DC Bandipora Approves 82 Cases Under Mission YUVA

BANDIPORA: The Deputy Commissioner (DC) Bandipora, Indu Kanwal Chib, today chaired a meeting of the District Level Implementation Committee (DLIC) at the Mini Secretariat, Bandipora, to review and approve cases under Mission YUVA.

During the meeting, 106 cases were presented, of which 82 were approved after detailed scrutiny. The remaining cases were referred back to the concerned departments for feasibility verification before resubmission.

The DC directed that DLIC meetings will be held every Monday to ensure regular monitoring and timely disposal of cases. She also reviewed the overall progress of Mission YUVA in the district, including cases forwarded to banks, sanctioned, disbursed, and rejected, to assess implementation status.

Indu Kanwal Chib emphasized the need for in-depth analysis to identify areas with fewer or no applications and those with maximum participation. She instructed the Cluster Head of J&K Bank to submit branch-wise data and directed the Employment Officer to furnish village-wise details to ensure balanced coverage across all blocks and branches.

The Nodal Officer of JKEDI was asked to explore sectors and sub-sectors with higher participation for targeted interventions to achieve saturation at the block and branch levels.

The DC stressed detailed verification of every case to ensure transparency and accountability. She said Mission YUVA should not be confined to trading activities and urged officers to guide youth toward diverse entrepreneurial avenues.

The Pollution Control Officer was tasked with monitoring cases prone to environmental violations to ensure compliance with statutory norms. Reiterating the directions of the Chief Secretary, the DC emphasized engaging rehabilitated youth and terror victims under Mission YUVA to provide sustainable livelihood opportunities.

The meeting was attended by the General Manager DIC Bandipora, District Social Welfare Officer, District Nodal Officer JKEDI, Lead Bank Manager, Cluster Head J&K Bank Bandipora, District Officer PCB, and other concerned officers.

Ruhullah Questions Sub-Committee on Reservation Report, Says Real Stakeholders Ignored, Mian Altaf Not Consulted

SRINAGAR: National Conference Member of Parliament Aga Syed Ruhullah Mehdi has accused the government’s sub-committee on the rationalization of reservations of ignoring real stakeholders and functioning in secrecy. He claimed that neither senior leaders nor affected groups were consulted before the committee reportedly finalized its findings.

The rationalization of reservations refers to the review of existing reservation categories in Jammu and Kashmir, following the region’s administrative and constitutional changes. The process aims to examine the distribution and percentage of reserved seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other eligible groups to ensure equitable representation.

Ruhullah alleged that the exercise lacked transparency. “The sub-committee never spoke to the real stakeholders. I have no idea what the report contains or who was approached during its preparation,” he said. “Even senior leader Mian Altaf, who is a direct stakeholder, was not taken on board. I spoke to him personally, and he said he was never consulted,” he added.

The parliamentarian said that the committee failed to submit its report within the mandated six-month timeframe. “After six months, there was still no report. But when I began asking questions, it was suddenly said the report was ready. Nobody knows what is in it or who was consulted,” Ruhullah remarked.

He also took exception to being labeled as anti-party for raising questions. “When I speak, they say I am going against the party. That is bizarre. Seeking accountability within the organization should not be treated as dissent,” he asserted.

Ruhullah further claimed that Chief Minister Omar Abdullah was initially not in favor of giving the mandate to Aga Mahmood for the Budgam bye-election, believing him to be a weak candidate. “I was among the first to support his candidature,” Ruhullah said.
