ARMY PUBLIC SCHOOL DAMANA ORGANIZES FIVE-DAY CAPACITY BUILDING PROGRAMME FOR EDUCATORS UNDER THE THEME “INNOVATION AND INCLUSION”

Army Public School Damana successfully organized a five-day Capacity Building Programme for educators from 28 May 2026 to 3 June 2026 under the theme “Innovation and Inclusion.” The programme aimed at enhancing professional competencies, fostering innovative teaching practices and promoting inclusive education.
The programme was inaugurated by the Principal, Mrs. Pushpinder Kaur, who highlighted the significance of continuous professional development in line with CBSE guidelines. She emphasized the importance of adopting innovative pedagogical approaches, maintaining high standards of work ethics, ensuring safety and security, and creating happy class rooms that nurture students' academic growth as well as their emotional well-being.
Each day of the programme commenced with a rejuvenating session of Yoga and Meditation, reinforcing the belief that a healthy mind resides in a healthy body.
The workshop featured a series of enriching sessions led by distinguished resource persons from diverse domains, offering educators practical insights and fresh perspectives. Dr. Neha Rajput, a renowned gynecologist, conducted a ground breaking and eye-opening session on menstrual health and hygiene, sensitizing teachers on the importance of well-being and creating supportive classroom environments. Ms. Nisha Pandita, Programme Officer - NDF, led an informative and empowering session on POCSO Act 2012, enhancing teachers’ awareness on child protection laws and their responsibility in safe guarding students. Dietician Manmeet Kour and Ms. Akriti, Physiotherapist from VLCC delivered a practical and holistic session on wellness through balanced nutrition, mindful lifestyle choices, and self-care practices for educators and students alike. Dr. Poonam Tandon conducted a thought-provoking and hands-on practice session on Designing Competency-Based Assessments, equipping teachers with strategies to evaluate skills beyond rote learning. The workshop culminated with an empathetic and transformative session by Dr. Devedika a specialist from CRC, who shared actionable strategies for early identification and intervention of learning differences, thereby strengthening inclusive education practices across the school.
The Programme also catered to a series of in house professional development sessions where the school faculty led deliberations on key educational priorities including Kaushal Bodh and Skills Enhancement, Digi campus, Best Practices in Language Learning, Strengthening Reading and Writing Skills, and Innovative Library practices. Sessions aligned with NEP 2020 covered FLN with Values, Mathematics Beyond Numbers, Computational Thinking and AI, and strengthening conceptual understanding at middle and secondary levels. Teachers also engaged with themes of Integrating Heritage, Culture and Values in Social Science, Core Values and Ethics for Building Strong Foundations, Holistic Development through Curriculum Transaction at the Preparatory Level, and Innovative Landscaper approaches. The initiative further included practical components such as the Parenting Calendar and Student Safety and First Aid training conducted by Paramedics Ms Kajal, reinforcing the school’s commitment to teacher empowerment, student well-being, and future-ready education.
The programme culminated on a highly positive note by the Principal of the school equipping educators with valuable knowledge, practical skills, and fresh perspectives to create more engaging, inclusive, and future-ready learning environment.

Cabinet approves Scheme for support to NCRPB for replacement of old trucks and buses in Delhi-NCR area

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved a landmark two-year scheme aimed at reducing air pollution in the Delhi–NCR region and promoting cleaner mobility. The scheme will be funded through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs (MoHUA) and implemented by the Ministry of Road Transport and Highways (MoRTH) and Ministry of Petroleum and Natural Gas (MoPNG). It will be implemented in collaboration with the participating States and Union Territories of Delhi, Haryana, Rajasthan, and Uttar Pradesh.

With a total financial outlay of Rs.9,585 crore, including Rs.5,041 crore from the Central Government and an estimated Rs.1,601 crore in tax concessions from the participating States, the scheme seeks to incentivize owners of trucks and buses registered in the Delhi–NCR region that comply with BS-IV or earlier emission norms to replace them with BS-VI or stricter emission-compliant vehicles, or electric vehicles (EVs). By accelerating the transition to cleaner transport technologies, the scheme is expected to significantly reduce vehicular emissions and contribute to improved air quality across the Delhi–NCR region.

Air pollution in the Delhi-NCR remains a severe public health challenge, particularly during winter months. As per the report on “Source Apportionment of Particulate Matter (PM 2.5 and PM 10) in the NCR” prepared by the Automotive Research Association of India (ARAI) and The Energy and Resources Institute (TERI), published in August 2018, the transport sector contributes 14% of PM 2.5, 40% of Carbon Monoxide (CO), and 63% of Nitrogen Oxide (NOx) emissions in the Delhi-NCR. Within the transport sector, trucks and buses account for 36% of PM 2.5 emissions with only 3% of the total fleet. It is estimated that a single Pre-BS heavy-duty vehicle emits as much as 14 BS-VI compliant vehicles. Even a BS-IV vehicle emits 2.7 times more than a BS-VI counterpart. Hence, the newer fleet is expected to reduce the vehicular pollution substantially.

The scheme will benefit approximately 2.07 lakh (1.91 lakh trucks and 16,329 buses) owners in Delhi-NCR (comprising Delhi, Haryana, Rajasthan, and Uttar Pradesh).

For BS‑III or older vehicles, scrapping at Registered Vehicle Scrapping Facilities is mandatory, while BS‑IV vehicles may either be scrapped or sold outside NCR in non‑NCAP cities / towns. Owners must then purchase and register a BS‑VI or stricter norms compliant or electric vehicle within NCR. However, In Delhi, Light Goods Vehicles purchased under the scheme must be electric, while buses must be BS‑VI CNG or electric only. Government vehicles are excluded from the scheme.

Benefits under the scheme:

The Centre will provide 5% interest subvention on loans for five years, monthly fuel vouchers worth up to Rs.4,800 depending on vehicle category, and lump‑sum benefits for EV purchases or Certificate of Deposit trading.

State governments will waive registration fees and grant up to 100% motor vehicle tax concessions for new vehicles and 50% for used vehicles for 10 years. State Government will also waive of pending liabilities on the old vehicles participating in the scheme.

Participating Auto OEMs will offer 8% discounts on ex‑showroom prices.

Implementation will be fully digital through an integrated portal, which will enable real‑time eligibility checks, automated interest subvention claims, monthly fuel voucher credits, and monitoring of pollution reduction outcomes. The benefits by central government will continue for 5 years from the date of registration of the new vehicle, ensuring sustained impact beyond the two‑year enrolment window.

The scheme will be monitored by an Empowered Committee, chaired by Cabinet Secretary with CEO, Niti Ayog, Secretaries of MoHUA, MoRT&H, MoPNG, DFS, Chief Secretaries of states in Delhi NCR as members, and Member Secretary of NCRPB being the member convenor. At the district level, District Collectors/ District Magistrates will be implementing and monitoring the scheme.

Cabinet approves Price Stabilization Fund for Scheduled Indian Airlines towards ATF pricing

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved one-time budgetary support not exceeding Rs.10,000 crore for Oil Marketing Companies (OMCs) to provide ATF price stabilisation support to Scheduled Indian Airlines for their domestic and international operations. The budgetary support shall be in the form of interest-free advances to OMCs through the Demands for Grants of the Ministry of Petroleum and Natural Gas. The support shall be provided to OMCs to facilitate stable ATF pricing for airlines during the ongoing period of exceptional fuel price volatility arising from the West Asia crisis.

Key component of the approved of Price Stabilization Fund:

(i) Interest-Free advance to OMCs

A one-time budgetary support of up to Rs.10,000 crore shall be provided as an interest-free advance to OMCs to support ATF price stabilisation for Scheduled Indian Airlines. The corpus shall compensate OMCs for losses arising from elevated international ATF prices whenever the prevailing Import Parity Price exceeds the benchmark price determined under the approved mechanism.

(ii) Recovery and True-Up Mechanism

When international ATF prices moderate, the differential amount shall be recovered from OMCs and returned to the Consolidated Fund of India. The arrangement shall continue until the entire support amount is fully recovered and settled.

(iii) Coverage of Domestic and International Operations

The scheme shall be available to all willing Scheduled Indian carriers for both domestic and international operations.

(iv) Fixed ATF Price Arrangement

The mechanism provides greater predictability in fuel costs by adopting a fixed-price arrangement for domestic and international operations, thereby reducing airline’s exposure to sudden fuel price spikes.

(v) Exclusive rights of ATF supply to OMCs

The arrangement will be implemented through an MoU between participating Indian airlines and OMCs, with the Ministry of Civil Aviation and the Ministry of Petroleum & Natural Gas as signatories. Under this one-time arrangement, participating airlines will procure ATF only from OMCs for up to three years, subject to annual review or until the advance amount is fully recovered, whichever is earlier.

(vi) Monitoring and Audit

A Monitoring Committee comprising representatives of the Ministry of Civil Aviation, Ministry of Petroleum & Natural Gas and Department of Expenditure shall oversee implementation, claim verification, reconciliation and settlement. All claims and recoveries shall be subject to audit.

(vii) Duration of Prise Stabilization support

ATF price stabilisation support will be in force for a period of thirty-six months with provision for annual review or until the advance amount is fully recovered/settled, whichever is earlier. The proposal may be extended beyond thirty-six months with the approval of the Competent Authority in case the corpus is not fully trued up within this period.

Expected outcome:

The proposed mechanism will provide enhanced stability and predictability in ATF pricing for Indian airlines, enabling better operational and financial planning.
It will shield Oil Marketing Companies (OMCs) from losses arising from volatile and elevated ATF prices during the ongoing West Asia crisis.
The measure will help protect and sustain domestic and international air connectivity, ensuring continuity of air services.
It will reduce the pass-through of fuel price shocks to passengers, thereby helping to moderate fare volatility.
The arrangement will support continued air connectivity to remote, regional, Tier-II and Tier-III cities, promoting balanced regional development and inclusive growth.
Key Benefits:

Stable airline operations help sustain employment across airlines, airports, ground handling agencies, MROs, travel agencies, hospitality and logistics sectors.
Continued air connectivity will facilitates movement of passengers, high-value cargo, business travellers and tourists, thereby supporting economic activity across sectors.
The measure will have positive spill-over effects on tourism, hospitality, trade, exports, regional development and investment.
It will help ensure optimum utilisation of airport infrastructure developed across the country, including airports operationalised under the UDAN scheme.
By preserving domestic and international connectivity, the initiative will strengthen India's integration with global markets and support long-term economic growth.
Background:

The aviation sector has been impacted by unprecedented volatility in global ATF prices following the West Asia crisis.

Due to the ongoing West Asia crisis, international ATF prices have surged nearly 2.5 times from Rs.60.50/ litre in March 2026 to Rs.142/litre in May 2026. ATF accounts for nearly 40% of an airline's operating cost. Therefore, this volatility in ATF prices has resulted in high cost pressure on airline financials.
ATF accounts for nearly 40% of airline operating costs and during periods of extreme fuel volatility, can constitute up to 60% of total operating expenditure.
While ATF price has been capped for domestic operations, Indian carriers continue to purchase ATF for international operations at Import Parity Prices (IPP), exposing them to elevated fuel costs.
However, the capping of ATF prices is a temporary measure and not sustainable in the long run for OMCs. Due to the capping of ATF prices, OMCs are also incurring losses particularly with volatile and surging ATF prices during the West Asia crisis.
Closure of Pakistan airspace for Indian carriers has resulted in longer flight paths to Europe, North America and Central Asia, increasing fuel burn and operational costs.
Long-haul passenger fares have increased substantially, international demand has declined and airlines have reduced or suspended services on several international routes.

Five Themes of Nation First Challenge to Anchor Youth Engagement Across 100 Border Villages

The Department of Youth Affairs, Ministry of Youth Affairs & Sports, through Mera Yuva Bharat (MY Bharat), commenced the first phase of the Viksit Vibrant Village Program (VVVP) 2026, a pioneering youth-led initiative aimed at strengthening grassroots engagement, fostering national integration, and promoting sustainable development in India's border villages. The programme, which will be implemented in two phases.

A total of 500 MY Bharat volunteers, selected through a nationwide online quiz competition that witnessed participation from over 3 lakh youth, have been chosen to take part in the programme. Volunteers representing all States and Union Territories are being deployed in two phases across identified border villages in Ladakh, Himachal Pradesh, and Uttarakhand. During Phase-I, 250 volunteers are participating in immersive engagements across 43 villages, while the remaining 250 volunteers will join Phase-II activities in 50 villages later this month.

The programme provides a unique opportunity for young citizens to reside in border villages and engage directly with local communities. Through interactions with village residents, Panchayati Raj Institutions, local administration, and security personnel, participants will gain firsthand exposure to the socio-economic realities, cultural heritage, developmental aspirations, and strategic significance of India's frontier regions.

The seven-day immersion programme has been structured around thematic areas including border awareness, cultural exchange, community living, governance, socio-economic assessment, village development planning, volunteerism, and national integration. Volunteers will undertake household surveys, participate in Gram Sabha activities, contribute to cleanliness and environmental campaigns, and assist in identifying developmental opportunities within villages.

A significant component of the programme is the promotion of the Nation First Challenge, a nationwide campaign encouraging responsible citizenship and sustainable lifestyle practices. MY Bharat volunteers will actively advocate five key themes of the campaign: adoption of Swadeshi products, healthy cooking practices, public transport usage and fuel conservation, promotion of natural farming, and vocal support for local tourism. Through community outreach and awareness activities, participants will encourage local communities to embrace these nation-centric and environmentally responsible practices.

The programme is being implemented in collaboration with the Ministry of Home Affairs and the Indo-Tibetan Border Police (ITBP) and is aligned with the vision of building a Viksit Bharat @2047 through active youth participation in nation-building initiatives.

Extensive preparations have been undertaken at national, state, and district levels to ensure the successful implementation of the programme. Coordination mechanisms involving MY Bharat, ITBP, State Governments, District Administrations, and local stakeholders have been established. Dedicated control rooms, nodal officers, village action plans, participant orientation sessions, and logistical arrangements have been put in place to facilitate smooth ex*****on.

The Viksit Vibrant Village Program 2026 reflects the Government of India's commitment to empowering young citizens as active partners in nation-building while strengthening the social, cultural, and developmental linkages between India's youth and its vibrant border villages.
