AAPWWS Demands Halt to 'Non-Statutory' Schemes by Building & Construction Board; Threatens Legal Action, PIL within 40 Days

​The All Arunachal Pradesh Workers Welfare Society (AAPWWS) has formally submitted a representation to the Chief Secretary of Arunachal Pradesh, demanding the immediate discontinuation and prohibition of "non-statutory schemes" implemented by the Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB).

​Citing data obtained through a Right to Information (RTI) application, the Society has alleged severe financial irregularities, disproportionate spending, and a diversion of labour welfare cess funds away from long-term social security benefits. The AAPWWS has issued a strict 40-day ultimatum to the state government, warning of a formal complaint to the Anti-Corruption Bureau (ACB) and the filing of a Public Interest Litigation (PIL) before the High Court or Supreme Court if corrective actions are not initiated by July 18, 2026.
​Allegations of Fund Diversion and 'Fabricated' Vouchers
​According to records furnished by the Board on March 16, 2026, in response to an RTI application dated November 18, 2025, several crores of rupees collected under the 1% Labour Welfare Cess are allegedly being spent on distributing household and personal items. These include blankets, mosquito nets, umbrellas, toilet sets, dinner sets, alongside funding "Mega medical camps" and "Mega awareness campaigns."

​The representation highlights specific expenditures incurred under non-statutory activities:

​Awareness Campaigns (FY 2024-25): ₹6,06,97,001/-
​Awareness Campaigns (FY 2025-26): ₹2,19,27,250/-
​Medical Health Camps (FY 2024-25): ₹6,92,94,600/-

​The AAPWWS strongly stated that upon careful examination of the supporting documents, serious concerns have arisen regarding the authenticity of expenditure claims.
​"There are allegations that a number of cash memos and vouchers submitted in support of such expenditures appear doubtful, fabricated, or otherwise unverifiable," the Society stated in its letter.
​Furthermore, the Society alleged that certain awareness programmes and camps were reportedly organized through or in association with union leaders or other unauthorized persons, raising questions regarding transparency and compliance.
​Demand for Statutory Rights and Digital Governance
​The AAPWWS argued that such distributive schemes do not form part of the statutory welfare framework envisaged under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Society maintained that the cess fund should instead be strictly utilized for direct, long-term welfare benefits contemplated under the Act, including:

​Maternity Benefits and Family Pensions
​Housing Assistance and Disability Pensions
​Financial Assistance for Education, Marriage, and Purchase of Tools
​Accident and death compensation, skill development, and vocational training
​While clarifying that they are not entirely opposed to health camps, the AAPWWS insisted they must be localized and organized specifically for registered beneficiaries at construction sites and worker-concentrated areas, rather than spending crores on "Mega camps" requiring detailed scrutiny.
​To check repetitive and excessive spending, the Society urged the Board to replace physical campaigns with modern, cost-effective digital governance. They have requested the introduction of a comprehensive mobile application and digital system for worker registration, renewals, benefit tracking, and grievance redressal to enhance transparency and accessibility.

​Stricter Supervision and Audit Requested
​The representation—signed by Shri Karbia Sonam Tara (Secretary General), Shri Kamku Sono Diyw (Vice-President, W/Z), and Shri Khya Racho Pao (Secretary, Media Cell)—has called upon the Chief Secretary's office to:

​Order a detailed inquiry and conduct a special financial and performance audit of cess fund utilization for the previous financial years.
​Place the functioning and administration of the Welfare Board under stricter supervision and monitoring by the Labour and Employment Department.
​Direct the Board to immediately halt the procurement and distribution of non-statutory items.

​Copies of the representation have been forwarded to high-level offices for information and necessary action, including the Governor of Arunachal Pradesh, the Chief Minister, the Deputy Chief Minister, the Minister for Labour & Employment, the Registrar of the Supreme Court of India, and the Labour Commissioner.

​The AAPWWS concluded that this representation serves as a final request for immediate corrective action to safeguard the rights and funds intended exclusively for the welfare of registered construction workers across the state.

IFCSAP Calls for Timely Notification of APFRA Rules After Submission of High-Power Committee Report

Itanagar, June 8: The Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) has urged the State Government to promptly notify the rules under the Arunachal Pradesh Freedom of Religion Act, 1978 (APFRA), following the submission of the High-Power Committee’s report to the government.

In a press statement issued on Monday, IFCSAP confirmed that the committee report concerning the framing and implementation of rules under APFRA has been officially submitted to the Government of Arunachal Pradesh. The organisation expressed appreciation to both the State Government and the committee for conducting extensive consultations with stakeholders in what it described as a “democratic, transparent and participatory process.”

The society stated that with the consultative process now completed, the government is expected to examine the recommendations and notify the rules within a reasonable timeframe in accordance with legal and constitutional obligations. It further urged the authorities to act expeditiously, while ensuring compliance with the directives of the Gauhati High Court.
IFCSAP also said it would continue to monitor the progress of implementation and may pursue legal remedies if necessary to ensure proper enforcement of the court’s mandate and statutory framework.

On the contentious issue surrounding the legislation, the organisation clarified that the question of repealing the APFRA Act was not within the mandate of the High-Power Committee. It stated that any demand for repeal would need to be pursued through appropriate constitutional, legislative or judicial processes.

Reiterating its position, IFCSAP emphasised that the committee was limited to examining implementation mechanisms and drafting rules, not the validity of the parent law itself.

The society also rejected what it described as “misleading perceptions” that the framing of rules targets any particular religion or community, asserting that the process is a statutory requirement aimed at effective implementation of an existing law passed by the legislature.

It further stated that once notified, the rules would be a public document designed to ensure transparency and accountability. IFCSAP added that such rules are not permanent and may be amended or refined by the government depending on public interest and changing circumstances.

Warning against attempts to delay or obstruct the notification process, the organisation said that democratic consultation should operate through constitutional and legal processes rather than public pressure or confrontation.

In its concluding remarks, IFCSAP reiterated its commitment to constitutional values, indigenous rights, religious freedom, and peaceful coexistence among communities in Arunachal Pradesh.

Tragic Accident in Arunachal: Car Hit by Train at Railway Crossing in Tojo Village, Lower Siang; Two Lives Claimed

Tojo Vill, June 5 -- A tragic accident occurred near Tojo Village in Lower Siang district when a car was hit by a train while attempting to cross a railway track at a local crossing, resulting in the death of two Arunachal residents.

According to local reports, the vehicle was crossing the railway track when it was struck by an approaching train. The impact of the collision was severe, and the train reportedly dragged the car for a considerable distance before coming to a halt, causing extensive damage to the vehicle.

The deceased have been identified as Rupa Riba, a mother of five children and wife of Minkar Riba of Tojo Village, died on the spot due to the impact of the collision.

The driver, Rie Riba of Dari Village, Leparada district, was critically injured in the accident. He was reportedly being rushed towards Dibrugarh for advanced medical treatment but succumbed to his injuries on the way.

Following the tragic incident, local residents have raised serious concerns over the lack of proper safety infrastructure at the railway crossing. They have urged authorities to install a proper level crossing gate or safety barrier in the area to prevent such fatal accidents in the future.

The incident has once again highlighted the risks faced by commuters at unmanned or poorly regulated railway crossings in remote regions.
Authorities are expected to investigate the matter and assess necessary safety measures in the area.

ACF Gives Arunachal Govt 15-Day Ultimatum, Threatens Statewide Bandh Over APFRA Rules

ITANAGAR, JUN 3: The Arunachal Christian Forum (ACF) has issued a 15-day ultimatum to the Government of Arunachal Pradesh, demanding an immediate halt to the process of framing and notifying rules under the Arunachal Pradesh Freedom of Religion Act (APFRA), 1978. The forum warned that failure to address its demands within the stipulated period could lead to democratic protests, including mass rallies and a statewide bandh.

In a memorandum submitted to Chief Minister Pema Khandu, the ACF expressed strong opposition to the ongoing move to operationalize the decades-old legislation through the formulation of rules. The forum said the Christian community in the state is deeply concerned that implementation of the Act could have far-reaching implications for constitutional rights, religious freedom, social harmony and peaceful coexistence among communities.

The ACF alleged that recent actions of the High-Powered Committee (HPC) concerning APFRA-1978 were being carried out in undue haste, creating widespread apprehension and resentment among significant sections of the population. The organization further claimed that despite repeated appeals from religious bodies, organizations and citizens, the government appeared determined to proceed without adequate consultation with stakeholders.

Stressing the need for broader dialogue, the forum said any decision affecting religious freedom and community relations should be taken only after comprehensive consultations involving all concerned groups. It warned that moving ahead without consensus could lead to avoidable tension and unrest in the state.

The ACF has placed three key demands before the government: immediate suspension of the process of framing and notifying rules under APFRA-1978; no notification, implementation or enforcement of the proposed rules; and a public declaration halting the process while initiating comprehensive consultations on the repeal of the Act with all affected stakeholders.

The forum has sought a formal response from the government within 15 days of receiving the memorandum. It cautioned that failure to comply may compel it to launch democratic protest measures, including protest rallies and a statewide bandh.

Maintaining that its stand is aimed at protecting fundamental rights and preserving communal harmony, the ACF said its ultimatum was issued in the interest of safeguarding the rights and interests of the Christian community in Arunachal Pradesh.
The memorandum was signed by ACF President James Techi Tara, Secretary General Yomrik Lombi and Senior Vice-President Nabam Niba Hina. Copies were also forwarded to the Governor of Arunachal Pradesh, the Chief Secretary and various media organizations.

The development is expected to intensify the ongoing debate surrounding the Arunachal Pradesh Freedom of Religion Act, 1978, a legislation that has remained a subject of discussion and controversy in the state for decades. Government officials have yet to issue a public response to the forum's demands.

NAHARLAGUN, June 1: In a move aimed at promoting indigenous craftsmanship and creating livelihood opportunities, the Neli-Nengo Multipurpose Cooperative Society Ltd. (NNMPCS) has invited Galo artisans, handloom weavers, self-help groups, and traditional handicraft makers to participate in a community-based marketing initiative in Naharlagun.

According to an invitation issued by the cooperative society on Sunday, interested artisans from the Galo community are being encouraged to display and sell their traditional handmade products through the NNMPCS Shop located in Naharlagun.
The initiative, themed “Empowering Galo Artisans Through Tradition, Skill & Inclusive Growth,” seeks to provide a common platform where artisans can showcase their skills, access wider markets, and improve their livelihood prospects. The society stated that the programme is intended to strengthen inclusivity, preserve traditional heritage, and support sustainable economic activities among rural artisans.

Under the initiative, participants may submit a range of traditional products, including Galo handloom items, shawls, woven garments, bamboo and cane handicrafts, traditional ornaments, decorative pieces, household utility products, and other indigenous crafts approved by the committee.
The society said the effort aligns with the growing emphasis on promoting Arunachal Pradesh’s handloom and handicraft sector through improved market access, skill development, and community participation. Recent state-level initiatives have similarly focused on strengthening branding, marketing opportunities, and livelihood support for artisans across the state.

Traditional Galo crafts and weaving practices remain an important part of the community’s cultural identity and heritage, with various platforms and events in recent years highlighting the need to preserve and promote indigenous knowledge systems and artisan-led enterprises.

NNMPCS has invited skilled artisans and individuals engaged in the preparation of traditional handmade products to participate actively in the programme. Interested participants have been asked to submit their entries on or before July 2, 2026.
