APCC PRESIDENT BOSIRAM SIRAM VISITS TAKSING FRONTIER; CALLS FOR JOINT ALL-PARTY PARLIAMENTARY DELEGATION, STRONGER BORDER INFRASTRUCTURE, CONNECTIVITY, LOGISTICS, MANPOWER SUPPORT & CREATION OF ARUNACHAL REGIMENT

Amid concerns and reports regarding developments along the India–China frontier, APCC President Shri Bosiram Siram undertook a four-day ground visit to the Taksing sector of Upper Subansiri district from August 26–29, 2026, to understand the concerns of frontier communities and assess the situation on the ground.
He was accompanied by APCC Working President and former Home Minister Shri Tanga Byaling; Shri Joro Doka, General Secretary and In-charge, Upper Subansiri District; Adv. Tapi Nguki, General Secretary; Shri Reri Kirbe Dullom, General Secretary; along with Congress workers, Panchayat leaders and local residents.
During the visit, the APCC team proceeded towards the frontier carrying the Indian Tricolour and raising patriotic slogans, including “Vande Mataram.” Shri Siram interacted with Army personnel and received briefings on the prevailing situation in the Taksing–Maza–Limeking and Sira sectors. He also met local residents and listened to their concerns regarding security, roads, communication, infrastructure, livelihoods and essential services.
Shri Siram also paid homage to Havildar Shere Tapa, who made the supreme sacrifice during the 1962 Sino-Indian War in the Taksing–Limeking sector, honouring his courage and supreme sacrifice in defence of India’s territorial integrity.
“Those who speak about the frontier must also have the courage to reach the frontier, meet the people and understand the realities on the ground. Taksing is not a distant corner of India—it is the frontline of India.”
APCC CALLS FOR JOINT ALL-PARTY PARLIAMENTARY DELEGATION AND JOINT ALL PARTY NON MP MEMBER DELEGATION TO VISIT TAKSING AND VERIFY GROUND REALITIES
Shri Siram called upon the Government of India to facilitate a Joint All-Party Parliamentary Delegation, comprising Members of Parliament from both the ruling and Opposition parties, to visit Taksing and other strategically important frontier areas, subject to necessary security protocols.
He said such a delegation would strengthen democratic oversight, national consensus and institutional accountability, while providing elected representatives an opportunity to interact directly with frontier communities, Army and security personnel, and local civil and administrative authorities, as well as assess strategic infrastructure and the prevailing ground situation.
“If there has been no change in the ground situation, the verified facts should be placed before the nation. If there are concerns regarding any attempt to alter the ground situation or undertake activities contrary to established arrangements, the people of India deserve to know the facts and the steps being taken.”
Shri Siram emphasised that any such visit should be guided by national interest, factual verification and democratic responsibility, rather than partisan considerations.
APCC DEMANDS ADEQUATE LOGISTICAL SUPPORT, EQUIPMENT AND MANPOWER FOR FRONTIER FORCES
The APCC President expressed his deep appreciation for the courage, dedication and patriotism of the Indian Armed Forces deployed in some of the country’s most challenging frontier areas.
Acknowledging the difficult terrain, extreme weather conditions and logistical challenges faced by personnel stationed in remote frontier sectors, he urged the Government of India and the Ministry of Defence to ensure adequate and uninterrupted supplies, equipment, communication facilities, accommodation, medical support and manpower.
“The men and women guarding India’s most difficult frontiers must never face shortages of essential supplies, equipment, communication facilities or manpower. The logistical requirements of our frontier forces must receive the highest priority.”
He said that while the nation salutes the dedication of its soldiers, it also has a responsibility to ensure that personnel deployed at remote frontier posts are provided with every necessary facility to perform their duties effectively and safely.
APCC DEMANDS FRONTIER DEVELOPMENT AS AN ESSENTIAL COMPONENT OF NATIONAL SECURITY
Shri Siram emphasised that development in strategically sensitive frontier areas should not be viewed merely as routine administrative expenditure. Strong civilian infrastructure is an essential component of national security, national integration and the long-term stability of frontier communities.
He called for urgent, time-bound and coordinated action by the Government of India and the Government of Arunachal Pradesh to strengthen:
All-weather strategic roads, bridges and surface connectivity;
Reliable mobile, telecommunications and internet services;
Uninterrupted electricity and digital connectivity;
Adequate healthcare and emergency medical facilities;
Schools and educational infrastructure;
Safe drinking water and sanitation;
Reliable supplies of essential commodities and food;
Emergency evacuation and public transport facilities;
Civil and administrative infrastructure;
Adequate manpower and essential personnel; and
Sustainable livelihood and economic programmes to ensure that frontier villages remain vibrant, secure and permanently inhabited.
“A road to a frontier village is not merely a road. A mobile tower is not merely a communication facility. A school, hospital and electricity supply are not merely welfare measures. In a strategically sensitive frontier, they are also instruments of national security and national integration.”
APCC DEMANDS CREATION OF AN ARUNACHAL REGIMENT TO STRENGTHEN FRONTIER SECURITY
The APCC President called for serious consideration by the Government of India for the creation of a dedicated Arunachal Regiment to strengthen the defence and security of Arunachal Pradesh’s strategically sensitive frontier.
Shri Siram said that personnel for such a regiment should, preferably and subject to applicable recruitment policies and defence requirements, be drawn substantially from the indigenous tribal youth of Arunachal Pradesh, who possess intimate knowledge of the State’s challenging terrain, geography, climate and local conditions.
He said the indigenous youth of Arunachal Pradesh are energetic, disciplined, hardworking, resilient and deeply committed to the defence of their land and the nation, and that their local knowledge and familiarity with the frontier environment could be a valuable strategic asset.
“The sons and daughters of Arunachal Pradesh know the mountains, valleys, rivers, forests and frontier terrain like no one else. Their patriotism, resilience and intimate knowledge of the land can become a powerful strength in safeguarding India’s eastern frontier.”
The APCC stressed that the proposal should be examined in consultation with the appropriate defence authorities and in accordance with the constitutional, legal and institutional framework governing recruitment into the Armed Forces.
APCC CALLS FOR VERIFIED AND AUTHORITATIVE INFORMATION ON FRONTIER DEVELOPMENTS
Shri Siram urged the concerned authorities to place verified and authoritative information before the people regarding reports and concerns relating to PLA activity, alleged encroachment or other developments in and around the Taksing sector.
He reiterated that Arunachal Pradesh is an integral part of India and that India’s sovereignty, territorial integrity and established position concerning the McMahon Line remain non-negotiable.
“No force should be permitted to unilaterally alter the ground situation through coercion, intimidation or a fait accompli. India must remain vigilant, firm and fully committed to protecting its territorial integrity.”
He affirmed that the people of Arunachal Pradesh will continue to stand firmly with the Indian Union and the Indian Armed Forces in safeguarding the country’s sovereignty and territorial integrity.
FRONTIER PEOPLE ARE AN INTEGRAL PART OF INDIA’S SECURITY ARCHITECTURE
Shri Siram emphasised that frontier communities are not merely beneficiaries of development programmes but are an indispensable part of India’s frontier security architecture.
“The people of Taksing are not living at the periphery of India. They are living at the frontline of India. If the nation expects them to stand firm on the frontier, the nation must stand firmly behind them.”
He appealed to the people of Taksing and other frontier areas to remain calm, vigilant and united, assuring them that the APCC would continue to raise their concerns before the State Government, Government of India and Parliament.
“When our soldiers stand guard at the frontier, the people living behind them must never feel forgotten by the nation. Their security, dignity, connectivity and development must be treated as matters of national priority.”
DEMAND FOR TRANSPARENCY, VIGILANCE AND NATIONAL UNITY
Concluding his four-day visit, Shri Bosiram Siram reiterated that the demand for a Joint All-Party Parliamentary Delegation is rooted in national interest, democratic accountability and the responsibility of elected representatives to understand conditions in strategically important parts of the country.
“Let the representatives of the people come to Taksing. Let them see the ground reality. Let them meet our frontier people and our security personnel. Let the verified facts be placed before the nation.”
He concluded:
“On matters concerning India’s territory, there can be no complacency or ambiguity. There must be vigilance, transparency, accountability and an unwavering commitment to India’s sovereignty and territorial integrity.”
