Raqeeq Ahmed Khan, Spokesperson Apni Party, Terms Tribal Sub Plan 2025–26 as Biased; Announces Agitation & Legal Action

MENDHAR, August 28: Raqeeq Ahmed Khan, Spokesperson of Apni Party, has strongly opposed the recently announced Tribal Sub Plan 2025–26, calling it totally biased and discriminatory against the Scheduled Tribe–2 (ST-2) category.

In a statement issued here, Khan alleged that the funds meant for ST-2 communities have been deliberately diverted to ST-1, thereby depriving ST-2 of its rightful share in development and welfare schemes.

He further expressed concern that the scholarships of ST-2 students have not been released for the last one month, which has badly affected poor and deserving students.

“This is a deliberate conspiracy against ST-2. First, their money has been shifted to ST-1, and now even their students are being punished by stopping scholarships. It exposes the government’s anti-tribal policy,” Khan said.

He criticized Tribal Affairs Minister Javid Rana for failing to safeguard the interests of the tribal community, accusing him of being directly responsible for this injustice. He also slammed Chief Minister Omar Abdullah’s government for endorsing such biased policies.

Khan announced that the Apni Party will launch an agitation against the Tribal Minister and the present government until the funds and scholarships of ST-2 are restored.

> “We will also move to court against those officers who deliberately diverted the funds of ST-2 to ST-1. Such officers must be held accountable before law,” Khan declared.

Appealing to the tribal leaders, youth, students, and civil society, Khan urged them to unite and support the movement to secure justice for the neglected ST-2 category.

Pahalgam attack: NIA says terrorists targeted Baisaran due to high tourist footfall, relative isolation

New Delhi, Aug 28: Terrorists chose the picturesque Baisaran meadow as the target for the dastardly attack in Jammu and Kashmir's Pahalgam due to its high tourists presence and relative isolation, the National Investigation Agency (NIA) said on Thursday.

"Three terrorists" were directly involved in the brutal terror attack in which 26 people were killed in cold blood on April 22, NIA officials said.

The target was also chosen considering the "response time" from the security agencies, said a spokesman for the NIA, which is probing the case.

The terrorists chose Baisaran as the target due to its "high tourist presence", "relative isolation" and after considering that the "response (from the security agencies) would take time", he said.

In the targeted attack, terrorists killed male tourists milling around eateries, taking pony rides or just picnicking with their families, including young children and parents, in the meadow near Pahalgam touted as 'Mini Switzerland' for its serene beauty.

The NIA in June arrested two men for harbouring the three Pakistan-based terrorists, who were killed by the armed forces late last month.

The arrested duo -- Parvaiz Ahmad Jothar from Batkote and Bashir Ahmad Jothar from Pahalgam -- disclosed the identities of the three assailants as Pakistani nationals affiliated to the proscribed outfit Lashkar-e-Taiba (LeT).

The two men provided food, shelter and logistical support to the terrorists, NIA officials had said.

The three LeT terrorists, who were killed in the July 28 encounter code-named Operation Mahadev on the outskirts of Srinagar, had been hiding in the Dachigam-Harwan forest belt since the attack, they said.

In response to the Pahalgam attack, the Indian armed forces on May 7 carried out precision strikes at terrorist hideouts in Pakistan and Pakistan-occupied Kashmir (PoK) under Operation Sindoor.

The operation targeted nine sites, including the headquarters and training centres of LeT and Jaish-e-Mohammed, from where terror attacks against India were planned and directed.–(PTI)
