of Rs 1272.09 crore by the Govt of Assam in Assam Valley Fertilizer and Chemical Company Ltd, a Joint Venture Company of Govt of Assam, OIL, NFL, HURL & BVFCL over a period of 4 years, and release of 1st instalment of subscription money of Rs 4.00 Lakh. The Cabinet has also approved release of the equity amount of Rs 22.74 crore against the subsequent Cash Call from the Company during the current Financial Year, within the budgeted amount.

The project envisages setting up a new Brownfield Ammonia Urea Complex of Namrup IV Fertilizer plant with a minimum capacity of 12.7 lakh metric tonne per annum (LMTPA) at Namrup within the existing premises of BVFCL. The project will bring investment of Rs 10601.40 Cr in the State, which will increase economic activities in the State.

The new Brown Field Project would provide direct employment to 460 nos on a permanent basis and another 1500 persons on ad hoc basis.

During the press briefing the Chief Minister also informed that to transform the site where legendary singer Zubeen Garg's last rites were performed into a permanent 'samadhisthal' a committee has been formed consisting of Garima Garg, Palmee Borthakur, Partha Sarathi Mahanta, Anuradha Sarma Pujari, Biren Singha, Pulak Banerjee, Tarali Sarma, Shyamantak Gautam, Pranjal Saikia, Dulal Manki and Sudarshan Tahkur as the convenor of the committee.

Assam Government to write to the Chief Justice of Gauhati High Court for the constitution of a fast track court for the delivery of expeditious justice in Zubeen Garg death case, once SIT completes its inquiry and files the charge sheet..

A Special Public Prosecutor will be specially designated with the recommendation of the Advocate General of Assam who will exclusively work in Zubeen Garg's death case after the SIT concludes its inquiry and files the charge sheet.

Sohan Singh Rawat, AC(Min) 57 Years, posted in Ops Range Dibrugarh successfully completed 600 Kms Endurance Cycling Expedition with a riding time of 30 hours 15 minutes and overall time 37 hours 45minutes on 11-12th October.

The route was Guwahati-Morigaon-Nagaon-Tezpur-
Jamugurihat-back to Guwhati-Rangia-Nalbari-Pathsala. The expedition was organised by Guwahati Randonneurs. A total 5 Cyclists have participated, out of which two quit in the middle, three completed out of which Sohan Singh Rawat, officer from CRPF at Dibrugarh finished first. Entire ride was self supported and done by him.
