WEST ZONE TASK FORCE BUSTS FAKE CERTIFICATE RACKET, APPREHENDED 06 PERSONS AND SEIZED 114 FAKE EDUCATIONAL CERTIFICATES
The sleuths of the Commissioner’s Task Force, West Zone Team, in coordination with Film Nagar Police, apprehended 06 individuals involved in providing of fake educational certificates of different universities. The accused were supplying these fraudulent Educational documents to Drop out and Job seeker candidates in exchange for money, thereby engaging in illegal activities. Authorities have seized the fake certificates from their possession. In this regard a case was registered in Cr.No:124/ 2025 u/s 318 (4), 336(3), 340(2), 341(2), 61(2) r/w 3(5) BSN of Film Nagar Police Station and one of the accused is already arrested.

2. Raziullah Khan @ Shoaib Khan @ Bose S/o Samiullah Khan, Age: 35 Yrs, Occ: Pvt Job, R/o: Deluxe Colony, Towlichowki, Hyderbad.
3. Syed Khaleeluddin S/o Syed Habeebuddin, Age: 36 Yrs, Occ: Owner of Liberty Overseas Consultancy Services, R/o: Ali Nagar, Aliyabad, Hyderabad.
4. Saqlain Ahmed S/o Nayeem Ahmed, Age:25 Yrs, Occ: Pvt Job, R/o: Gazi Banda, Aliyabad, Hyderabad.
5. Syed Moinuddin S/o Syed Taquiuddin, Age:31 Yrs, Occ: Merchandiser, R/o: Jahnuma, Falkunama, Hyderabad.

BRIEF ABOUT CASE:
The main accused, Mohammed Habeeb, is the proprietor of a consultancy firm named "FLY ABROAD CONSULTANCY” established in the Year 2016 at Malakpet. He has a history of involvement in similar fraudulent activities and has been arrested several times for offences related to fake certificates. Mohammed Habeeb procured forged educational documents through agents Sunil Kapoor and Rahul Tiwari, who were natives of Uttar Pradesh. In 2022, Habeeb was arrested by the Chaderghat Police Station in connection with the same case, and Sunil Kapoor was also arrested in the year 2023. Following Kapoor's arrest, his associate, Rahul Tiwari, stepped in and re-established contact with Habeeb. With renewed support, Habeeb resumed the production and circulation of fake educational certificates. These counterfeit certificates were sent to Hyderabad by post, bearing the names of various universities like Andhra University, Telangana University, Anna University and other from several states. Habeeb began providing these forged fake educational certificates, operating through information received from his consultancy services and network of agents across different states. He targeted students and job seekers, offering fraudulent certificates in exchange for large sums of money. Habeeb would charge between 1 Lakh to 1.5 Lakh rupees for providing fake educational certificates, such as degree or engineering certificates, depending on the candidate's requirements. Additionally, the agents and sub-agents would charge more based on the urgency and specific needs of the candidates. His network was highly organized, with each agent responsible for a specific region, further extending the reach of the scam. As the demand for fake certificates grew, Habeeb expanded his operations, exploiting the desperation of individuals seeking better job prospects and academic opportunities.

BRIEF ABOUT THE AGENTS:
It has come to light that Raziullah Khan, also known as Shoaib Khan or Bose, a resident of Towlichowki, Hyderabad, is one of the prime agents of Mohammed Habeeb. Khan has been exploiting job seekers, drop-out students, and individuals aspiring to study abroad by deceiving them into purchasing fake educational certificates. He falsely promises that these counterfeit certificates will be reflected on official online platforms, leading victims to believe in their authenticity. In exchange for money, Khan provides these fake certificates to his clients. Additionally, Khan operates through a network of sub-agents who assist in luring more unsuspecting individuals into the scam, further propagating the illegal distribution of counterfeit educational certificates.
In 2019, Mohammed Habeeb opened a new branch of "FLY ABROAD" consultancy in the Anantapur District of Andhra Pradesh. It was here that he made contact with individuals like Narender, Shankar Reddy, Sudheer, and Madhu, who introduced themselves and became part of the operation. Together, they began providing fake educational certificates to needy candidates, further perpetuating the fraudulent activities of the consultancy in the districts of Ananthapur, Guntur and other districts.
These agents of different regions including Hyderabad lured candidates primarily students and job seekers by promising them educational certificates from reputed universities without attending courses or exams. The certificates were then sold for large sums of money, enabling the accused to earn illegal profits by exploiting desperate individuals in need of educational qualifications for jobs, promotions, or overseas opportunities and Marriage proposals.
During the raid, authorities seized multiple fake educational certificates along with other incriminating evidence and electronic Gadgets. The investigation is currently underway to identify more individuals linked to the racket and to trace the origin and production sites of the forged documents.
