Twin bomb explosion rocks the Republic day celebration in Manipur this morning. The two powerful bomb were exploded when the state celebrates 65th Republic Day Celebration. However no casualty was reported.

Sources said the blast took place on the western bank of the Imphal river near Yaiskul range ground around 8 in the morning. The second explosion followed after a gap of about an hour report added.

The explosion site was located close to the 1st battalion Manipur Rifles parade ground where the march past contingents gathered for the R Day function.No armed group has claimed responsibility for the explosions till the report goes to the website.

It may be worth mentioning here that the armed groups operating in the region had been boycotting the republic day function besides calling general strike across the state.

Accused arrested in connection with the killing of Oinam Sharif a 12 years old boy, Mob brunt down house.
Angry Locals of the Oinam Sawongbung area today dismantled and burnt down the house of the accused Oinam Tenden (41) son of Oinam Ibotombi in connection with the killing of 12 years old Oinam Sharif (Muba) son of O Goroba of Oinam Sawongbung, reports said. Tenden is the parental uncle of the late Sharif.

The incident happened the news of arresting Oinam Tenden by the police regarding the killing of 12 years old nephew on December 29 spread like wildfire today.

Later a joint Action Committee (JAC) is formed against the killing of Sarif and took some decisions in the meeting.

The meeting also decided not to allow anyone who involved in the killing to live in the village.

Teh resolutions further said if anyone tries to help the accused will also face the same consequence with the accused. JAC will give the full support to the police for further investigation.
It may be mention that Oinam Sharif was found dead on the December 29 near Imphal Barrage under Wangoi Police Station.

9 massacred near Pachaspura; police recover decomposed bodies

In what is believed to be the worst massacre ever in recent memory in Dimapur, police Friday night recovered nine highly decomposed bodies from a ditch in Pachas-pura area about a hundred feet by the side of the new road to Peren currently under construction.

The new road veers left before Khopanalla bridge (which goes to Shukhovi village) and some five to six kilometres after crossing the new DC Office Complex.

Police discovered the bodies lying in a pile, atop each other. The victims had been blindfolded, hands tied behind and shot from close range on the heads. The bodies were covered under a blue polythene sheet over which, some boulders were placed.

All of the victims were males and believed to be between the ages of eighteen and above.

What has caught both the administration and police totally by surprise was that there had been no report of any missing person(s) during the past week. It was also reported that even the people in the area had not reported any unusual activity nor heard any gunshots.

The first inkling came when Police were informed late Friday by some of the labourers working on the road construction site of seeing some human feet protruding out from a ditch inside a jungle.

As per the preliminary reports, police suspect that all nine victims may have been executed on the spot. The condition of the bodies also indicated that the victims may have died at least around ten days ago.

The first police party that had gone to the site but were overcome with the foul smell which caused some of them to retch. It was only in the late evening that a second team rushed to the spot that included DC Dimapur Hushili Sema and SP Dimapur V.Z. Angami, Addl. SP Watichujang, SDO (C) and other police officials.

The stench coming from the spot where the highly decomposed bodies were piled up was so nauseating that several policemen who were shifting the bodies started retching. Even the sight of the bodies as ghastly and police had to hastily wrap polythene covers over them.

After wrapping the bodies, police then loaded them into trucks to be taken to the Dimapur District Civil Hospital morgue as part of forensic investigation.

News of the discovery of the bodies spread like wildfire and fuelled speculations about the possible identities and the circumstances. However, police have refused to speculate till proper post-mortem and investigation was conducted.

All relevant processes and preparations for introduction of Thang-Ta, the indigenous martial art form, as a school curriculum from the next academic session have been completed, said Syllabus Committee co-ordinator T Parijat. Speaking to newspersons at the Palace Compound office of kanglei Indigenous Martial Arts and Cultural so-ciety (kimacs) yesterday Parijat informed that the new sylla-bus will make its debut as an optional subject in class IX. Syllabus preparation as well as text book printing work for the said subject has already been completed by the Board of Secondary Education Manipur, he said adding that the book will be named Thang-Ta Sindam Lairik-I. Under the objective of preserving and promoting the traditional martial art form through its introduction as an academic curriculum from school to university level of education Kimacs had been making concerted effort for the past many years, said the coordinator who also pointed out that special session of academicians, intellectuals and civil society organisations convened at Kangla on January 1, 2007 resolved to initiate preparation for adding Thang-Ta as a common syllabus.
The Zeliangrong Youth Front has started issuing instructions to the orange growers from Tamenglong district to abstain from participating in this year’s Orange Festival to be held on December 14 at Longmai (Noney) town, conveyed a press release issued by the front.The decision of restriction and prohibition was unanimously arrived at following the State Government’s failure to respond to the ultimatum served on October 22, 2013 giving one week time regarding various issues pertaining to people of Tamenglong district and its land. The International Indian Classical Dance Festival 2013 organized in connection with the 76th Vyasa Pujah ceremony of BS Damodara Swami Srila Sripada was held yesterday at Manipur Film Development Corporation (MFDC). The one day dance festival with several artiste of international fame both from the state and outside participating is being organized by the Ranganiketan, Srila Sripada Educational Foundation. Speaking at the function, Additional Director General of Police, P Mounalana Goud stated that BS Damodara Swami Srila Sripada wanted Manipur to be a peaceful, prosperous and progressive state. The state is known as ‘Sanaleibak’, however the present situation of the state which is full of violence and other disturbances is in complete contrast to the name, he observed. The state has a rich heritage of arts, culture and tradition with different communities residing together; however, the chaos and confusion arising out of the myriad of problems like insurgency, gun-culture, etc have defaced the beauty of the state, he continued. Tamanna Rahaman and her party from Bangladesh concluded the function with Manipuri Rasa Dance.
The Anjuman Islah-E-Muaashrah, Lilong organized a mass bike rally cm inauguration Anjuman Mental and Spiritual Fitness Centre building along with disposing off of huge quantity of illicit drugs at the Lilong Turel Ahanbi Dam, yesterday. The bike rally started from Karampat Lampak and after covering several important roads of the Lilong Assembly Constituency, concluded in front of the newly inaugurated Anjuman Mental and Spiritual fitness centre which was later inaugurated by Moulana Abdul Aziz chief Advisor Anjuman Islah-E- Muaashrah. Giving the key note address of the inaugural function, co-ordinator of the Anjuman Islah-E-Muaashrah, Maziz said that to bring peace and development in the state people of all sections of the society need to support each other in the fight against the drug menace in the state. He further appealed to all for support in the organization’s fight against drug. Further continuing with his speech, he said the Anjuman Islah-E-Muaashrah has opened the Anjuman Mental and Spiritual fitness centre to provide rehabilitation to drug users and encourage them to live a normal life. He said that altogether 47 drug users are rehabilitated at the centre out of which 19 have already been sent back to their families.
Co-ordinator of Aam Admi Party, Manipur unit, advocate Thoudam Manihar, has voiced to IFP that the state unit is proud that the political party has landed 27 seats out of the 70 of Delhi Assembly constituency. He mentioned that the state unit congratulates the maiden victory and having made its presence felt and stamped the political future of the political party in the national arena.
The Governor of Manipur is pleased to order that as a mark of respect to the departed dignitary (Late) Dr Nelson R Mandela, former President of South Africa for five days State Mourning from December 6 to 10 will be observed and the National Flag will be flown at Half Mast during the period of mourning on all Buildings throughout the State where the National Flag is flown regularly, said an official order of the Governor. There will be no official entertainment during the period of State Mourning, the order read.
Rhythms of Manipur’s play “Hiyang Athyouba (the vampire)” has been selected for the participation at the “Bharat Rang Mahotsav” (BRM) to be held at New Delhi from the first week of January 2014 organised by the National School of Drama (NSD), said a press release of the group. The same play designed and written by Arun Yumkham and directed H Bhagat will be performed at the premises of NSD on January 18, 2014.
SACH Audio-Visual Unit’s play, ‘Maya-II (The Illusion)’ and Rhythms of Manipur’s play, ‘Hiyang Athouba (The Vampire)’ have been selected for participation in the 16th Bharat Rang Mahotsav to be organised by National School of Drama in New Delhi from the first week of January next year. Delhi based creative performer Agu Tara will take the lead female role in ‘Maya-II’. She would be in Imphal for rehearsal to be held from December 27 to 31, said a press release. Designed and directed by B Banamali Sharma, the play would be shown on January 7. Designed and written by Arun Yumkham and directed by H Bhagat, ‘Hiyang Athouba’ would be shown on January 18.

Students of Tamphasana Girls (TG) Higher Secondary School yesterday held a sit-in-protest demanding life imprisonment for the two accused Yumnam William and Thongam Tarun of the r**e case of a student of the institute. The sit-in-protest was held at the school gate, with students resorting to sloganeering “Respect the dignity of women”, “Do not disturb educational peace”, “Reward accused Tarun and William with lifetime imprisonment” etc. Meanwhile, on the side-line of the protest, students said that the final hearing of the case has been fixed on December 9, 2013. “We would like these impudent, atrocious persons to be kept imprisoned for the whole of their life separately from other human beings”- expressed a student participating in the protest demanding befitting punishment to be awarded to the two accused- the same punishment as in the recent Delhi r**e cased rewarded by SC ruling, adding that the punishment should be a land mark in the history of Manipur for those who see women as puppets. On November 16, the final argument hearing for the case was concluded at District & Session Judge, Manipur East where it was announced that the final order of the case will be passed on December 9, she added.
The Ministry of Home Affairs will approach the Myanmarese government for resolving the current Indo-Myanmar border row at Moreh in Chandel district at the diplomatic level, said Shambu Singh, joint secretary in charge of North East, Ministry of Home Affairs. The union government will invite Myanmar for a bilateral meeting at the end of this month or the first week of next year. The joint secretary stated this during his official inspection conducted yesterday at Moreh along with officials from the MHA, Surveyor General of India, BRO officials and delegates of joint political parties team of the state. The inspection was led by Deputy Chief Minister Gaikhangam. The visiting officials from the Delhi were joint secretary border (Management) SK Mishra; Director of Suveryor General of India (SOI), Srinivas; KK Das Sarkar of SOI, Chief Engineer of BRO Sewak Project, VK Agarwal, The joint team personally inspected the Border pillar number 23 at Holanphai Village, BP 77, 21 near Tamil Sangam, BP 79 Muslim Basti, BP 80 at Govajang village. Further speaking to media persons, Shambu Singh observed that the current border issue can be divided into two sections - one fencing dividing villages and confusion of border pillars which is causing an uneasy atmosphere. “We have to go by what had been agreed upon long ago or if the outcome it is not positive we will raise the issue at bilateral level to have a relook”, Shambu added.
The Union Home Ministry has charged the PLA, UNLF, PREPAK, KCP and the KYKL of being involved in ninety-nine violent incidents and responsible for killing of seven persons including four security personnel by August last. The mentioned Meitei outfits along with all their ‘factions, wings and frontal organizations’ have been declared as unlawful associations with immediate effect by the Central Government. They are also of the opinion that if the Meitei extremist organizations are not curbed and controlled immediately, they will take the opportunity of mobilizing their cadres for escalating ‘their secessionist, subversive, terrorist and violent activities’. The organizations will be propagating anti-national activities in collusion with forces inimical to sovereignty and integrity of India, they will indulged in increased killings of civilians and targeting the police and other security forces.

The NT Theatre’s the Lament of a Widow has been selected to be showed at New Delhi during the 16th Bharat Rang Mahotsav International Theatre of India 2014 which will be held from January 4 to 19 next year. Conveying the information in a press statement, the NT Theatre mentioned that the Lament of a Widow is penned by Niladhaja Khuman and the direction and design of the play was crafted by Ningthouja Deepak.
The Manipur People’s Party is organising a silent rally on December 9, 2013 against the brutal murder of Haobijam Manisana Singh and that the party will submit a memorandum to the Governor of Manipur. It further urged to all concerned not to provide any obstruction to the party members and workers who will be coming to participate in the proposed silent rally.
National Highway 150 has been blocked indefinitely from the midnight of December 6 against the failure of the government to repair the highway even after repeated assurances. It may be mentioned that following an agitation from the locals, an MoU was signed by Works Minister Kh Ratankumar Singh and Commerce and Industry Minister Govindas Konthoujam on Dec 14, 2012 assuring that the construction of the said stretch of highway would be started from March 2013 following which the then agitation was suspended. Meanwhile, due to the road block which started from yesterday, no vehicles were seen plying along the route except for medical and religious related. Items like banana and other agricultural products were seen bringing in to the Bishnupur market on foot along a shorter route. A bandh supporter said that the road blockade was going on under the active support of Zeliangrong Students’ Union Khoupum area, Ngariyan Village Authority, Cachar Road Educational and Cultural Sporting Association, Meira Paibi, Khoupum Area Drivers’ Association and many local organisations. He further mentioned that another form of stronger agitation will also be launched if the government fails to respond to their agitation.

The Anouba Mangal Foundation has extended hearty congratulation to Ksh Kangleingamba Singh S/o Dr Ksh Umananda Singh and Ksh (O) Memi Devi on being winning the National Bravery Award 2012-13. Kangleingaba was born on Nov 10, 2001 and is currently studying at St Xavier's School, Moirang Okshongbung. He saved the lives of M Lisa Devi (3) and Y Sanu Devi (2) of Tronglaobi from drowning on Dec 8, 2012. The AMF has great expectation from him in serving others in times to come.
The fate of governments in Delhi, Madhya Pradesh, Ra-jasthan and Chhattisgarh will be known today when counting of votes takes place in the assembly elections, con-sidered the semifinals ahead of the Lok Sabha elections next year. In Mizoram, counting will take place on December 9. Voting ranged between over 65 per cent in Delhi and over 81 per cent in Mizoram. Rajasthan recorded over 74 per cent, while Madhya Pra-desh and Chhattisgarh over 70 per cent.
With Narendra Modi spearheading the BJP campaign after his nomination as the party's prime ministerial candidate; all eyes will be on how the party performs in the current round of elections. On the other hand, the Congress's performance could point to the potential of Rahul Gandhi as the party's mascot ahead of the big fight early next year. The contest was essentially bipolar between BJP and Congress in Madhya Pra-desh, Rajasthan and Chhattis- garh, while in Delhi it was a virtual triangular contest with new entrant AAP making it difficult for the two parties.
Former Mi-nister Wahengbam Komol, who was elected to the Manipur Legislative Assembly from Kumbi Assembly Constituency on MPP ticket expired yesterday morning at his Pishum Ningom Leirak residence. He was 80. W Komol was elected to the Manipur Legislative Assembly in 1974 and went on to become a State Minister taking charge of Cooperation, Tourism, FCS and Industries. He also held the posts of Secretary and Vice-Chairman of Manipur Khadi and Village Industries Board at diffe- rent periods. Komol was born in 1933 at Kumbi Khullakpam Leikai. He earned the distinction of being the first matriculate and graduate of Kumbi AC. Meanwhile, Manipur Ex-MLAs' Welfare Association expressing deep condolence on the untimely demise of W Komol conveyed of sharing grief of the bereaved family member. The Association also prayed for the peaceful rest of the departed soul in the heavenly abode.
Expansion of Sanjenthong bridge would begin very soon even as a letter has been sent to the relevant Union Ministry to upgrade Ma-yai Lambi to the status of a National Highway, stated Works and Transport Minister Dr Kh Ratankumar. Dr Ratankumar was spea-king at the re-commissioning function of a suspension bridge at Iram Siphai Mamang Leikai within Wangoi AC, Imphal West district which was repaired anew after it got snapped sometime back. In view of the ever increa-sing volume of traffic over Sanjenthong bridge, expansion of Sanjenthong bridge has been given top priority.
Whereas there are many roads and bridges which need to be constructed/repaired, the amount available is limited. As such, the Government has been working to prioritise the most important projects first, Ratankumar said yesterday morning. Due tender process has been already initiated for expansion of Sanjenthong brid- ge under the Centre’s Special Plan Assistance (SPA).
Although it is now the third quarter of the current financial year, only 14 per cent of the total plan amount has been utilised so far. This was discovered during a review meeting presided by Chief Minister O Ibobi yesterday afternoon. The meeting attended by Council of Ministers, the Chief Secretary, Commissioners and Secretaries noted uti- lisation of the plan amount of Rs 3650 crore sanctioned for the financial year 2013-14. Incidentally the CM is also in charge of Planning and Finance Departments. It was noted that the plan amount could not be utilised speedily because of the unsound financial condition of the State Government. Till the last month, only 14 per cent of the plan amount has been utilised, informed an official. During the meeting, the Chief Minister directed all relevant departments to finalise all DPRs and submit pending utilisation certificates in order to ensure that the plan amount is utilised speedily and the relevant Ministries released all sanctioned funds. The meeting also deliberated on release of funds for NLCPR, NEC and SPA projects.
Manipur Pollution Control Board (MPCB) Chairman Dr Ng Bijoy has stated that Chingkhei hills located within Khurai Assembly constituency in Imphal East district would be developed as a tourist destination. Speaking at the inaugural function of a community hall at Phaknung Awang Leikai yesterday, Dr Bijoy informed the gathering that the Government has agreed to sanction Rs 4.60 crore for the particular project of developing Chingkhei hills as a tourist destination. The project has such components as guest house, construction of stairway up to the top of the hill etc. The project when fully completed would be highly beneficial to the people of Phaknung, Kangla, Sajeb etc.
Dismissing speculation that the NPF Manipur may not field its candidate in the forth coming Parliamentary election, the Naga People’s Front (NPF) Manipur State unit President Soso Lorho asserted yesterday that the Party would field its candidate in the ensuing Parliamentary election. Soso Lorho said that preparations have been made to field the NPF candidate in the poll. It’s “simply unthinkable” to back-off from contesting the Parliamentary election, the NPF State unit president said. He was speaking during the NPF one-day State level political conference at Ukhrul yesterday.

The charge of state Director General of Police has been handed over to Shahid Ahmed, IPS (Manipur-Tripura cadre of 1979) by the Governor with effect from yesterday. The official charge of taking over will be official from November 2. A notification by SH Poonia, under- secretary of Department of Personnel and Administrative Reforms states that principal secretary , J Suresh Babu who is the principal secretary of Home and Education-S has been given additional charge of SPD (SSA/RMSA). A 4th Indian Reserved Battalion (IRB) Keikol Jamadar identified as Chousing Moyon, 50 son of Moirangchow Kongjong of Khunthok having havildar No 23062 was found dead inside his official quarter allotted inside the IRB complex yesterday at around 11.30 pm. The dead body of the Jamandar has been handed over to family members after post mortem conducted at JNIMS morgue yesterday noon. Heigang police have file a U/D case regarding the incident.
President of India Pranab Mukherjee has asked for the transformation of the north east region into and area of peace and opportunity. Speaking as the chief guest at celebration of 50th Nagaland Statehhood Day and also inaugurating The Hornbill Festival simultaneously at The Naga Heritage Village, Kisama, off Kohima yesterday morning, Pranab Mukherjee said," The states of North East India should lead our partners of South East Asian Countries." The President of India added that the North East region is a natural bridge between the country and the South East Asian countries. "I understand the strategic importance of the North East region. This region can become a centre for major investments," he added. This was Pranab Mukherjee's second visit to Nagaland after he became the President of India. The last time he visited the state was in May this year where Nagaland chief minister Neiphiu Rio had invited him to be the chief guest in The Hornbill Festival 2013. Meanwhile, Pranab Mukherjee called Neiphiu Rio a 'dynamic' chief minister and said The Hornbill Festival unites the Naga tribes.
S Ranjita Leima, councilor of ward No. 1 of Yairipok Nagar Panchayat was elected uncontested as new chairperson on Nov 19 in the presence of SDO Thoubal, Y Rajen Singh. The election of the new chairperson was done following a no confidence motion was served against the former chairperson Th Nokul Meitei by S Romola Devi of ward No 8, S Ranjita Leima of ward No 1, L Haryari Devi of ward No 4, Nashira Begum of ward No 6 and S Tunanbi Devi of ward No 7. It is notable that the said five woman councilors have been applying to join Congress party and Congress party has permitted them entry into the party.
An all political party delegation led by O Ibobi left for Delhi yesterday except for representatives of BJP and MPP. The delegates will submit a memorandum to the Prime Minister, Manmohan Singh; UPA chairperson Sonia Gandhi; Union Home Minister, Sushil Kumar Sindhae; External Affairs Minister Salman Khurshid regarding the international border fencing along the Indo-Myanmar border in Manipur. It may be mentioned that there has been a rising concern over the Indo-Myanmar border fencing and representatives of the political parties after meeting with the Chief Minister have been deliberating on the issue. Sources said that the delegates will urge the concerned Union top brass to investigate and demarcate the border line with Myanmar to settle the boundary issue once and for all. The state political delegate is said to have an appointment with the surveyor officials of India. The construction of the border fencing is presently undertaken by the BRTF under the Ministry of Home. The delegates include state Chief Minister Okram Ibobi SIngh, MPCC President Gaikhangam, MLA RK Anand, MLA N Biren , general secretary of NCP, N Kapur; Sapam Samungou of Shiv Sena; Trinamool MLA Dr I Ibohanbi; Gyaneshwor of All India Forward Block; Kabita Devi of Bahujan Samaj Party; Manipur State Congress Party president, Y Mani and Debabratta of the same party; N Hemanta and M Tombi of Janata Dal; Sharat Salam and Shanta of CPM; Dr M Nara of CPI along with N Mani; Manihar Goswami of JD(S); Athon Abonmei of Naga Peoples Front and L Shethi of Peoples Democratic Alliance. The representatives of the other parties outside the Congress will also submit their memoranda’s of concern.
