Itanagar HC Admits PIL on Illegal Lottery Schemes in Arunachal
The Itanagar Bench of the Gauhati High Court has admitted a Public Interest Litigation (PIL) alleging widespread illegal lottery schemes and lucky draws in Arunachal Pradesh, raising concerns over unregulated gambling and loss of state revenue.
The PIL, filed by Likha Rajnik of Riyo village in Nirjuli, claims that private individuals and associations are conducting lotteries in blatant violation of the Lotteries (Regulation) Act, 1998, which permits only state governments to organize such activities.
Appearing before a division bench of Justice Soumitra Saikia and Justice Budi Habung, petitionerโs counsel Lissing Perme argued that despite the existence of a State Lotteries Department, unauthorized draws have been flourishing across the Capital Complex and adjoining areas without sanction.
The plea names senior officials, including the Chief Secretary, Secretary (Home), Secretary (State Lotteries), the DGP, SPs of Itanagar, Naharlagun and Yupia, and several police station heads, seeking strict enforcement of the law and a state-wide crackdown.
Additional Advocate General N. Ratan, appearing for the state, accepted notice. The court has issued notices returnable within four weeks, waiving formal service requirements. The matter will be heard further once the government files its response.
