DC meets injured children at District Hospital Poonch, sanctions Ex-Gratia Relief
POONCH, JULY 21: In a tragic incident today, a large rock rolled and fell on the building of Government Primary School (GPS) Kalssa, situated in Ward No. 4, Village Bhainch, Tehsil Haveli, District Poonch. The unfortunate incident resulted in the death of a young student and injuries to four other children.
The deceased has been identified as Ehsan Ali, aged 5 years, son of Mohd Razaq, resident of Kalsan Bhainch. The injured children have been identified as Mohammad Safeer, age 7, son of Mohammad Shareef, resident of Kalsan Bhainch, Bilal Farooq, age 8, son of Farooq Ahmed, resident of Bhainch, Aftab Ahmed, age 6, son of Idress Ahmed, resident of Bhainch, Tobia Kouser, age 7, daughter of Basharat Hussain, resident of Bhainch.
Immediately after receiving the information about the incident, Deputy Commissioner Vikas Kundal visited the Maharaja Sukhdev Singh District Hospital, where the injured children were being treated. The Deputy Commissioner met with the victims and their families and directed the medical team to provide the best possible treatment to ensure speedy recovery of the children.
As immediate relief, the Deputy Commissioner disbursed financial assistance under the Red Cross Fund, with ₹1,00,000 provided to the family of the deceased child and ₹50,000 each to the families of the injured children.
Additional District Development Commissioner, Additional Deputy Commissioner, ACR, Tehsildar Haveli and other senior district officers were also present at the hospital.
The Deputy Commissioner expressed deep grief over the tragic loss of life and extended heartfelt condolences to the bereaved family. He assured all possible assistance from the district administration.

CBSE mandates CCTV with real-time audio-visual monorming in schools to strengthen student safety

NEW DELHI: Central Board of Secondary Education (CBSE) has directed all schools under its affiliation to install high-definition CCTV cameras with real-time audio-visual monitoring, according to a circular released on Monday.

The directive, issued on Monday, mandates the installation of cameras in key areas of school premises - including classrooms, corridors, libraries, canteens, playgrounds, and entry/exit points.

Schools have been asked to ensure that the surveillance footage is preserved for at least 15 days and remains accessible for review by authorities if needed.

Surveillance coverage across campuses

The CBSE's latest guidelines require comprehensive CCTV coverage, excluding private spaces such as toilets and washrooms. Cameras must be installed at all high-traffic zones: stairwells, laboratories, storerooms, lobbies, and other common areas.

To ensure consistency and accountability, schools must maintain backup systems and perform regular checks on equipment functionality. The Board emphasised that failure to comply with these requirements could impact a school's affiliation status.

Aligned with national child safety norms
The directive draws from safety standards outlined in the Manual on Safety and Security of Children in Schools by the National Commission for Protection of Child Rights (NCPCR). The manual calls for schools to build secure environments that protect children from physical, emotional, and psychological harm.
A notable emphasis is placed on addressing emotional safety, particularly bullying, which the manual links to long-term mental health challenges such as chronic stress and reduced self-esteem. Through enhanced monitoring, CBSE hopes to foster not just physical safety but also a more emotionally secure school environment.
In its circular, CBSE underlined that ensuring student well-being is a shared responsibility among educators, staff, and school management. The integration of surveillance technology, it said, is intended not as a punitive tool but as a support system for safer, more cohesive campuses.

Srinagar, July 21 – A devastating fire broke out this evening in the Aramwari Zero Bridge area of Rajbagh, Srinagar, causing severe damage to several residential houses. Naima Sara, PDP Women's Wing District President Srinagar, has called on the local administration to provide urgent compensation and rehabilitation to the affected families.
The fire reportedly started at the residence of Ghulam Mohammad Dar, son of the late Habibullah Dar, and quickly spread to nearby homes. Locals have raised concerns about delays in the arrival of fire tenders, which may have contributed to the rapid spread of the flames. Fire and Emergency Services teams are actively working to control the blaze and prevent further destruction.
Expressing deep sympathy for the victims, Naima Sara stated, “The losses suffered by the families in Rajbagh are heartbreaking. It is imperative that the administration acts swiftly to provide financial aid, temporary shelter, and all necessary support to help these families rebuild their lives.” She has appealed directly to the Honorable Chief Minister of the UT of Jammu and Kashmir and the Lieutenant Governor’s administration to ensure immediate relief measures are put in place.
