Budgets are allocated for cleaning drains every year, yet during the floods, these same drains are found overflowing with garbage. The unfortunate truth is that across the country, drainage channels have been illegally encroached upon. The institutions meant to protect the public often seem to "wash away" with the rain, suggesting a complete breakdown of the system due to utter negligence.
