Governor’s Rule Imposed in Chakma Autonomous District Council (CADC)

In a significant move, Mizoram Governor Gen VK Singh has imposed Governor’s Rule in the Chakma Autonomous District Council (CADC) for six months, citing continued political instability and administrative breakdown.

The decision, taken under the powers of the Sixth Schedule of the Constitution, comes after a wave of leadership changes and governance failures disrupted the functioning of the council.

An inquiry commission may also be constituted to investigate alleged irregularities under Para 14 of the Sixth Schedule.

The political turmoil escalated on June 16 when 12 BJP MDCs defected to the ruling ZPM, leading to the fall of the BJP-led executive council under CEM Molin Kumar Chakma.

RRAG Slams Arunachal Officials with Contempt Notice Over Chakma-Hajong Meeting

Itanagar, July 7, 2025 — A fresh controversy has erupted in Arunachal Pradesh as the Rights and Risks Analysis Group (RRAG) issued a contempt notice to senior state officials and Deputy Commissioners for allegedly violating the Supreme Court’s 1996 judgment safeguarding the Chakma and Hajong communities.

The move comes just a day before a high-level state government meeting on July 8, which includes an agenda item on “Land Records and Encroachment by Chakma Hajong Settlers.” Shockingly, the All Arunachal Pradesh Students’ Union (AAPSU)—a non-state actor—has been invited to participate in the deliberations.

RRAG Director Suhas Chakma, also a member of the NHRC’s Core Group, sharply condemned the inclusion of AAPSU, calling it a “blatant violation of Articles 14 and 21 of the Constitution” and a direct “contempt of court.”

He warned that the state government is not just ignoring the Supreme Court’s directives but “actively undermining them” by allowing AAPSU to play judge and jury in sensitive policy discussions—despite the 1996 ruling that barred threats or coercion by non-state groups against Chakmas and Hajongs.

Suhas Chakma also highlighted the state’s failure to process pending citizenship applications and alleged continued displacement of Chakma and Hajong individuals, violating the court’s explicit protection against eviction.

With the July 8 meeting set to involve top officials and AAPSU representatives, RRAG has vowed to take further legal action if these “contemptuous practices” persist.

The controversy has reignited national concern over the rule of law, constitutional rights, and the plight of the Chakma and Hajong communities in Arunachal Pradesh.

Illegal Arrest and Torture of 11 Indigenous Hill People by Bangladesh Army Condemned by GAIPCHT

New Delhi/Basel/Los Angeles, 21 June 2025– The Global Association for Indigenous Peoples of the Chittagong Hill Tracts (GAIPCHT) has strongly condemned the illegal arrest and reported torture of 11 indigenous hill people by the Bangladesh Army in staged military operations conducted on 19 and 20 June 2025 in the Rangamati and Bandarban districts of the Chittagong Hill Tracts (CHT), Bangladesh.

According to GAIPCHT, two operations led by senior Bangladesh Army officers falsely implicated members of the indigenous Chakma and Tripura communities in militancy-related activities. On 19 June, Suga Chakma (42) and Bindumoy Chakma (41) were arrested near the Marishya–Dighinala road in Baghaichari Upazila under allegations of collecting funds for the United People's Democratic Front (UPDF). The operation was reportedly led by Lt. Col. Md. Masud Rana, Commander of Baghaichhari Zone.

A day later, on 20 June, a second raid was carried out in Punarbason Chakma Para and Emmanuel Tripura Para under Lama Upazila in Bandarban by Major Md. Manjur Morshed, Deputy Commander of Alikadam Zone. Nine more individuals were arrested — including elderly persons — accused of being members of the Parbattya Chhattagram Jana Samhati Samiti (PCJSS). Those detained include:
Ananda Mohan Chakma (72), Shantiram Chakma (33), Chatui Chakma (35), Shanti Ranjan Chakma (35), Kalparanjan Chakma (45), Jyoti Bikash Chakma (28), Pakhiram Tripura (31), Chhotiya Tripura (60), and Jewel Tripura (26).

In both cases, the army claimed to have recovered home-made guns, knives, phones, and electric wires. However, GAIPCHT alleges these items were planted and that all detainees were subjected to torture prior to being handed over to the police.

"These arrests are not only unlawful but also clearly orchestrated for personal gain," said Mr Suhas Chakma, Convenor of GAIPCHT. “If any of those arrested were truly members of PCJSS, then legal accountability must extend to the Chairman of the CHTs Regional Council, Mr. Santu Larma. In reality, none of the detainees belong to any banned organization — UPDF itself is not proscribed.”

Mr Chakma further alleged that the real motive behind the arrests was to falsely showcase successful counter-insurgency operations so that the officers involved could secure promotions and placements in United Nations Peacekeeping Missions.

Mr Sanchay Chakma, GAIPCHT Country Representative in Switzerland, announced that the organization will be submitting formal complaints to the United Nations Special Rapporteur on the Rights of Indigenous Peoples and the UN Department of Peacekeeping Operations (DPKO). “We are calling for the immediate and unconditional release of all those detained and urging the UN not to consider deployment of Lt. Col. Md. Masud Rana and Major Md. Manjur Morshed in any peacekeeping mission,” he said.

The GAIPCHT reiterated that the rights of the indigenous peoples of the Chittagong Hill Tracts continue to be violated with impunity and called upon the international community to hold the Bangladesh Army accountable for repeated abuses.

ZPM Takes Over After BJP Loses Majority in Chakma Council

Kamalanagar, Mizoram – June 16, 2025:
The BJP-led executive committee in the Chakma Autonomous District Council (CADC) has been removed from power after a no-confidence motion was passed against it.

The motion was brought by Doymoy Daveng Chakma, a member of the Zoram People’s Movement (ZPM). Out of 17 members present, 15 voted in favour, 1 voted against, and 1 abstained.

Molin Kumar Chakma, who was the Chief Executive Member (CEM) since February 2024, lost his position as the BJP no longer had the majority.

Now, the ZPM is expected to form the new government. Lakkhan Chakma, the current Council Chairman, is likely to become the new CEM.

The CADC has seen frequent political changes since the 2023 elections.

The Chakmas and Hajongs: Indians by birth, Denied by Politics

India is a country built on unity, diversity, and the promise of equal rights for all. But sometimes, we forget that this promise hasn’t reached everyone — even after decades.

One such case is that of the Chakma and Hajong communities in Arunachal Pradesh.

⏳ Over 60 Years in India

In 1964, the Indian government resettled Chakmas and Hajongs from East Pakistan (now Bangladesh) to Arunachal Pradesh after they faced persecution and displacement. They were welcomed with the hope of a better future — as part of India.

But even today, many of them live without full citizenship rights. They are still not allowed to own land, apply for government jobs, or enjoy the same benefits as other Indian citizens — despite having lived in India for generations.

⚖️ Supreme Court Ordered Citizenship

In 2015, the Supreme Court of India ruled in their favour, ordering the government to regularise their citizenship.

But soon after, some local groups in Arunachal Pradesh objected. Their concern? That granting rights to Chakmas and Hajongs would affect the state’s "tribal demography."

Shockingly, even central leaders changed their position under pressure. Promises were reversed, and the court’s decision was ignored.

🇮🇳 One India, One Citizenship

This raises a serious question: Do we have different levels of citizenship in different states?
If someone has been born and raised in India, studied, worked, and contributed to society — why should their rights depend on their background?

The Chakmas and Hajongs have always stood with India. Many supported the Indian freedom movement. They have lived peacefully and never demanded anything beyond justice and dignity.

📜 Misuse of Law and Fear of Politics

Ironically, laws like the Bengal Eastern Frontier Regulation Act of 1873, once meant to protect tribal communities (including Chakmas), are now being used to exclude them.

And this issue is no longer about community alone. It’s about the larger principle — that citizenship cannot be denied based on vote-bank politics or local pressure.

🔊 It’s Time to Do What’s Right

The Chakmas and Hajongs are not outsiders.
They are fellow Indians, and it’s time they are treated as such.

✅ We must uphold the Constitution.
✅ We must respect the Supreme Court’s decision.
✅ We must ensure no community is left behind.

If India truly believes in justice, equality, and unity — we must stand with the Chakmas and Hajongs.

Urgent Appeal to Protect Chakma and Hajong Communities in Arunachal Pradesh

New Delhi, 13 June 2025

Leaders of the Chakma and Hajong communities have written to Union Home Minister Amit Shah asking for urgent help and protection. They are deeply worried that a recent order from the Ministry of Home Affairs (MHA), which asks states to identify and deport illegal immigrants from Bangladesh and Myanmar, is being wrongly used in Arunachal Pradesh to target the Chakma and Hajong people.

These communities were brought and settled in Arunachal Pradesh by the Government of India between 1964 and 1969 after facing religious persecution in East Pakistan (now Bangladesh). They were legally resettled and have been living in the state for over 60 years. Most of them were born and raised in Arunachal Pradesh and know no other home.

Despite this, they are still being called "outsiders" and "illegal immigrants." This has caused fear and pain among the people, especially since many of them are still waiting for their citizenship applications to be approved—more than 4,600 cases are pending.

The community leaders urged the government to:

* Stop the misuse of the MHA circular against Chakmas and Hajongs.

* Ensure peace and protect them from hate and violence.

* Approve the long-pending citizenship applications.

* Follow the 1996 Supreme Court judgement that said Chakmas and Hajongs must not be harassed or evicted.

They reminded the government that over 95% of the 65,000 Chakma and Hajong people in Arunachal Pradesh are Indian citizens by birth, and should not be treated unfairly.

This is not just about rules or documents. It is about dignity, justice, and the right to live without fear in one’s own country.
