PPA Seeks Special Assembly Session on APFRA Implementation

ITANAGAR, June 13: The People's Party of Arunachal (PPA) has opposed the implementation of the Arunachal Pradesh Freedom of Religion Act, 1978 (APFRA) and urged the state government to convene a special session of the Arunachal Pradesh Legislative Assembly to deliberate on the issue.

Addressing the media, PPA president Nabam Vivek said the implementation of the Act is a sensitive matter that requires extensive discussion and consultation with all stakeholders.

He maintained that any decision concerning the APFRA should be taken only after a broad-based consensus is reached, taking into account the sentiments and aspirations of the people of Arunachal Pradesh.

Vivek urged the government to call a special Assembly session where elected representatives can debate the matter in detail and arrive at a solution acceptable to all sections of society.

The APFRA, enacted in 1978, seeks to prohibit religious conversions through force, inducement, or fraudulent means. The legislation has remained a subject of debate in the state for decades, with differing views emerging from various religious, cultural, and social organisations.

The PPA stated that a comprehensive and inclusive dialogue is essential to ensure that any decision on the Act promotes harmony and reflects the collective interests of the people.

MLA Residence Reportedly Vandalised Amid SUMP-Related Tensions

Geku-Mariyang, June 9: The residence of Geku-Mariyang MLA Oni Panyang was reportedly vandalised by a group of protesters on the night of June 8 amid escalating tensions over the proposed Siang Upper Multipurpose Project (SUMP) in Arunachal Pradesh.

According to videos and information circulating on social media, furniture, household items, and portions of the MLA’s residence were allegedly damaged during the incident. The extent of the damage, however, has not yet been officially confirmed by authorities.

Sources indicate that the vandalism may be linked to the ongoing controversy surrounding the proposed 11,000 MW Siang Upper Multipurpose Project, which has sparked intense debate across Siang and Upper Siang districts. The project has drawn both support and opposition from local communities and civil society organisations.

Several villages have reportedly signed Memorandums of Understanding (MoUs) with the State Government to facilitate pre-feasibility studies for the project. At the same time, a number of villages and community groups have voiced strong objections, citing concerns over possible displacement, environmental consequences, and the lack of adequate public consultation.

The proposed hydropower project remains a sensitive issue in the region. Opponents argue that it could adversely affect local communities, forests, land resources, and cultural heritage, while the government has maintained that the project holds significant strategic and developmental value.

As of the time of filing this report, no official statement had been issued by the district administration, police authorities, or MLA Oni Panyang regarding the reported incident. It also remains unclear whether any arrests have been made or if an official investigation has been launched.

Disclaimer: This report is based on preliminary information and visuals circulating on social media. Official confirmation from the concerned authorities is still awaited.

AAPWWS Seeks Ban on Alleged Non-Statutory Welfare Schemes Under APB&OCWWB

Itanagar: The has submitted a representation to the Chief Secretary of Arunachal Pradesh, seeking the discontinuation of what it describes as non-statutory welfare schemes being implemented by the .

According to the memorandum, the society examined documents obtained through a Right to Information (RTI) application and alleged irregularities in the utilization of labour welfare cess funds. AAPWWS stated that the 1% Labour Welfare Cess collected under the Building and Other Construction Workers’ Welfare Cess Act, 1996, is specifically meant to provide welfare benefits and social security measures for registered construction workers and their families.

The organization further alleged that a substantial portion of the welfare fund had been utilized for activities such as the distribution of blankets, mosquito nets, umbrellas, toilet sets, dinner sets, the organization of mega medical camps, and awareness campaigns. AAPWWS contended that these expenditures fall outside the scope of statutory welfare schemes prescribed under the relevant legislation.

Seeking government intervention, the society has urged the state administration to review the expenditure practices of the Welfare Board and take appropriate action to ensure that cess funds are utilized strictly in accordance with the provisions of the law and for the intended beneficiaries.
