DLSA organizes National Lok Adalat to provide cheap & quick justice to peoples
1716 cases settled & awards compensation o of Rs. 8.24 crore

Decision of lok adalats similar to decision of Apex court- Mahesh Kumar

With an initiative to provide cheap and quick justice to common masses, District Legal Services Authority (DLSA), Kapurthala organized a National Lok Adalat as per the directions of National Legal Services Authority, Delhi in the premises of judicial complex under the chairmanship of Incharge, District & Session Judge Rajwinder Kaur as apprised Mr. Mahesh Kumar Sharma , CJM cm Secretary , DLSA, Kapurthala.

CJM Cum Secretary, DLSA, Kapurthala Mahesh Kumar Sharma apprised, this National Lok Adalat was organized to take up the civil ,revenue Family, Land Acquistion matters, Rent Cases, Specific Relief Cases,Rent Injunction cases Criminal Compoundable, Bank recovery cases and cases under 138 of Negotiable Instrument Act, Labour matters, and Pre-litigative cases As many as 3292 cases were taken up and of which 1716 cases were settled & awarded compensation of Rs.8,45,49,726/-

For said purpose 16 different benches including 11 in Kapurthala, and 2 each in Phagwara and Sultanopur Lodhi and ine bench at Bholath were constituted under the chairmanship of Incharge District and Session Judge Ms. Rajwinder Kaur , Additional District & Session Judges including Dr. Ram Kumar Singla, , Mr. Jaspal Verma, and Dr. Gurpreet Kaur, Civil Judge(Sr.Div) Ms. Monika Lamba, Addl. Chief Judicial Megistrate, Kapurthala Supreet Kaur., ACJ(S.D) Dr. Sushil Bodh, Judicial Megistrates, Poonam Kashyap, Mr. Parteek Gupta, Ms. Monika, Chairman Permanent Lok Adalat B.S.Deol , DBA President Malkit Singh , Advocate Pardeep Thakur, Advocate Harcharan Singh , Advocage JJS. Arora, Advocate P.S. Hanspal, Advocate Suresh Kalia, Advocate Paramjit Kaur Kahlon, Advocate Jugraj Singh Kahlon and others were also present there.

DLSA secretary Mahesh Kumar Sharma said that In present scenario lok adalats gaining popularity because the decision of lok adalat is final which can not be challenged in any higher court so its decision is similar to the decision of the Apex Court and next Lok Adalat will be held on 10.7.2021, he added,

DLSA, Kapurthala remain active during Corona Pandemic- CJM
Organise 238 Webinars, Dispose off 1692 cases , awards compensation of Rs. 9.21 crore
District Legal Services Authority(DLSA) , Kapurthala remained active even during corona pandemics , it not only spread awareness to avoid corona pandemic across the district but also disposes off large number of cases through lok adalats as said Secretary , DLSA cm Chief Judicial Magistrate, Kapurthala. He said besides District Legal Services Authority disseminated the various schemes of National Legal Services Authorty and State Legal Services Authority through webinars.
Providing detailed information CJM Ajit Pal Singh apprised that DLSA , Kapurthala under the chairmanship of District & Sesssion Judge Kishore Kumar organized as many as 238 webinars for spreading awareness and schemes and provided free legal aid to 307 applicants during last year besides disposed off 1692 cases to award compensation of Rs. 9,21,71,756 . Mr. Singh disclosed that DLSA gave priority to overcome all kind of problems of jail inmates and too solved hundreds of compondable cases thorugh organization of camp courts in the modern jail. Appreciating the effors made by 46 para legal volunteers ,and empaneled advocates, CJM Ajit Pal Singh said that these volunteers not only helped in distribution of ration during and spreading awareness during covid-19 , but also empaneled advocate also helped the jail inmates in getting bail by filing bail application during covid-19 as stated Shri Ajit Pal Singh. CJM Mr. Singh said that next national lok adalat is going to be held on 10th of April and every oen who needs the help of Legal Services Authority may dial toll free number 1968 told Mr. Singh.

Kapurthala Police busts interstate gang of robbers, arrest four
Recovers Cash, vehicles and looted material from their possession
Kapurthala police on today claimed to have busted an interstate gang of robbers with the arrest of four of its members and seized cash , vehicles and looted material from their possession. These robbers admitted their involvement of eight robberies made during last three years in three different states of Punjab,Himachal Pradesh and Jammu & Kashmir.
The robbers, identified as Liyakat Ali son of Mohammad Isrial, Muddassar son of Mohammad Safi, Liyakat Ali son of Mohammad Safi trio residents of , Tehsli & District Kathua(J&K) and Satta Masih son f Kartar Masih resident of Lohgarh, Dina Nagar.
SSP, Kapurthala Kanwardeep Kaur while interacted with media apprised that acting on tip off, a police team headed by SP(I),Vishaljit Singh, DSP,Bholath Sandeep Singh Mand, SHO Subhanpur and CIA Incharge arrested these robbers from Katua,Jammu and recovered Two Ashoka Leyland vehicles( Chotha Hathi) bearing registration nos. HR-45-C-8484, PB 10TC 0574, One Mahindra Pickup bearing registration no.JK 08 H 6701 , one Alto Car and 10 bags of garlic, Rs.78000 cash and 8 boxes of fish from their possession added SSP, kapurthala.
Ms.Kanwardeep Kaur stated that on 18.3.2021 and 20.3.2021 two incidents robberties were registered at PS Subhanpur and taking serious note of these robberies a special team was constituted to investigate the matter and police team under the leadership of SP(I) Vishaljit Singh done and well and arrested these robbers within seventy hours with the arrest of these robbers she said.Regards

DC orders to gear up vaccination drive ahead of procurement session

Dc takes serious notes on low vaccination

Kapurthala, March 23

Deputy commissioner kapurthala Deepti Uppal said that all the Government teachers in the district would undergo volunteer vaccination as frontline workers in the district. Besides that asha workers, anganwari workers, revenue officials also have been asked to go for vaccination as they may turn to be super spreaders. Today in a meeting to review the vaccination process and covid contain alongwith all ADCs, SDMs and Police officials, Deputy commissioner said that due to upcoming procurement season , all officials and employees of food supply and district mandi office must be treated as frontline workers and to be vaccinated till march 31. She also asked the AETC to strictly enforce the covid contain rules in marriage palaces as supervisors have been deputed to keep a hawk eye in functions at marriage palaces etc. Deputy commissioner also asked the health department to increase session sites as presently 28 sites have the facility for vaccination, which includes 24 Government hospitals and PHCs along with 4 private hospitals. District immunization officers informed that till now 12873 people vaccinated across the district. Taking serious note of low vaccination of health, revenue and social security workers, Deputy commissioner said that all SDM would personally ensure the vaccination of all workers besides covering all employees of district administrative complex, kapurthala. She also asked the health officials to speed up the process to cover people with comorbid conditions as they falls under the high risk category. The Apex Court denied the appeal for extending loan moratorium period.
A bench headed by Justice DY Chandrachud decided that complete waiver of interest during the loan moratorium could not be granted. The court states that no direction could be issued to the government or the Reserve Bank of India to announce particular financial packages or reliefs. The bench said this in its verdict on a batch of pleas filed by various trade associations, including from real estate and power sectors, seeking extension of the loan moratorium period and other reliefs in view of the pandemic. Maintaining that judicial review is not possible on economic policy matters, the court said it's not for courts to decide what should be the nature of financial reliefs to be granted. The petitions pertain to charging of interest on interest by banks on unpaid EMIs of borrowers after availing of RBI loan moratorium scheme during March 1 and August 31, 2020.

Pushpa Gujral Science City celebrated World Water Day by constructing a webinar. Around 175 students from all over Punjab participated in the program through zoom platform and youtub channel . Dr. Neelima Jerath, Director General, Science City giving introductory remarks stressed on the need to implement strategies that have demonstrated success in conservation and purification of water. There is a dire need for taking effective measures to address the critical threat of ground water overexploitation. Further, we must save and keep natural water resources if we really want our children to lead a healthy and prosperous life, she emphasized.
Dr. Satnam Singh Ladhar, Former Director, Punjab State Council for Science and Technology, Chandigarh was the key speaker at this occasion. Delivering his talk, he said that rapid population increase has resulted in increase in water demand to meet the domestic, agricultural, industrial and power generation requirements. Further, increasing water pollution due to rapid urbanization, large scale industrialization and use of fertilizers and pesticides for increased agricultural production is causing deterioration of water quality in both surface and groundwater and affecting the net availability of fresh water for consumptive uses.
Dr. Rajesh Grover, Director, Science City said that lack of conservation and misuse of water is putting a great strain on the supply of freshwater. He appealed to the students to value water whatever water is left for consumption and also, participate in activities that help to protect and restore local streams, rivers, lakes & wetlands.

District administration kapurthala is all set to launch a course for learning Japanese language, the batch of which will start in May, June 2021. The course will be conducted online and classes will be held on Saturdays and Sundays of the week from 10 am to 2 pm.
Deputy Commissioner Deepti Uppal said that the course has been designed in such a way that the students studying, the candidates already employed, can do this course on Saturdays and Sundays and also do justice to their existing job.

Punjab as nation reaches highest single-day Covid cases
India saw 46,951 new coronavirus infections being reported in a day, the highest so far this year, taking the nationwide Covid reached to 1,16,46,081, according to the Union Health Ministry data
The total active cases has increased to 3,34,646, which now comprises 2.87 per cent of the total infections, while the recovery rate has further dropped to 95.75 per cent according to the data.
The daily rise in infections was the highest recorded in 130 days, while the death rate increased to 1,59,967 with 212 daily new fatalities, the highest in 72 days. As many as 47,905 infections were recorded in a span of 24 hours.
The number of people who have recuperated from the disease surged to 1,11,51,468, while the case fatality rate has further dropped to 1.37 per cent, the data stated.

ਵਰਕਸ਼ਾਪ ਦਾ ਮੁੱਖ ਮੰਤਵ ਕਿਸਾਨਾਂ ਨੂੰ ਖੇਤੀਬਾੜੀ ਵਿਚ ਨਵੀਆਂ ਤਕਨੀਕਾਂ ਨਾਲ ਜੋੜਨ ਲਈ ਜਾਣਕਾਰੀ ਮੁਹੱਈਆ ਕਰਵਾਉਣਾ ਸੀ, ਜਿਸ ਵਿਚ ਕਪੂਰਥਲਾ ਜਿਲ੍ਹੇ ਵਿਚੋਂ 168 ਕਿਸਾਨਾਂ ਨੇ ਹਿੱਸਾ ਲਿਆ।

Two persons repordtely booked by kapurthala police for causing death of his friend these accused flew from the spot and still at large

Complainent Jaswinder singh son of Pal singh resident of village Lakhan-ke-padde stated that his nephew Narminder singh alias minda s/o Hardev singh was present at his house. On 08-03-2021 two of his friends took his nephew with them in car bearing registration number DL2CAP4641 and threw him on the one side of the Lakhan-ke-padde jaddi road after intoxicated him and his nephew was died of lying alone in unconscious condition because of consuming excessive capacity of drugs. Police registered the case against two friends under 304 & 34 section of IPC at PS Subhanpur, Kapurthala who were identified as Paramjit singh alias pamma s/o Kartar singh r/o of village jagga thana and Gabbar Singh s/o Swaran Singh r/o of village Boota. IO,SI Davinder Singh said that police has been raiding here and there to nab them and very soon these accused will be in police net, he added.

मोहल्ला अरफावालां में दो गैस सिलेंडर फटने से धमाका, घर की छत गिरी

कपूरथलाः कोटू चौक के नजदीक मोहल्ला अरफांवाला की संकरी गली में घर की ऊपरी मंजिल में आग लग गई। जिससे घर में रखे गैस सिलेंडरों में से एक के बाद दो धमाके हुए। धमाके से घर की छत गिर गई और आग पूरे घर में फैल गई। जिससे घर की दीवारों में दरारें आई गई और फ्रिज के कंप्रेसर भी फट गए। हालांकि इस हादसे में किसी भी तरह के जानी नुकसान से बचाव रहा। आगजनी की सूचना पाते हुुए तुरंत दमकल विभाग की टीम हरकत में आ गई और आते ही बचाव कार्य शुरू कर दिया, जिससे आगे आस-पड़ोस व निचले घर तक नहीं फैली। नहीं तो नुकसान ज्यादा हो सकता था।
कपूरथला दमकल विभाग के सब फायर अफसर रविंदर कुमार ने बताया कि बुधवार की सुबह करीब 11 बजकर 45 मिनट पर सूचना मिली कि कोटू चौक के समीप मोहल्ला अरफावालां में रहने वाले गुरचरण सिंह के घर की ऊपरी मंजिल पर आग लग गई और उसके बाद सिलेंडर फटा है। इस पर उन्होंने त़ुरंत फायरमैन हरप्रीत सिंह, मनीष कुुमार, मुकेश कुमार, धीरज शर्मा और गुरप्रीत सिंह को दो बड़ी गाड़ियां व एक मिनी जीप भेजी। जिसे ड्राइवर मनजीत सिंह, अमनदीप सिंह व प्रदीप सिंह तुरंत लेकर पहुंचे और बचाव कार्य शुरू किया। रविंदर कुमार के अनुसार जब वह खुद मौके पहुंचे तो एक सिलेंडर तो उनके सामने फटा। उन्होंने बताया कि दो बार गाड़ियां पानी लेकर घटनास्थल पर पहुंची। धमाके ऊपरी मंजिल में हुए थे, जिससे छत भी गिर गई। वहां उनकी टीम ने पानी की बौछारों से आग पर काबू पाने के साथ-साथ अंदर रखे सिलेंडर भी बाहर निकालें। उन्होंने बताया कि वहां से पांच सिलेंडर थे, जिनमें चार भरे हुए थे और दो फट गए और दो को उन्होंने बाहर निकाला और खाली था। जब उनकी टीम आग पर काबू पाने में जुटी हुई थी तो घर में रखे दो फ्रिजों के कंप्रेसर भी आग लगने से फट गए। तुरंत टीम के पहुंचने से आगे को ऊपरी मंजिल पर ही काबू पा लिया गया, जिससे आस-पड़ोस व पास ही स्थित श्री दुर्गा मंदिर की ओर से आग को बढ़ने से रोका। उन्होंने कहा कि इस आगजनी में घर का सामान तो जलकर रखा हो गया। इतना शुक्र रहा कि उस समय घर में कोई नहीं थी। उन्होंने कहा कि आग कैसे लगी, इसका पता नहीं चल सका है। एहतियातन एक पानी से भरी गाड़ी वहीं पर खड़ी की हुई है। पीड़ित के अनुसार घर में दो परिवार रहते हैं, इसलिए इतने सिलेंडर रखे हुए थे।
