In today's bipartite talks between IBA and UFBU,
IBA made an offer of 15% increase in payslip cost towards wage revision. We could not agree to this and urged iba to improve their offer.

XII BIPARTITE SETTLEMENT
*Core Group (Workmen) Meeting*

On Wednesday 25 October 2023 at Committee Room of IBA, World Trade Center, Cuffe Parade, Mumbai 400005 Chairman of Core Group (Workmen) of Negotiating Committee Shri Rajneesh Karnatak, MD & CEO of BOI had Meeting of Core Group with the representatives of constituent Workmen Unions for further discussion on the 'Charter of Demands'.

The undersigned personally attended the Meeting.

The Discussions :
1) Stagnation Increments-
On Union demand of additional Stagnation Increments upto retirement responded to revert back. It's fate is subject to overall cost.

Stagnation Increments to be given on reversion after one year. IBA will discuss it with Officer Committee and will come back.

2) Revision of Speial Pay-
Special Pay to be revised in same proportion in which basics will be raised. Since it involves financial outlay, this demand will be taken up later.

3) Merger of SWO A & B-
IBA's intention is to enhance passing powers, by merging both categories a new designation will be introduced in place of SWO A & B.

4) On demand of Sub Staff to be designated as daftary, IBA responded as under.
All sub staff designations will be merged and a new designation like Attendant may be introduced for all sub staff.

5) On demand of Increase in quantum of Special Pay with additional duties and responsibilities in each post, discussion took place.

6) Revision of Graduation Pay/ PQP/ FPP on the same lines as on case of Basic Pay was discussed.

7) Introduction of Incentive for passing "Professional Banker" Exam of Institute of Bankers - suggestions invited by IBA. This issue will be discussed further.

8) Additional Increments to Sub staff for acquiring graduation, was discussed.

9) Officiating Pay : Restriction of minimum 7 days for claiming Officiating Allowance to be removed was demand. IBA may agree for minimum 4 days fir claiming Officiating Allowance.

10) IBA has asked Unions to suggest simple formula for Computation of Officiating Pay.

11) Various Demands by Unions on improvement in HRA will be taken up later - subject to availability of funds.

12) Following two Demands by Unions were *rejected* by IBA :
a) HRA on Rent receipt basis upto 150% of normal entitlement.
b) Facility of leased accommodation to be made available to all clerical staff.

13) The demand for HRA at 150% payable on transfer to another station on declaration basis is taken positively by IBA. The suggestion may be accepted.

14) Transport Allowance :
IBA *rejected* following two Demands.
a) Reimbursement of cost of Petrol for those who own vehicles.
b) In case of e- vehicles, cost of charging batteries to be reimbursed.

IBA agreed to consider enhancement in present Transport Allowance.

For Transport Allowance to be paid to Physically Challenged/ differently abled employees as applicable to Govt employees- IBA agreed to seek concurrence of DFS.

15) IBA appeared positive on Reimbursement for periodical eye check up for employees due to constant exposure to computers. Amount and periodicity of such check ups will be finalised in due course.

16) There was discussion on Leave Bank. IBA agreed for creation of Leave Bank. It may be utilised for those having serious medical issues.

17) OVERTIME :
For devising Formula and eligible Wage components for calculation of overtime wages the matter is referred to Sub- Committee.

18) Unions' demand on Disciplinary Action Procedures are referred to Sub - Committee.

XII BIPARTITE SETTLEMENT
*Core Group (Officers) Meeting*

Chairman of Core Group (Officers) Committee Shri Om Prakash Mishra, DMD - HR & CDO - SBI held Meeting of the Group with the representatives of Officers' Associations for further discussion on the Charter of Demands at Committee Room of IBA, World Trade Center, Cuffe Parade, Mumbai - 400 005.

The Meeting took place on Wednesday 25 October, 2023.

The Discussions :
÷÷÷÷÷÷÷÷÷÷÷÷÷÷
1) Demand for all existing Stagnation Increments upto scale V should be converted to regular Increments after one year from reaching max of the scales. With it removing present anomaly in Fitment on Promotion. IBA could not consider it favourably to encourage career building and promotions. However, depending on cost factor, IBA may revisit this demand.

2) Demand for Merger of present 8 scales to be reduced into two scales was rejected by IBA.

3) In line with the provisions of Award staff, Officers should also be given one Increment for passing JAIIB and *two Increments for passing CAIIB* was agreed for consideration by IBA.

4) Demand for de- freezing FPP was dropped due to it's effect on cost.

5) PQP : Instead of consolidated amount demand was put for 1 & 2 Increments respectively for JAIIB and CAIIB passing. IBA showed positive signal.

6) IBA has not agreed for Introduction of self lease for Officers.

7) Closing Allowance to be enhanced and paid quarterly - thus demand will be discussed further. IBA may consider quarterly closing allowance of ₹ 1500.

8) Areas declared as SEZ/ NEZ/ EPZ - the branches coming under these areas should be treated on par with Metro Centres for all Allowances and perquisites. IBA is studying this demand.

9) IBA has agreed in principle - introducing incentive for Rural and other sensitive/ difficult areas.

10) On Officer's demand for removal of restrictions of minimum of 7 days for Officiating in higher grade and rationalised formula for Computation of Officiating Allowance, IBA has asked Associations to suggest formula.

11) For various Demands of improvements in Leave Rules, IBA has formed a separate Sub Committee on Leave matters.

12) IBA may consider following Demands with logical conditions :
a. Revision of Conveyance allowance to special employees.
b. FULL Pension to Physically Challenged employees at 50% of pay irrespective of service rendered.
c. Visually impaired employees should be permitted an es**rt for availing LFC. The entitlement of es**rt will be same as the employee (like in RBI)

13) WOMEN :
Demand for special provision for Women employees with regard to placement and Postings, creche facility as per Govt guidelines/ reimbursement of Fertility Treatment and additional Leave/ flexible timings/ work from home, children Leave as applicable in Central government.

IBA has informed that Govt Advisory is already issued.

14) IBA agreed to take up the demand for Appointment on Compassinate grounds to be completed within six month period.

15) IBA will ask DFS to examine guidelines for implemention in all Banks- Fitment Formula for Ex Servicemen.

16) Compensation for late sitting. Banks will be asked to submit data. Unions are asked to submit suggestions.

17) Unions' demand for payment of lumpsum amount on transfer may be considered favourably.

𝙀𝙭𝙥𝙚𝙘𝙩𝙚𝙙 𝘽𝙖𝙣𝙠 𝘿𝘼 𝙛𝙧𝙤𝙢 𝙉𝙤𝙫𝙚𝙢𝙗𝙚𝙧, 2023 :

Expected DA Calculation updated today on 29.09.23 on the basis of CPI for the month of Jul.'23 & Aug.'23 with the assumptions of CPI for the month of Sep.'23 as mentioned hereunder.
The CPI for the month of Aug.'23 announced today as 139.20 points surprisingly decreased by 0.50 points from 139.70 points in July, 2023.

1. On assumptions if there is an increase of 0.50 points in the month of Sep.'23, on this assumption, we may expect there would be an increase of 73 slabs and the total tentatively revised DA slabs would be 705 from Nov.'23 in terms of 11th BPS.

2. On assumptions if there is no increase of CPI in the month of Sep.'23, we may expect there would be an increase of 70 slabs and the total tentatively revised DA slabs would be 702 from Nov.'23 in terms of 11th BPS.

3. On assumptions if there is a decrease of 0.50 points in the month of Sep.'23, we may expect there would be an increase of 67 slabs and the total tentatively revised DA slabs would be 699 from Nov.'23 in terms of 11th BPS.
