Imphal, Jul 26: Manipur police DGP Rajiv Singh on Saturday said that the state police along with central armed forces and sister agencies are taking determined operations to restore law and order in the ethnic strife state.

Speaking on the ocassion of Kargil Vijay Diwas, Singh said "Manipur has a proud legacy of contributing brave sons and daughters to the armed forces and police. Their martial spirit is alive today in collective efforts to preserve peace and order. Over the past few months, in the face of great adversity, Manipur police along with central armed forces and sister agencies has undertaken a series of determined operations to restore law and order. This efforts have resulted in recovery of thousands of looted arms and large quantities of ammunitions and explosives from hills and valley districts."

Singh also said that "regular patrolling and domination of vulnerable zones (are being conducted) to prevent clashes and maintain peace."

Singh also said border security and fencing works has been initiated along the Myanmar border to check illegal infiltration and "special task forces have constituted in all district polices to detect, identify and take legal action against illegal immigrants."

He also said that Protected Area Regime is strictly enforced in sensitive areas with the establishment of new police outposts in vulnerable regions.

Asserting anti-socials, armed elements and miscreants have been arrested and consignnments of drugs and narcotics have been seized (by police and security forces), Singh said uninterrupted supply of essential items and commodities to the people and security to the farmers are also being ensured.

90 weapons, 728 ammunitions recovered from five valley districts

Imphal, July 26: Security forces recovered atleast 90 weapons and more than 700 ammunitions during multiple operations conducted across five valley districts on Saturday, police statement said.

Police said "coordinated operations were launched simultaneously at multiple sites in the peripheral and suspected areas of Imphal East, Imphal West, Thoubal, Kakching, and Bishnupur districts" based on specific intelligence about a large cache of arms, ammunition, and warlike materials concealed at various locations.

During the operations by the joint teams, comprising the Manipur Police, CRPF, BSF, and the Army/ Assam Rifles, 90 weapons including three AK series, one M16, five INSAS, one INSAS LMG, four SLRs, twenty pistols, four Carbine, seven 303, eight rifles and others were recovered.

"728 number of ammunitions including 21 grenades and six IEDs, 21 assorted magazines and 24 wireless handsets were also recovered" they said.

Reaffirming its commitment to fostering a peaceful and secure Manipur, police also urged the public to cooperate with the police and security forces and to promptly report any suspicious activity or information related to illegal arms to the nearest police station or the Central Control Room.

Senior police officials remain in close coordination with all security stakeholders to ensure that such operations continue in a sustained and focused manner, aimed at restoring normalcy, maintaining public order, and safeguarding the lives and property of all citizens, they said.

Peace and normalcy returning in Manipur: Governor Ajay Kumar Bhalla

Imphal, Jul 26: Manipur governor Ajay Kumar Bhalla on Saturday said that peace and normalcy are returning in the state with the collaborative efforts of the government, armed forces and civil society organisations.

Speaking on the ocassion of Kargil Vijay Diwas in Imphal, Bhalla said "in the etjnic violence in Manipur, many have lost thier lives and thousands have been internally displaced. The government has taken various steps to solve the crisis and restoring peace and confidence. Joint operations of combined team of state police and armed forces have been able to recover numerous arms and ammunitions over the past few months. The state has been returning to peace and normalcy with the collaborative efforts of the government, armed forces and civil society organisations. Numerous insurgents involved in extortions including cyber facilitated schemes and funding militia groups have been arrested during intensified crackdown in recent months. Manipur police has launched an anti-extortion cell and confidential helpline bringing together state police, CAPFs, Assam Rifles and army to streamline complaints and protect citizens from unlawful demands."

Bhalla continued "multiple checkpoints have been strategically established across the hill and valley districts, on the national highways to ensure essential supplies of foods and medicines. This combined efforts alongside community outreach are steadily dismantling armed networks, curbing extortions and restoring civil order."

The governor said "further through missions like school chaley hum, self help groups led livelihood training, we ensure that displaced individuals regain autonomy, hope and skills. Dialogue continues with the CSOs from Meitei, Kuki Zo and Naga communities for voluntary resettlement of IDPs and inclusive safety guarantees. We will further help SHP to further expand craft, agri processing, supported by institutional schemes."

Recalling Kargil war, Bhalla also said "we remain eternally indebted to the valiant heroes of our armed forces. On this day, we celebrate the victory of India against terrorism and any act of war against our country. This day is a commemoration of our victory against external aggression in 1999 in Kargil. It is a solemn tribute to the unwavering spirit and the courage of Indian armed forces. The legacy of Kargil inspires us to uphold the values of unity, resilience and patriotism. The battles fought in the extreme conditions of the icy mountains of Kargil reflect the determination and courage and selfless sacrifice of our soldiers. Each year, this day reminds the nation of those who stood fearlessly in the face of adversity. Kargil diwas ensures their sacrifices is never forgotten. Through remembrance and respect we pass on their stories of their valour to the future generation."

Bhalla also said "it is indeed great to mention that seven of our Manipuri soldiers sacrificed their lives for our motherland in the Kargil war. With the stand that India will always defend its integrity and fight against any act of war or terrorism, India had recently launched ops Sindoor on May 7 this year."

Bhalla continued "it was a response to the tragic incident of Pakistan sponsored based terrorism that killed many innocents at Pahalgam. The operation targetted many terrorism infrastructure in Pakistan and Pakistan Occupied Kashmir from where terrorist attacks towards India were planned and executed. The mission which destroyed nine terror sites is a testament of India's anti terrorism stand. While standing in solidarity with families of those who lost their lives while defending our country, I would also like to salute the brave soldiers of India who have sacrificed their lives while protecting our motherland. The dedication and service to the nation by our brave Manipuri soldiers Deepak Chingakham of 7th Battalion BSF will always be remembered with pride. As a recognition of his supreme sacrifice for the nation, the government of Manipur has approved the appointment of his younger brother as ASI in the police."

Manipur sub junior hockey team leaves for Chennai

Private libraries thrive in violence-hit Manipur, offering job seekers calm places to read, surf internet

Imphal, Jul 26: With no suitable place at home to study for competitive exams, many job aspirants in Manipur are visiting private libraries which offer them both facilities at a low cost,

Amid the ethnic violence between Meiteis and Kuki-Zo communities, which killed over 260 people and rendered thousands homeless in the state, these libraries have been flourishing in the last two-three years, serving the need of job seekers, readers and owners of these facilities said.

Unlike traditional libraries stocked with extensive academic collections, these private spaces offer magazines, study materials for competitive examinations and wi-fi internet connections and provide a calm, comfortable environment where visitors can focus on reading books they bring themselves.

Th Abemma, a government job aspirant in Manipur's Imphal, was found reading books and surfing the internet at a private library to prepare herself for state civil service exams, while Laishram Victor, a graduate, was busy studying for CDS tests at such a facility here.

Like Abemma and Victor, there are many job aspirants who are preparing for competitive exams in 40 such private libraries in Imphal and Kakching district, as they have a "poor environment for reading" at their homes, with many suffering from frequent internet shutdown amid ethnic violence in the state, the stakeholders said.

The new culture of reading books and accessing the internet at a common space has taken shape in the past two years with the emergence of private libraries, catering to the needs of those who do not have separate rooms for study at their residence, said Victor who completed his graduation from Darjeeling in 2023 and visits a library on daily basis from 7 am to 5 pm to prepare for SSC and CDS exams.

“Three years ago, there were just less than five private libraries or reading spaces in Imphal. Many of my friends and I could not book a seat at these facilities as seats were limited. Thats how a friend of mine and I came up with the idea of setting up a library to cater to the need of readers especially those who have completed their studies and preparing for different national level exams,” Books and Brain Co-founder A Mayanglambam told THE MORNING BELL.

Majority of the visitors in their library in Imphal’s Keisampat area, with a seating capacity of 92, are those preparing for NEET exams and other national level competitive tests, he said.

“Many of them do not have leisure time to read novels. And hence, I concentrated mostly on providing a comfortable reading space and didn’t think of stocking too much books," Mayanglambam, who himself is preparing for banking exams, added.

Charging monthly fees, ranging from Rs 1,000 to Rs 1,300, more than 40 private libraries have sprouted in the last two or three years in Imphal area and Kakching district, all catering to the needs of readers, said Johnson Yumnam, who runs My Reading Room at Ghari.

“The private library boom in Imphal stems from poor reading environment at homes. The libraries are mostly frequented by job aspirants who find it difficult to concentrate on their studies at homes. Since most of them have completed their education, they find a level of competitiveness when they visit the libraries,” Yumnam told THE MORNING BELL.

A library culture exists in Manipur for decades but seats are very much limited. After the Covid pandemic and the ethnic conflict, there has been a sudden surge of interest in private libraries, the owners said.

The interest for these libraries is also linked to increasing number of Manipuri youths taking keen interests in national exams, including SSC, banking and UPSC, they said.

“Many of the families in Imphal live in congested areas and youths often have to share rooms with their siblings and elders. The private libraries provide an atmosphere to connect with other aspirants and discuss on the strategies to prepare for national-level exams. Studying at home can make one feel isolated as well and so they come here to connect with their peers who share similar objectives.” Yumnam added.

The facilities provided by the private libraries, such as reliable internet, is another factor that has attracted many readers.

Abemma, a state civil service aspirant who recently cleared prelims and will appear the mains exam, told THE MORNING BELL, “The state has often witnessed internet shutdowns and regular power cut offs.

Private libraries provide free wi-fi facilities by obtaining permits from government authorities in times of internet ban and the rooms are fully air conditioned. This also makes the aspirants enrol at the private libraries as well.

At some libraries, cafes are also attached to provide brief recreation for the readers, and this makes these facilities more attractive for readers, she added.

A refresher training programme was held for the traffic officers and personnel of Kakching district police under the supervision of the Superintendent of Police, Kakching at Kakching Garden on Friday.

During the training programme various signs of traffic, MV Act 2019 and VIP related traffic duties were discussed.

Demonstration and practice of traffic signs were also included. Ideas and other suggestions to make the traffic management system better in Kakching district were also discussed. The session was facilitated by in-house experts from the traffic unit and it was also attended by A. Romendro Singh, i/c Addl SP (LO) and Binoy Chongtham, Addl. Extension of PR due to internal law and order issues is unprecendented in the state's history: Manipur congress president

Imphal, Jul 25: Manipur congress unit president Keisham Meghachandra on Friday said that extension of president rule due to internal law and order issues is unprecedented in the country.

Keisham told reporters "it is not peoples' wish that president's rule is extended for another six months. Extension of PR is undermining the values of democracy including the spirit of federalism. The will of the people has been bypassed due to this extension."

"The extension has come because there is no strong leader in the state as well as the failure of the double engine government. Its also because they (BJP) dont have a strong leader in the state. PR is a temporary measure for restoration of peace. However its continued extension due to issues related to internal law and order is unprecedented in the state's history as well as of other states" Keisham added.

Arambai Tenggol extends full support to Manipur government's stance against illegal immigrants

Imphal, Jul 25: Meitei socio political organisation Arambai Tenggol (AT) on Friday said that it is extending its full support to Manipur government's recent memorandum directing deputy commissioners and Superintendent of Police to prevent anyone from crossing into state boundaries illegally and ensure utmost vigil at international, inter state and inter district boundaries.

In a statement, AT said "we fully support the July 23 memoranda of the state government to prevent entry of illegal immigrants in the state. Our any available resources will be at disposal for utilisation if needed including the strength of nearly 70000 youths."

"We extend our commitment to extend all possible assistance for successful of this vital mission. We stand ready to collaborate with government agencies provide local insights, and mobilise our resources to support efforts aimed at detecting and deporting illegal immigrants. Our aim is to contribute meaningfully to create an environment where law and order prevails and the security and rights of every bonafide citizens are protected" it said.

AT continued "we place profound trust in central and state government and are optimistic that the memorandum is not an isolated action but rather a sustained and comprehensive approach towards decisively addressing the issue of illegal immigrants across Bharat."

Asserting that the indigenous people of Manipur finds themselves in a precarious situation, while witnessing the erosion of their ancestral lands and cultural heritage due to unchecked surge of illegal immigrants, AT continued that the surge of illegal immigrants poses "an escalating threat to social fabric, economic stability and most critically to national security of our region and the nation at large."

"Such decisive actions are indispensable for enhancing national prosperity, fostering inclusive development and ensuring a secure future for generations to come. We encourage the government to pursue further initiatives for the greater good of our beloved nation" it added.

On July 23, Manipur government has issued an advisory directing deputy commissioners and Superintendent of Police to prevent anyone from crossing into state boundaries illegally and ensure utmost vigil at international, inter state and inter district boundaries, an official statement informed.

Issued by the Commissioner (Home) N Ashok Kumar, it said "in view of apprehension of influx of illegal immigrants into the state especially due to the turmoil situation in neighbouring Countries, all Deputy Commissioners and Superintendent of Police shall keep robust mechanism to prevent anyone from crossing into state boundaries illegally and shall ensure to maintain utmost vigil at international, inter-State and inter-district boundaries so as to prevent any such movement."

It also said "if any such movement, if detected, should be immediately reported and biographic and biometric details of such persons be captured mandatorily."

The memorandum said such illegal migrants shall have to be kept in put at "secured designated locations for providing shelter and humanitarian support without allowing them to get mixed up or naturalised with local populace" and "all such illegal migrants shall be deported after following due procedures."

Manipur police also had informed in a separate statement that Special Task Forces have been constituted in all District Police to detect, identify, and take appropriate legal action against illegal immigrants residing in the State.
