Modi Revives India-Israel Ties as Terrorism Threat Grows

Indian Prime Minister Narendra Modi is openly boosting ties with Israel, strengthening a relationship that has largely grown outside of the public spotlight over the past two decades.

India last month decided to buy Israeli anti-tank guided missiles and launchers, shunning a rival U.S. offer, and is reviving joint development of a long-range missile. The moves came soon after Modi held talks with Prime Minister Benjamin Netanyahu, the first meeting between Indian and Israeli leaders in a decade.

Modi’s public overtures to Israel since his Hindu-dominated Bharatiya Janata Party won a landslide election in May are bolstering a defense relationship as both countries face threats from Islamic terrorists. The previous Congress-led government kept ties with Israel quiet, partly over concerns it’d antagonize Muslim voters the party relied on for support.

“The relationship is coming out of the closet,” said Sadanand Dhume, resident fellow at the American Enterprise Institute in Washington. “This is unquestionably the most pro-Israel government in India’s history. It’s one of the many signals of a more assertive India and one that takes terrorism very seriously.”

India, the world’s largest weapons buyer, has bought 41 billion rupees ($662 million) of Israeli arms since Modi took power six months ago. That’s more than the total value of Israel’s defense exports to India in the prior three years.

# $150 Billion

In September, India made an 8.8-billion-rupee purchase of 262 Barak-I air defense missiles for warships, a deal that had been delayed for six years. A month later, it approved a 32-billion-rupee deal to buy 8,356 Spike anti-tank guided missiles and 321 launchers built by Rafael Advanced Defense Systems Ltd. They beat out a U.S. offer to supply Javelin missiles manufactured by Lockheed Martin Corp (LMT) and Raytheon Co.

Modi’s government is also reviving a five-year-old effort to jointly develop a long-range surface-to-air missile called the Barak-II NG. It was successfully tested in Israel, according to an Indian Defense Ministry statement on Nov. 10.

All this may just be the start. India plans to spend $150 billion to modernize its military by 2027, and Israel may be well positioned to gain. For starters, the military needs about 16,000 more anti-tank missiles, according to the Indian army.

While the U.S., Russia and European nations are likely to remain India’s top suppliers of ships or aircraft, Israel’s missile systems, surveillance, and ordnance systems are designed for the kind of threats posed by hostile neighbors and terrorists, according to Jon Grevatt, Asia-Pacific defense industry analyst for IHS Jane’s.

# Terrorism Threat

“Israeli capabilities -- this is important -- fit in with the military requirements of the Indian armed forces,” Grevatt said. “The threats they face are similar.”

Modi called for an international strategy to defeat terrorism while addressing Australia’s parliament this week, several months after accusing neighboring Pakistan of resorting to terrorism because it can’t win a conventional war. The countries have fought two of their three wars since 1947 over the disputed Muslim-majority region of Kashmir, which is divided between them and claimed in full by both.

The planned U.S. exit from Afghanistan makes it more likely that Pakistan-based fighters who had targeted American troops will turn their weapons on India. In September, al-Qaeda leader Ayman al-Zawahiri said the terrorist organization plans to conduct operations in India headed by two Pakistani militants.

# Israel Visits

Modi visited Israel in 2006 as chief minister of Gujarat, when he was ostracized by the U.S. and European countries over his response to 2002 riots in his state that killed about 1,000 people, mostly Muslims. Modi has repeatedly denied wrongdoing.

Other members of Modi’s BJP are also close with Israel. Home Minister Rajnath Singh’s first trip abroad was to Tel Aviv this month to discuss defense and security ties. Sushma Swaraj, Modi’s foreign minister, previously headed the equivalent of the Israel caucus in India’s parliament.

Modi is aiming to build up the local manufacturing base with a “Make in India” campaign, which includes modernizing the nation’s armed forces. Netanyahu told Singh this month that Israeli manufacturers, including the defense industry, could produce in India to reduce costs.

The selection of the Israeli Spike anti-tank missile over the U.S. Javelin “will not negatively impact our relationship with India or other possible military sales” to the country, the Pentagon’s top weapons buyer, Frank Kendall, said in an e-mail.

# Normalization

The Spike “had been the original frontrunner” for India’s requirements and the decision “had been put on hold pending their review of our Javelin proposal. The Spike has already met their technical and field trial requirements, Javelin had not,” Kendall said.

The U.S. Javelin proposal “is still on the table” to meet India’s remaining requirements, he said.

Israel was the fourth-largest supplier of defense equipment to India in the three years to March, behind the U.S., Russia and France, according to figures submitted to parliament in August.

Until 1992, when relations between India and Israel were normalized, citizens couldn’t travel between the countries. India’s pro-Palestine stance started to shift in 1999, when Israel provided crucial weapons at short notice to India that allowed it to defeat Pakistan during a conflict in Kashmir.

Ariel Sharon was the only Israeli prime minister to visit India in 2003, the last time a BJP-led government held power. Since then, Palestinian leader Mahmoud Abbas has visited India four times, including two state visits, according to India’s foreign ministry.

# 'Integral Part’

While India’s foreign ministry says its friendship with Palestine is “an integral part of our time-tested foreign policy,” signs of a shift toward Israel were seen shortly after Modi’s BJP became the first party in 30 years to win a majority in India’s parliament. Swaraj, the foreign minister, in July rejected a request by opposition lawmakers for a resolution condemning Israel’s attacks on Gaza.

Israel’s relationship with India “is very important to us, and we are placing a major investment in nurturing and growing that relationship,” said Paul Hirschson, a spokesman for the Israeli foreign ministry in Jerusalem. “We’ve had an incredibly positive engagement” with the Modi administration, he said.

“Modi has a mandate,” said Harsh V. Pant, a scholar of international relations at King’s College London. “He can confidently take this relationship forward rather than be bogged down by the ideological affiliations of the past.”

'Hyderabadi Biryani', 'Haleem' and 'Pathar Ka Gosht' (meat cooked on stone) are among the popular Deccani cuisines to be served to guests at the wedding of superstar Salman Khan's sister Arpita on Sunday.

Luxury heritage hotel Taj Falaknuma, located in old city, has been booked by Salman for two days and is all set to wear a special look for the gala ceremony for which invitees list includes some top Bollywood and Tollywood personalities. "The entire hotel has been booked for November 18 and 19 with a view to keep gatecrashers at bay," a source said.

The Khan family is keen to have some of the Hyderabadi delicacies to be included in the menu, and preparations for the star-studded affair are already in full swing. "Brunches, lunches and dinners throughout the event will have all the dishes, including some oriental. But for the main dinner (on November 18), it is going to be Hyderabadi cuisine like Biryani and Pathar Ka Gosht," a source said.

Perched atop a hill, Falaknuma (mirror of the sky in Urdu) has 60 beautifully refurbished and restored rooms. The palace of the seventh Nizam, Mehboob Ali Khan, (Nizams are rulers of erstwhile Hyderabad State) was restored into a luxury hotel in 2010 and is run by Taj Group of Hotels. "The Khans have specifically asked to add 'Kachche Gosht Ki Biryani' (raw meat Biryani) and Haleem because they had it in the hotel earlier," the source said.

As for the security and privacy of the VIPs going to attend the marriage of Salman's youngest sister, who will tie the knot with long-time beau Aayush Sharma, only the invitees would be allowed into the hotel, known for its opulence. When contacted, South Zone Deputy Commissioner of Police V Satyanarayana said they have received a request from the hotel management to assist them in security arrangements.

Around 200 guests are expected to attend the marriage, and police will ensure that there is no inconvenience caused to them, he said.

Chinese troops training Pak Army near India-Pakistan border, BSF tells NSA Ajit Doval

NEW DELHI: Chinese troops have been spotted imparting arms training to Pakistan Army on Pakistani forward locations on the border opposite the Rajouri sector in Jammu & Kashmir, the Border Security Force (BSF) has told the National Security Advisor (NSA) Ajit Doval in a secret report. BSF has also warned that Pakistan Army is taking charge of key Pakistani border posts from the Pakistani Rangers, beefing up manpower and posting snipers to target Indian troops.

This comes as a major concern for India after the heightened tension on the border that led to repeated firing from both sides in October. The BSF has informed the NSA that in one such firing incident on October 6, five Pakistani soldiers were killed after strong retaliatory firing from the Indian side. The input of Chinese presence on Pakistani Forward locations, albeit only for Weapon handling Training, is bound to raise tensions between India and China as well, a Intelligence official said.

The BSF report, sent to the NSA, Intelligence Bureau Chief and the Home Secretary, says it has been learnt that Chinese troops have been seen in some of the Pakistani Forward locations of the 3rd and 4th Pakistan-Occupied-Kashmir Brigades opposite India's Rajouri sector and they are imparting weapon handling training to Pakistani troops.

BSF has said that the situation on the International Border in Jammu remains tense but Pakistani civilians who had shifted from the border areas due to cross-border firing have returned to their villages. In the second week of October, units of Pakistani Army have also moved to Pakistani forward locations opposite the Rajouri Sector to beef up manpower strength of troops on the border, the BSF has said.

The BSF has also warned that intercepted conversations across the border reveal that Pakistani Rangers and Pakistani Army will be deploying commandoes and snipers on some of their border posts on both the International Border and the Line of Control to carry out targeted attacks on forces on the Indian side.

The Centre has been warned that there is a large presence of terrorists on forward locations in the Sialkot area waiting to infiltrate into India ahead of the assembly elections in the state. BSF has warned that terrorists of Lashkar-e-Toiba, Jaish-e-Mohammad and Hizbul Mujahedeen have stepped up their activities in South Kashmir in districts of Anantnag, Shopian and Pulawama and there could be attacks on security forces convoys and political party workers in the upcoming J&K elections in these areas. It has been mentioned that the situation in J&K hence remains sensitive but under control of security forces.

The BSF report has also cited a input sent out by the Headquarter Pakistani Rangers to all its Wings saying that the Tahreek--E-Taliban (TTP) commander Mohammad Abdul Wali has put together 22 terrorist teams of 6 men each to target security forces and locals in Pakistan The TTP has claimed responsibility for the recent attack on the Wagah border in which over 60 Pakistanis were killed and on Thursday had also released a photograph of the su***de bomber.

PM Narendra Modi mania hits Indian diaspora in Australia

SYDNEY: After wowing and wooing millions all over the world, Prime Minister Narendra Modi is all set to cast his oratory magic on the country's expatriates living in Australia.

With few hours to go before the mega reception being hosted in Allphones Arena at Olympic Park here in Sydney, the nation's expatriate community seems to be truly in the grip of a Modi mania.

Around 20,000 members of the Indian disapora would be in the live audience of the community reception being being organised in honour of the prime minister Monday evening. The organisers are also setting up big screens outside the iconic sporting venue which would enable about 5,000 additional Indo-Australians to watch Modi's speech.

"I am so excited over attending Modiji's function that I did not sleep last night," says owner of a cab company Narinder Sharma while speaking to IANS in Sydney.

The excitement over the Sydney function is not restricted to the Australia's largest city only. A chartered train dubbed Modi Express departed Melbourne last night for Sydney with 500 'Modi bhagats'. A large number of enthusiasts have missed the train literally as the number of the seats was restricted.

"I am really disappointed as I could not get a seat on the train for Sydney reception of the Indian PM," says Ranjan Singh Rana while speaking to IANS from Melbourne. "I wish more ticketwere given to the Melbournians," he adds.

The number of those flying to attend the Sydney reception from Melbourne and other distant Australian cities would easily run into three figures.

Sydney may be organising the biggest overseas reception for Modi but it would not be the first down under as the PM has already been received by a euphoric expat gathering when he unveiled Mahatma Gandhi's statue in Brisbane yesterday.

But it is the Sydney event which is attracting even the Australian mainstream media's attention because of the sheer size of the audience. No overseas politician has ever received such a rockstar like reception down under in the living memory.

The organisers, the Indian Australian Community Foundation (IACF), are confident that they would host a reception which would be bigger than the one organised at New York's Maddison Square.

While the excitement over the Allphones event is definitely palpable, a section of the diaspora is not happy over the way Modi reception is being organised. This list of dissenters includes some members of the Indo-Australian Sikh community.

"We have been really disappointed by the organisers as they did not send us an invitation to register for reception for Mr Narendra Modi," says an audibly anguished secretary of Sikh Council of Australia Bawa Singh Jagdev while speaking to IANS.

"Even though the invitation was extended to us when we questioned the organisers, we have decided not to attend the event as an organisation. Some members of our community would be attending the event to honour the guest of Australia but they would do so in their individual capacity," Jagdev says

Sikh Council of Australia has however disassociated itself from any public protest against the Indian PM.

"Nothing is achieved by such protests," says Jagdev while asserting that his organisation would give a petition to Modi through Indian diplomatic mission.

His sentiment is shared by a Melburnian car dealer Narinder Singh when he says: "Instead of staging protests against Narendra Modi, we should seek solution by sitting across the table."

There are number of other so-called community leaders who have expressed dissatisfaction against the organisers in the media but, as pointed out by some senior diaspora figures, their protest is because they were not invited to event.

J&K: Seven Army men, including two officers convicted in 2010 Machil fake encounter case

Srinagar: The Army has convicted seven of its men including two officers for killing three youngsters in a fake encounter in Jammu and Kashmir's Machil in 2010
All convicts have been awarded life imprisonment and their service benefits have been suspended.

The soldiers have been found guilty of killing civilians and hatching a conspiracy. In 2010, three youngsters Shezad Ahmad, Riyaz Ahmad and Mohammad Shafi from North Kashmir were lured to Kupwara with the promise of job and money and were killed in a staged encounter by troops near the Line of Control.

The trio was dubbed as Pakistani terrorists who attempted to infiltrate in the country.

A court of enquiry had been ordered and court martial proceedings had begun in January 2014. Seven soldiers, two civilians and one member of territorial Army had been found guilty in the proceedings.
A colonel rank officer and a captain have been found guilty in the fake encounter.

All those convicted belong to the Army's 4 Rajput Regiment. They are Colonel DK Pathania, Captain Upendra Singh, Subedar Satbir Singh, Havildar Bir Singh, Sepoy Chadraban, Sepoy Nagendra Singh and Sepoy Narinder Singh. Abbas Hussain Shah of Territorial Army was let off.

The order comes as a relief for the families of victims who had demanded action against the Army officers. The case had triggered massive protests against the Army in the valley.

Votebank myth dead, says Asaduddin Owaisi

Hyderabad: MIM president Asaduddin Owaisi on Tuesday said the 2014 elections has broken the myth of the so-called Muslim votebank. He said that it was the figment of imagination. There was never a Muslim votebank; it was always a majority vote. Political parties exploited the voters in the name of it.

He was participating in a meet the press programme organised by the Telangana Working Journalists Union here on the topic “Political development after general election: AIMIM view”.

He said that Muslims in India never called prominent Muslim personalities either in the past or in the present. They always looked towards Pandit Nehru’s family, Vallabhbhai Patel, Lalu, Mulyam, NTR and Chandrababu Naidu.

Claiming that he was not responsible for the mandate for the NDA at the Centre and decrease of Muslim representation in politics, the MP said “despite massive mandate there is no single Muslim MP from BJP in present Parliament.”

We can see a ray of hope for development of the country only when political representation of Muslims increases in all levels.”

Reacting to the certain articles by prominent journalists after Maharashtra polls and Shiva Sena Chief Uddhav Thackeray’s comments, Owaisi said “no one has right to call me as anti national , I am proud to be an Indian and there is no need for me to prove my patriotism whenever they question.

We always have faith in our Constitution and our party carrying the political fight within its parameters.”

Suggesting to Uddhav to settle scores with BJP first, the Hyderabad MP said that MI M will play a constructive in Maharashtra Assembly and it is the responsibility of the Chief Minister Fadnavis to ensure that there will not be any communal riots in the state.

The MIM chief said that their party will contest in Uttar Pradesh and West Bengal Assembly elections and it is yet to decide with regard Jharkhand elections.

Criticizing a news article of Prasar Bharati CEO Surya Prakash, on Sachar Committee report, Owaisi termed that his appointment was against to the terms of Prasar Bharati.

He sad as per terms of the Prasar Bharati the CEO has to protect the rights of Minorities and Tribal communities and promote national integration.

India Will be Ready to Launch Manned Space Mission in a Few Years

NEW DELHI: A manned Indian mission to space could take place a few years, given the progress that the Indian Space Research Organisation has made in its design and development efforts, ISRO Chairman Dr K Radhakrishnan, has told NDTV.

Key to launching a manned mission would be testing a three person crew capsule - the prototype of which is set to be tested within days, once the indigenous GSLV Mk-III rocket blasts off from Sriharikota in Andhra Pradesh.

Dr Radhakrishnan added that ISRO has held discussions on what to call an Indian astronaut but a final decision would be left to the Indian public to decide.

Appearing on a special show, along with all senior members of the entire Mangalyaan (Mars Mission) team, Dr Radhakrishnan said that ISRO had locked in a design of an Indian-made Martian lander and would soon be in a position to build a prototype.

He added that Mangalyaan, the spacecraft which entered the orbit Mars orbit in September, was healthy and is now likely to remain operational for years, well beyond the six to ten months that had once been envisioned. ISRO scientists are looking at data received from the orbiter's sensors and say exciting new discoveries could be announced within two to three months.

This is the first time that the entire ISRO Mangalyaan team has appeared together on any television network.

India, ASEAN can be ‘great partners’: Modi

A new era of economic development, industrialisation and trade has begun in India, he said at the India—ASEAN summit at Nay Pyi Taw in Myanmar.

Asserting that there are “no irritants” in the India-ASEAN relationship, Prime Minister Narendra Modi on Wednesday told ASEAN leaders that a new era of economic development, industrialisation and trade has begun in India and they can be “great partners” for each other.

As India seeks to deepen its engagement with the 10-nation bloc of small and medium economies, Modi said both India and the Association of Southeast Asian Nations (ASEAN) are keen to enhance their cooperation in advancing balance, peace and stability in the region.

“The ASEAN community is India’s neighbour. We have ancient relations of trade, religion, culture, art and traditions. We have enriched each other through our interaction. This constitutes a strong foundation of a modern relationship,” Modi said in his opening statement in Hindi at the 12th India—ASEAN summit in the Myanmarese capital.

“That is why our world view is similar in many respects; our mutual confidence and trust is strong. We have no irritants in our relationship. We see encouraging opportunities and challenges in the world in similar ways,” he said.

Observing that India and the ASEAN have been successful to a considerable extent in pursuing their dreams, Modi said they have laid a foundation for a strong and comprehensive strategic partnership.

“My government has been in office for six months and the intensity and momentum with which we have enhanced our engagement in the East, is a reflection of the priority that we give to this region,” the Prime Minister said at the summit held at the sprawling Myanmar International Convention Centre on the second day of his 10—day three—nation tour of Myanmar, Australia and Fiji.

“A new era of economic development, industrialisation and trade has begun in India. Externally, India’s ‘Look East Policy’ has become ‘Act East Policy’,” he said.

“Rapidly developing India and ASEAN can be great partners for each other. We are both keen to enhance our cooperation in advancing balance, peace and stability in the region,” the Prime Minister said.

Diaspora bets on Modi's visit to strenghten India-Australia ties

Since migrating to Sydney from Mumbai in 2000, Praful Desai has maintained economic as well as family ties with his homeland by investing in real estate in Gujarat, the business-friendly state that grew in prominence under then chief minister Narendra Modi.
With Modi now prime minister, Desai says he has the confidence to invest elsewhere in India.

He is betting on Modi's upcoming visit to Australia to strengthen ties with the near 300,000-strong Indian diaspora in the country, with a friendly tax regime for non-residents and options for dual citizenship on the wish list.

"Expat Indians want to connect more with India," said Desai, who works in advertising and is the vice president of the Council of Indian Australians Inc.

"Modi will probably give us an assurance that the India growth story is intact. That's the kind of thing people want to hear that will drive a lot of money back home."

Modi came to office in May with a mandate to create jobs and kickstart the Indian economy after a long period of sluggish growth. His signature 'Make in India' and 'Clean India' initiatives include targeting expats for investment.

Modi's popularity with non-resident Indians was underscored on a recent visit to the United States, where he received a rockstar reception and sold out Madison Square Garden.

He is expected to draw 16,000 people to his rally in Sydney on Monday, while 270 people have booked on the "Modi Express" train for fans, which will run from Melbourne to Sydney.

Modi is also expected to meet 200 prominent Indian businessmen and entrepreneurs and students in Sydney.

Modi "wants every Indian living in Australia to feel that their leader has come to meet them, he wants to know them and even seek their support for projects back home," an Indian foreign ministry official said.

TRADE, INTELLIGENCE, SECURITY
Modi wants a more comprehensive security and intelligence dialogue with Australia, which is looking at India to buy more minerals in particular.

But progress on trade has been slow, with Australian exports to India falling 22 percent in 2013 to A$12 billion ($10.2 billion). That's a far cry from Australia's A$150 billion two-way trade with China and the A$40 billion goal by 2015 set two years ago by former Prime Minister Julia Gillard.

However, a recently sealed civil nuclear deal to sell uranium to India is seen as a sign of growing trust between the two nations, along with Modi's visit, the first by an Indian leader since 1986.
"Exports have fallen but expectations are that this will bounce back," said Rory Medcalf, senior research fellow on India Strategic Affairs at the University of New South Wales.

"The India-Australia relationship is reaching a new maturity and it's reaching a tipping point where it will become a much more comprehensive and trusting relationship."
After Australia, Modi is due to visit Fiji, which has a large ethnic Indian community.
