STRENGTHENING TRIBAL RIGHTS: ASBAC SUBMITS LANDMARK ROADMAP FOR FAIR & FRAUD-PROOF APST RE-VERIFICATION

In a major stride toward safeguarding the constitutional rights and cultural identity of the indigenous people of Arunachal Pradesh, the Arunachal ST Bachao Andolan Committee (ASBAC) has formally submitted its comprehensive recommendations and proposed replacement rules to the High-Powered Committee (HPC) under the Department of Social Justice, Empowerment & Tribal Affairs (SJETA).
The detailed submission signed by key ASBAC HPC members presents a visionary, evidence-based, and practical roadmap for statewide re-verification of Arunachal Pradesh Scheduled Tribe (APST) certificates.
Grounded in the foundational principle that "no genuine eligible person shall be unnecessarily denied, and no ineligible person shall obtain an APST Certificate," the proposal strikes a crucial balance between decisive action against illegal issuance and absolute protection for genuine tribal families.
A Balanced, Risk-Based Statewide Re-Verification Roadmap
Refusing to accept blanket cancellations or chaotic, indiscriminate paperwork that burdens legitimate citizens, ASBAC has outlined a structured 5-Phase, 3-Tier Verification Framework spanning 18 months in total.
Three-Tier Architecture:
Fact-finding begins at the local level; (Level 1: Gaon Burahs, CBO representatives, local officials), moves to rigorous district verification (Level 2: Circle/SDO/ADC/DC committees), and reserves State-level scrutiny (Level 3) strictly for complex, cross-state, or disputed cases.
As per the recommendations, Rather than treating every certificate holder with suspicion, cases will be objectively categorized into three distinct streams:
Green (Routine): Traceable records with consistent lineage will undergo fast-track digital confirmation without unnecessary personal appearances.
Amber (Additional Verification): Cases with missing historic records, unclear genealogy, or local objections will undergo targeted field inquiries.
Red (Enhanced Scrutiny): Indications of forgery, false genealogy, or multiple state certificates will be referred directly for formal legal investigation and State Scrutiny.
The ASBAC delegation presented a complete draft to overhaul and strengthen the Arunachal Pradesh Scheduled Tribe Certificate Issuance Guidelines, 2022, introducing key reforms to ensure transparency, digital integrity, and individual administrative accountability:
Strict Paternal Lineage & Foundational Verification: The proposal mandates that a relative’s APST certificate cannot serve as automatic proof of entitlement. The underlying chain of relationship—from applicant to father and paternal ancestors—must be independently verified from foundational official records.
Next-Gen Digital Portal & Unique APST ID: Every citizen will be assigned a permanent, unique APST ID linked to a secure, QR-coded certificate. A strict "Two-Person Rule" and complete, non-deletable digital audit trails will track every creation, approval, correction, or cancellation.
Separation of Powers & Individual Accountability: To prevent conflict of interest, officers who recommend a certificate cannot be the sole reviewers or issuing authorities. Every member of the Recommending and Verification Committees must sign a formal Responsibility Declaration, distinguishing honest administrative errors from deliberate facilitation or fraud.
Pragmatic Approach to Biological Testing: Responding to recent public debates, the submission explicitly recommends that DNA testing should NOT be a routine requirement. DNA testing is restricted solely to genuine, unresolved biological parentage disputes where regular documentary evidence is insufficient.
One-Time Voluntary Surrender: Supporting the Department’s initiative, ASBAC endorsed a one-time window for individuals who obtained certificates fraudulently to voluntarily surrender them before detection, preventing further misuse while maintaining statutory legal compliance.
