“YOU WON’T DIE BY PAYING 40 PAISE.”

NITI Aayog Vice Chairman Ashok Kumar Lahiri defended proposed UPI merchant charges, arguing that a 40-paise fee on a ₹100 transaction is a small cost.

His broader point: the government cannot keep running the digital payments ecosystem on subsidies forever.

The debate now is about finding the right balance between affordable digital payments for merchants and a financially sustainable UPI ecosystem.

💬 What do you think—should UPI remain completely free for merchants, or should nominal charges be introduced?

Itanagar DC tightens rules for public gatherings, makes 5-day prior application and mandatory NOCs compulsory for events and rallies

The Deputy Commissioner, Capital Complex, Itanagar, has made it mandatory for individuals, organisations and political parties intending to conduct events, protests, rallies, programmes, processions or similar gatherings within the Itanagar Capital Region to submit applications seeking permission at least five days before the proposed date of the event.

In an order issued on September 18, Deputy Commissioner Toko Babu, APCS, said applications must contain the complete name, address and contact details of the applicant, organiser or organisation along with other relevant particulars. Applications submitted without the required details or within the prescribed period will not be entertained.

The order said the requirement has been introduced in view of instances where applications for events are submitted in a disorganised manner, often at the last moment. Such sudden information, it noted, may cause obstruction to normal traffic movement, create public nuisance and affect public peace and tranquillity.

Organisers have also been directed to obtain mandatory No Objection Certificates (NOCs) from the Superintendent of Police, Itanagar/Naharlagun; Superintendent of Police (Traffic); and Itanagar Municipal Corporation.

The organisers must also furnish details of arrangements for drinking water, First Aid/Medical Aid, volunteers, cleanliness and sanitation, besides other necessary facilities at the venue. The order noted that venues are often left in an unhygienic condition after such gatherings and stressed proper cleanliness and sanitation arrangements.

The order has come into force with immediate effect.

The event, involving more than 25,000 volunteers, was completed within minutes after a siren at 7 pm. Organisers said the massive lamp-lighting created a world record, while a total of 3.55 crore diyas were lit across Madhya Pradesh.

Tapir Gao’s Reported Siang Dam Remark Draws Fresh Attention to Consent Debate

Arunachal East MP Tapir Gao’s reported remark, “Dam tu banega hi banega,” regarding the proposed Siang Upper Multipurpose Project (SUMP) has brought renewed attention to disagreements surrounding the project.

The debate comes as sections of project-affected communities continue to oppose the proposed mega hydropower project, citing concerns over ancestral land, displacement, livelihoods, environmental risks and consultation. Recent reports say opposing families and organisations have sought a halt to survey and drilling activities.

At the same time, support is not uniform across the region. Earlier this year, families from several Upper Siang villages formally expressed consent for Pre-Feasibility Report (PFR) activities, highlighting differing positions among communities.

The continuing debate centres on how development, energy and strategic considerations should be balanced with consultation, environmental concerns and the rights and interests of affected communities.
