What KPC Thinks and Suggests About Shri Vivek Tankha’s Private Member’s Bill
— Kundan Kashmiri, Sevak & President (KPC)
The Kashmiri Pandit Conference (KPC) welcomes the introduction of the Private Member’s Bill by Hon’ble MP Shri Vivek Tankha Ji, which seeks to acknowledge and address the immense pain, forced displacement, and prolonged suffering endured by the exiled Kashmiri Pandit (KP) community over the last three and a half decades.
This Bill is a step forward, but not a final solution in its current form. It is our duty as a community to approach this initiative with strategic maturity, not emotional reaction. We must not allow this long-overdue legislative effort to be derailed, either by external political pressures or by internal divisions and personal egos.
Instead, we must engage constructively and collectively, urging for the Bill’s passage in toto, along with critical amendments and ironclad safeguards to reflect the ground realities and core aspirations of our community.
KPC’s Key Recommendations & Additions to the Bill:
The Bill must be passed in toto, with essential amendments and constitutional safeguards.
Consolidated resettlement of the displaced KP community at one place secure location in the Kashmir Valley, ensuring honour, safety, dignity, and non-fragmentation of our future existence.
Formal recognition of the genocide committed against our community, including legal redressal, and dedicated commemorative measures.
Comprehensive compensation for properties lost, homes, land, shops, institutions based on current market value.
Grant of "Indigenous Status" to the Kashmiri Pandit community, affirming our ancient, rightful, and permanent identity in Kashmir.
Employment opportunities in central government departments, public sector undertakings, and autonomous bodies under a separate employment package.
Constitutional guarantees ensuring non-repetition of past injustices, with full-proof security, legal protection, and administrative mechanisms.
Legal and physical protection of religious, cultural, and heritage sites, which have faced systematic destruction and encroachment.
Representation of displaced KPs in legislative bodies, autonomous institutions, and decision-making forums concerning J&K and national policy matters.
Establishment of an independent commission to monitor and implement the resettlement and rehabilitation roadmap with time-bound results.
We must remain vigilant that this initiative does not get reduced to a symbolic gesture, offering a few jobs or temporary relief, while burying our foundational demands in bureaucratic files.
At this historic juncture, the unity of thought, vision, and action must become our greatest strength. We appeal to all Kashmiri Pandit organizations, intellectuals, and civil society members to rise above suspicion, personal politics, and fragmentation. Let us speak in one voice, act with collective wisdom, and advance with strategic intent.
Let no political party, ruling or opposition falsely claim that the KP community has rejected or opposed this Bill. That narrative would serve only to dilute or destroy what little attention our cause has finally received.
This is not just about legislation, it is about truth, justice, return, and rightful restitution. Let us act now, so that tomorrow our future generations can return to their sacred Kashyap Bhoomi, secred Home land with identity, dignity, and constitutional protection.
With commitment and resolve,
[Kundan Kashmiri]
