Over 500 Key Revenue Posts Lie Vacant in J&K, Patwari Shortage a Concern.In reply to an un-starred Assembly Question tabled by MLA Gulmarg Farooq Ahmad Shah , seeking details on vacancies for Tehsildars, Naib Tehsildars, Girdawars, and Patwaris.
Jammu, Oct 28 : The Jammu and Kashmir Govt Tuesday revealed a significant shortage of nearly 500 officials in critical land and revenue administration posts, a situation that could impact public service delivery at the grassroots level.
The data was disclosed in a reply to an un-starred Assembly Question tabled by MLA Gulmarg Farooq Ahmad Shah, seeking details on vacancies for Tehsildars, Naib Tehsildars, Girdawars, and Patwaris.
According to the reply, the specific vacancies include, Patwari: 203 posts vacant
· Girdawar: 163 posts vacant
· Naib Tehsildar: 113 posts vacant
· Tehsildar: 21 posts vacant
This brings the total number of vacant posts for these four critical field positions to 500. The government also stated that the total number of vacant posts across the entire Revenue Department is 1,560.
Patwaris are the frontline revenue officials responsible for maintaining land records, a role that directly affects property ownership, taxation, and rural administration. The high number of vacancies in this position can lead to delays in essential services like issuing land ownership certificates (Fards) and updating revenue records.
In its response, the department outlined a two-pronged strategy to fill the gaps. For direct recruitment, vacancies are being referred to the Jammu & Kashmir Services Selection Board (JK SSB) and the Public Service Commission (PSC). The government highlighted that as a result of this process, 142 vacant posts of Patwari have already been filled based on the recommendations of the JK SSB.
For posts to be filled through promotion, the department assured MLA that Departmental Promotion Committees (DPCs) are being held regularly at the UT, Divisional, and District levels to promote eligible officials and clear the backlog.
The announcement indicates the administration's focus on strengthening the revenue machinery, though the remaining vacancies, particularly for Patwaris, continue to be a point of concern for efficient governance.
