CBI registers case against Subhash Chandra over alleged Rs 1,322 crore LIC Housing loan fraud

The Central Bureau of Investigation (CBI) has registered a case against Essel Group chairman Subhash Chandra and others over alleged fraud involving more than Rs 1,322 crore in loans extended by LIC Housing Finance Ltd, according to an FIR registered on August 31.

The case follows a complaint by LIC Housing Finance alleging that Chandra, along with borrower companies and their directors, used false and inflated net-worth documents to secure loans from the home financier. The CBI has registered the case for criminal conspiracy, cheating and criminal breach of trust, among other offences.

LIC Housing Finance extended a Rs 500 crore loan to Vasant Sagar Properties Pvt Ltd and Pan India Infraprojects Pvt Ltd in March 2018 for business expansion. The loan was secured by a personal guarantee from Chandra.

In August 2018, the lender extended another Rs 480 crore to Digital Subscriber Management and Consultancy Services Pvt. Ltd and Spirit Infrapower and Multiventures Pvt. Ltd under a rental discounting facility. This loan was also secured by Chandra’s personal guarantee.

According to the complaint, the first loan was sanctioned partly on the basis of a net-worth certificate submitted by Chandra that put his net worth at $6.2 billion (Rs 59,113 crore) as of March 31, 2017. The second loan was sanctioned partly on the basis of another certificate stating his net worth at Rs 40,562 crore.

Both loan facilities subsequently went into default. The outstanding amount stood at Rs 570.50 crore for the Vasant Sagar facility and Rs 507.25 crore for the Digital loan, according to LIC Housing Finance’s complaint.

The National Highways Authority of India has received 17 bids for the construction of the 160-kilometre coastal highway between Rameshwar and Paradeep in Odisha, signalling strong private-sector interest in one of the state's most significant greenfield infrastructure projects.

The Ministry of Road Transport and Highways said yesterday (1 September) that the overwhelming response reflects robust competition and keen interest from the participants

The project, valued at Rs 8,300 crore, has been divided into two packages under the Hybrid Annuity Mode.

The 79.4-kilometre four-lane access-controlled Rameshwar to Konark Package-I attracted 10 bids, while the 80.7-kilometre two-lane Konark to Paradeep Package-II received seven bids.

Bids were opened on 28th August, with technical evaluation currently underway, though bidder names have not been officially disclosed.
