DM Declares APIYO’s 24-Hour Bandh Call Illegal, Orders Immediate Withdrawal

Itanagar, June 4: In a significant development, the District Magistrate of Capital Region, Itanagar, Toko Babu, has declared the proposed 24-hour bandh called by the Arunachal Pradesh Indigenous Youth Organization (APIYO) as illegal and unlawful, directing the organization to immediately withdraw the agitation.

The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), came after APIYO President Taro Sonam Liyak announced a 24-hour bandh in the Itanagar Capital Region from 5:00 AM on June 5 to 5:00 AM on June 6 over issues related to alleged illegal immigrants and illegal mosques.

The District Magistrate noted that the Assistant Commissioner-cum-Executive Magistrate, Itanagar, had already issued sealing notices to illegal mosques/Jama Masjids in the capital region on May 28, indicating that administrative action on the matter was already underway.

Citing the Supreme Court judgment in CPI (M) vs Bharat Kumar and Others (1997), the order stated that bandh calls by political parties, organizations, associations, groups, or individuals are unconstitutional and illegal. The administration further observed that such shutdowns adversely affect daily wage earners, patients, businesses, and the general public, besides posing a threat to law and order.

The order emphasized that coercive bandh calls infringe upon citizens' fundamental right to livelihood under Article 21 of the Constitution and recalled previous instances where bandh-related activities in the capital region had resulted in economic losses and disturbances to public order.

Accordingly, the District Magistrate directed APIYO President Taro Sonam Liyak to refrain from enforcing the proposed bandh and to call it off immediately.
