# Nepotism, family connections culls jobs and hopes

ITANAGAR: While 2065 candidates are hoping to fill three posts of joint block development officer (BDO) in the rural development department through competition, nepotism has already purged their chances of getting recruited.
On July 13 the department had issued an advertisement for three posts of joint BDO but documents gathered through the RTI Act indicates that there are in fact, five vacant posts.
As per the documents, one Riken Nyodu, currently posted as joint BDO at Tuting CD Block under Upper Siang district was directly appointed against the gazetted post on officiating basis on February 4, 2014- a vacancy which was never advertised.
“The above direct recruitment is made against the vacancies available in the share/quota of assistant (Rural Development department), but adjustable against the future vacancy in direct recruitment quota,” reads the appointment order signed by the then under secretary (RD) H Khoda.
The said quota under which Nyodu was appointed was a promotional quota for assistant to RD and is meant for the in service staffs only. However, during the period Nyodu was recruited, he was not even an employee of the department. Moreover, the 2004 Recruitment Rule was cancelled in vide order number CD-162/89(E) dated October 3, 2005 after new recruitment rules were framed.
Rural Development joint director, Kampu Dolo, disclosed that he as the president of All Arunachal Pradesh RD Department Employees Association on several occasions also demanded the then commissioner (RD) to cancel Nyodu’s illegal appointment. However, no action has been taken so far.
Dolo had earlier written to the commissioner RD on May 31 and July 1, 2016 alleging that the department superintendent Karmik Nyodu, who happens to be Riken Nyodu’s mother, had manipulated the authorities for her son’s appointment.
Interestingly, a writ petition was also reportedly filed against the illegal appointment by one Mongfa Flago (Bengia) but was later withdrawn for some unknown reasons.
Additionally, the fifth post of joint BDO at Palin CD Block under Kurung Kumey district is being held by one Gumku Tako, who was appointed on December 20, 2012 on officiating basis.
His appointment as joint BDO of RD department also raises questions since Tako was the Economic Investigator (Jr) at District Rural Development Agency (DRDA) Yupia at the time he was appointed. Tako was reportedly appointed as joint BDO as per the recruitment rule 2004 because the DRDA does not have its own recruitment rules.
Dolo stated that if Tako and Nyodu appointments are cancelled, then there should be five vacant posts for joint BDOs.
