With due respect, I would like to express my sincere appreciation for your kind attention and positive response regarding the long-pending demand of Seasonal Educational Volunteers (SEVs) in Jammu and Kashmir.

I am pleased to acknowledge that in the recent video message, you have shown a willingness to accept our request for extending the service period of seasonal teachers to nine months under Samagra Shiksha. This assurance brings renewed hope to thousands of dedicated volunteers working in the most remote and migration-affected regions of our Union Territory.

I remain hopeful that the Hon’ble Minister and the Education Department will take proactive steps to ensure continuous support services and formal engagement of Seasonal Educational Volunteers for at least nine months annually. This will not only benefit the teachers but will also secure the educational future of countless Out-of-School Children from tribal and nomadic communities.

ACB Files Chargesheet Against Former ZEO Tangdhar and Officials in β‚Ή8.3 Lakh Scholarship Scam

Srinagar, July 3: The Anti-Corruption Bureau (ACB) Kashmir has filed a chargesheet before the Hon’ble Court of Additional Special Judge Anti-Corruption, Baramulla against the former ZEO Tangdhar and three other officials for misappropriating β‚Ή8.3 lakh in scholarship funds meant for Pahari-speaking and Gujjar-Bakerwal students during 2010–2011.

The case originated from a verification by the then Vigilance Organization Kashmir (now ACB), following reports of fraudulent disbursement of scholarship funds in the Education Zone Tangdhar, District Kupwara. The investigation revealed that the accused officials dishonestly inflated student beneficiary lists to withdraw excess funds, which were then embezzled.

The accused have been identified as:

Mohammad Ashraf Bhat, then In-charge ZEO Tangdhar

Mohammad Ashraf Paswal, then Junior Assistant

Razia Bano, then Junior Assistant

Shafiqa Rafiq, then Zonal Gender Coordinator

According to the ACB, over 600 fictitious Pahari-speaking student names and 150 fake Gujjar-Bakerwal student entries were inserted in the scholarship registers. The officials allegedly forged utilization certificates, even misleading the then MLA Tangdhar and Advisory Board Members to sign off on fraudulent expenditure statements.

Notably, Junior Assistant Mohammad Ashraf Paswal was found to have received β‚Ή5,00,000 directly into his personal account, which he later withdrew in ten cash installments.

Charges against the accused were framed under:

Sections 5(1)(c), 5(1)(d) r/w 5(2) of the J&K Prevention of Corruption Act, Samvat 2006

Sections 468, 471, 120-B RPC (Forgery, use of forged documents, and criminal conspiracy)

All four accused were produced before the court in custody and subsequently released on personal bond. The next hearing is scheduled for September 10, 2025.

: Avoid M.A Road on 8th Muharram, Follow Diversions: SSP Traffic Srinagar Urges Commuter says, Seperate Parking Arranged for Mourners

In view of the sacred month of Muharram, Srinagar Traffic Police have issued advisories to regulate vehicular movement and ensure smooth conduct of religious processions.

Speaking to news agency Senior Superintendent of Police (Traffic City Srinagar), Aijaz Ahmad Bhat said, β€œTraffic advisories have been put in place in connection with the ongoing Muharram processions. Currently, processions are being held in Saida Kadal-Rainawari and Zadibal sectors. Traffic is not being allowed in these areas, and diversions have been provided accordingly for smooth Muharram processions.”

He said a separate traffic plan has been devised for the upcoming major 8th Muharram procession, adding, β€œMA Road will remain heavily affected, especially from Jahangir Chowk to Dalgate via Guru Bazar.”

β€œWe request commuters to avoid MA Road during this period. Traffic coming from Radio Kashmir and Abdullah Bridge will be allowed via Residency Road and Hari Singh High Street towards Jahangir Chowk. Meanwhile, vehicles coming from downtown Srinagar will be diverted via Habba Kadal,” SSP Bhat said.

Regarding arrangements for mourners, he said, β€œAdequate parking has been arranged near Gindun Park Rajbagh and SP College for those participating in the procession.”

β€œWe appeal to all citizens to cooperate with the advisory, avoid restricted areas, and follow the route plan to ensure smooth movement and peaceful observance of Muharram processions,” the SSP added. (JKNS)

J&K Bank announces the appointment of Ketan Kumar Joshi as its new Chief Financial Officer, effective from the date of his joining, for a term of three years. He takes over from Fayaz Ahmad Ganai. The Bank has notified his appointment to the stock exchanges in accordance with SEBI Regulations. Ketan Kumar Joshi brings over two decades of extensive experience across Indian and international financial institutions, as a seasoned professional in banking and finance. Prior to joining the Bank, he served as CFO at North East Small Finance Bank Ltd. (2019–2024), leading several critical initiatives. He also spearheaded the Bank’s system migration from FIS (PROFILE) to BSG (TURING), ensuring capital growth aligned with business expansion and regulatory requirements.
