Muslim Organization Claimed That Madrasa Teacher Was Conspiracy Killing And Faultily Charge Of Stealing Cow, Demamded Justice

Imphal Nov 5: Different Muslims organization of Manipur today claimed that the madrasa teacher who was killed by a gang on early morning of Monday was an innocent man and said that he was killed after well planned. The organization also demanded to book the culprits involved in the crime. It may be noted that a headmaster of a government primary madrasa was killed by a gang in a Village at Imphal over allegations of calf theft. The victim was identified as one Md Hasmad Ali (55). A press meet called by different Muslim bodies here at Manipur press club strongly condemned the recent killing of madrasa teacher over allegations of calf theft. The Muslim organization namely All Manipur Muslim Student’s Organization (AMMSO), United Manipur Muslim Women Development Organization (UMMWDO) and Manipur Muslim Welfare Organization (MMWO) during the media interaction claimed that Md Hasmad Ali was innocent and honest teacher and he was killed after being accused of calf theft which he could not have committed. Md Hasmad Ali, 55 was killed by a gang near a village in Manipur’s Imphal east district early Monday after he went missing. Md Hasmad Ali body is still laying at JNIMS morgue as his family refused to accept the body until justice is done meanwhile the calf which he allegedly stole is being kept at local Irilbung police station.

The Muslim organization also claimed that a respected madrasa teacher cannot commit such pity crime of stealing a calf and charged that it is a conspiracy killing.

Meanwhile, police have failed to book the culprits involved in the Killing. However, enrage locals of the decease burnt down the house of one suspect identified as one Amu from the same locality. Now he is on the run. He was recently disputed over for land with the deceased.

Government to hold National Workshop to give boost to Skill Development

Textiles Minister to inaugurate workshop on Integrated Skill Development Scheme

The Ministry of Textiles, Government of India is organizing a National Workshop on Integrated Skill Development Scheme (ISDS) at the national capital, on 27th August, 2015. The workshop aims to showcase the successes under ISDS, share experiences and obtain feedback from concerned stakeholders on how the scheme can better contribute to a skilled India.

The workshop will be inaugurated by the Union Minister of State for Textiles (I/C), Santosh Kumar Gangwar. The Textiles Minister will also inaugurate an Exhibition at the venue, namely India Habitat Centre. A brochure and a booklet on ISDS shall also be released by the Minister.

Secretary, Textiles, Dr. Sanjay Kumar Panda will launch the facility of online certificate generation through the centralized Management Information System (MIS) portal of ISDS. This innovative facility provides for easy, fast and seamless generation of certificates, promising to be a boon to both trainees as well as training agencies.

Awards shall be given on the occasion, to best performing implementing agencies and employers under the scheme.

After the inaugural session, a presentation shall be given on the journey of ISDS so far. This shall be followed by sessions on the convergence of ISDS with the ‘Skill India’ initiative; the role of state Governments in catalysing skill initiatives; standardization of courses, assessment and certification, and employment opportunities and challenges under ISDS. The workshop thus aims to identify, disseminate, evolve and institutionalize best practices to improve the effectiveness of the scheme in building the skill capital of India’s textile sector.

Backgrounder on ISDS

Integrated Skilled Development Scheme (ISDS) was introduced by Ministry of Textiles as a pilot in the last two years of the 11th Five Year Plan year 2010 -11, in order to address the manpower requirement of the diverse textile and related segments. The scheme has subsequently been scaled up during the 12th plan with a target of skilling 15 lakhs persons by the end of March 2017.

The Government provides a grant subsidy to the extent of 75% of project cost with a ceiling of Rs.10,000/- per trainee. The scheme is being implemented by leveraging existing institutional strength and training experience through three components:

Institutions / Textile Research Associations under the Ministry of Textiles
Private industry partners in PPP mode
State Government Agencies

As of now a total of 11.3 lakh training targets has been sanctioned under 76 projects to around 58 implementing agencies spread across India. The scheme has experienced significant progress over the last 5 years and around 4.20 lakh candidates have been successfully trained across diverse sectors like Apparel and Garments, Textiles, Handlooms, Handicrafts, Sericulture, technical textiles, Jute etc. During the year 2010, around six projects were sanctioned under the scheme which has increased progressively to 57 in the year 2014 and 76 in the year 2015-16.

Midterm modification of scheme guidelines

In terms of the broad skill policy framework of the Government and ‘Make in India’ initiatives, the scheme has been revamped in FY 2014-15, with a view to simplify procedures and to focus on partnering with industry for scaling up of implementation of training programme with assured employment.

Reach of ISDS

The scheme has a wide reach with training being conducted in almost all Indian States/ UTs. Around 3,250 training centres are present across different Indian states, cities and rural areas including remote locations, backwards regions and left wing extremism affected areas.

Unique Features of ISDS

Various initiatives have been undertaken by the Ministry of Textiles to strengthen the institutional mechanism of the scheme. Steps have been taken to devise strong monitoring norms and to enhance quality of training. In its continuous endeavour towards digitization of skill development initiatives, several technology initiatives have been adopted by the Ministry to keep pace with the dynamic and evolving skilling domain.

Sector Skill Councils (SSCs): Three Sector Skill Councils (SSCs) have become operational as National level apex bodies under the aegis of National Skill Development Corporation, in the apparel, textiles, handloom & handicrafts sectors.

A web based centralized Management Information System (MIS) has been operationalized for monitoring of all aspects of the implementation of approved projects by implementing agencies. The MIS system has proved to be a remarkable achievement in overall implementation and monitoring of the scheme.
MIS is fully integrated with biometric machines and real-time inflow of biometric attendance has been made compulsory. This has helped Ministry to track real-time progress of the scheme with the help of daily biometric attendance.

Placement with a reasonable salary has been made a major yardstick of the scheme. All implementing agencies are required to place 70% trainees in wage employment with minimum wage prescribed for his /her skill category.

The scheme will not only help overcome the shortage of skilled workforce in textile sector, but also become driver of growth in the industry and trigger innovation and scale, which are important for a competitive and sustainable textile Industry in India.

Extension of the term of the 7th Central Pay Commission

The Union Cabinet chaired by the Prime Minister, Narendra Modi, today gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015.

Background:

The 7th Central Pay Commission was constituted by the Central Government on 28.2.2014. According to the Resolution dated 28.2.2014, by which the Commission was constituted, it is to make its recommendations within 18 months of the date of its constitution that is by 27th August, 2015.

In view of its volume of work and intensive stake-holders' consultations, the 7th Central Pay Commission had made a request to the Government for a four month extension up to 31.12.2015.

PSLV successfully launches five UK satellites

In its thirtieth flight, conducted from Satish Dhawan Space Centre (SDSC) SHAR, Sriharikota today night (July 10, 2015), ISRO's Polar Satellite Launch Vehicle PSLV-C28 successfully launched three identical DMC3 commercial Earth Observation Satellites, along with two smaller satellites from United Kingdom, into a polar Sun Synchronous Orbit which was very close to the intended orbit of 647 km height. The five satellites together weighed about 1440 kg at lift-off.

These five satellites were launched as part of the agreement entered into between DMC International Imaging (DMCii), a wholly owned subsidiary of Surrey Satellite Technology Limited (SSTL), UK and Antrix Corporation Limited, the commercial arm of the Indian Space Research Organisation (ISRO), a government of India Company under the Department of Space (DOS). This was the twenty ninth consecutively successful flight of PSLV.

PSLV was launched today in its heaviest ‘XL’ version with six strap-on motors of the first stage. This flight was unique since for the first time, the ‘XL’ version of PSLV was used to launch foreign payloads exclusively. Till now, the lighter ‘core alone’ version of PSLV has been used to launch foreign payloads exclusively. PSLV has successfully launched 45 satellites for customers from abroad including five UK satellites launched today.

Through 29 successful flights during 1994-2015 period, PSLV has launched a total of 77 satellites with a total mass of 32.04 tons, of which 4.64 tons (about 14%) comprises 45 satellites for customers from abroad. The vehicle has repeatedly proved its reliability and versatility by successfully launching satellites into a variety of orbits including polar Sun Synchronous, Geosynchronous Transfer and Low Earth orbits thereby emerging as the workhorse launch vehicle of India.

After a 62.5 hour smooth count down, the 320 ton PSLV-C28 lifted off from the First Launch Pad (FLP) at SDSC SHAR at 2158 hrs (9:58 pm) IST with the ignition of its first stage. The important flight events included the ignition and separation of strap-ons, separation of the first stage, ignition of the second stage, separation of the payload fairing at about 118 km altitude after the vehicle had cleared the dense atmosphere, second stage separation, third stage ignition and third stage separation, fourth stage ignition and fourth stage cut-off.

Once in proper orbit, the three DMC3 satellites were successfully deployed about 18 minutes after lift-off in quick succession. Following this, the 7 kg Nanosatellite De-OrbitSail and the 91 kg Microsatellite CBNT-1 were also successfully deployed.

Today’s successful commercial launch of PSLV further underscores the country’s capability in launch vehicle technologies.

Bio Fuel Programme in India – The Way Forward

A National seminar on “Bio Fuel Programme in India – The Way Forward” has been organised by Ministry of Petroleum & Natural Gas on 13th July 2015, at Hall no. 5, Vigyan Bhavan New Delhi. Hon. Minister of State (I/C) Dharmedra Pradhan will inaugurate. Padma Vibhushan Dr. R A Mashelkar Chancellor, AcSIR, NCL, Pune will be the guest of honor K D Tripathi, Secretary, MoP&NG and senior officers of MoP&NG will be present. Chairman & Managing Directors of all OMC’s will also participate.

The Ministry of Petroleum and Natural Gas (MOPNG) is preparing a road map to accelerate the implementation of Bio-fuel program by increasing their consumption in India. A Working Group has been set up under the chairmanship of Mr. Y B Ramakrishna former Chairman of the Karnataka state Bio Fuel Development Board with the task of preparing the road map for creating synergy between various Ministries, develop awareness and conduct program in the country. As a launch pad, MOP&NG is organizing this National Seminar.

Besides the Inaugural session, there will be sessions on Bio diesel, Bio Ethanol and Presentation on New Technologies & Initiatives. The sessions on Bio Diesel and Bio Ethanol will focus on issues and hurdles being faced by the sector and dwell on how to overcome these hurdles for effective implementation of the blending program across the country. The session on New Technologies and Initiatives will look at various resources such as agriculture residues, Municipal solid waste and plastic wastes and leading edge technologies for converting them to into fuels which can replace the fossil fuels.

The seminar is aimed at accelerating the blending program in the country and draw up a road map to reduce the consumption of fossils fuels by replacing it with locally produced bio fuels thus reducing the foreign exchange out flow, generate rural employment and protect environment.

Representatives of the Bio Diesel & Bio Ethanol Industry, Senior executives of OMC’s, Researchers, Academics and Jt. Secretaries of several ministries and from the state governments are expected to participate.

A case vide FIR No.999/15 U/s 354-A IPC registered at P.S. Vasant Vihar today on the complaint of Nengkim Haokip, 18 years old girl from Churachandpur, Manipur, wherein she alleged that at around 2.30 AM a person namely Chamel Singh came in to her room and attempted to physically touch her and molested her. An accused Chamel Singh, himachali, arrested today.
Accused is her neihhbour at Munirka.

Assam asks for forest battalion camp inside border forest

Assam government has asked the Forest Department to set up a forest battalion camp inside the Behali Reserve Forest to prevent recurring violence along the border with Arunachal Pradesh.

Leading a delegation yesterday comprising top officials of the state government to the violence site, where one person was killed earlier this month, Assam Chief Secretary V K Pipersenia said the camp should be set up as soon as possible to avoid repeat of any violent incident in the area.

The Chief Secretary was accompanied by the Director General of Police Khagen Sarma and Additional Chief Secretary (Home and Political) M G V K Bhanu among others.

The team visited the disputed areas in the Behali Reserve Forest along the Assam-Arunachal border and took stock of the situation arising out of the recent killings allegedly carried out by miscreants from Arunachal Pradesh.

Earlier this month, a villager was allegedly killed by unidentified people from Arunachal Pradesh at Behali forest in Assam's Sonitpur district and the incident led to violent protest with locals blocking NH-15, where they set ablaze a vehicle from the neighbouring state.

Pipersenia and other officials discussed the security scenario with local officials and directed them to ensure safety of the Reserved Forest and the people residing there.

Later, the team met representatives of several local organisations and discussed the problems being faced by local people near the Assam-Arunachal Pradesh border. (Source: The Economic Times)
