The month-long Dharti Aaba Jan Bhagidari Abhiyan 2025 officially concluded with a closing ceremony at the Auditorium Hall in Kargil. The campaign focused on awareness and benefit saturation across the district, with active involvement from both the administration and the community.

Executive Councillor for Tourism, Kacho Mohammad Feroz, presided over the event as Chief Guest, alongside Executive Councillor for Agriculture Aga Syed Mujtaba, DC and CEO LAHDC Kargil Rakesh Kumar, SSP Kargil Shri Ram R., and senior officials from various departments.

In his address, EC Kacho Feroz appreciated the coordinated efforts of the district administration and line departments. He emphasized the importance of community participation and awareness about government welfare schemes.

DC Rakesh Kumar noted that the campaign’s main goal was to ensure that tribal populations benefited from targeted government schemes. He stated that the high turnout and registrations were indicators of the drive’s success and assured that grievances recorded during the camps would be resolved in a phased and time-bound manner.

Programme Officer ICDS, Nargis Banoo, shared that the campaign successfully covered all villages and blocks across Kargil district, with the ICDS department acting as the nodal agency. Mansoor Hussain from ICDS gave a detailed impact presentation, informing that 112 awareness camps were conducted across 14 blocks.

The event also featured the distribution of residence certificates to eligible beneficiaries, along with information stalls set up by various departments to guide attendees about ongoing schemes. Dignitaries were felicitated with plant saplings as tokens of appreciation.

ACR Kargil Jehangir Akhoon delivered the vote of thanks, while Dr. Anwar Ali Tsarpa from the Information Department moderated the event.

In a significant step towards strengthening local infrastructure and promoting winter sports, Councillor of Parkachik Constituency, Agha Ainul Huda, along with Hon’ble Executive Councillor for Rural Engineering, Shri Punchok Tashi, Executive Engineer REW, and BDO Taisuru, visited Randum village today to lay the foundation stone of two key development projects.

The projects include:

✅ Construction of a Community Hall at Juldo – Estimated cost: ₹120 lakh
✅ Development of an Ice Hockey Rink at Tash*tongzay – Estimated cost: ₹60 lakh

Speaking on the occasion, Councillor Agha Ainul Huda highlighted that these initiatives will significantly enhance the region’s social and sports infrastructure, catering to both community needs and youth engagement, especially during the winter season.

Both projects are expected to benefit the local population by creating inclusive spaces for gatherings and promoting Ice Hockey, a popular winter sport in the region.

Deputy Commissioner and CEO of LAHDC Kargil, Rakesh Kumar (IAS), chaired a monthly District Level NCORD Committee meeting to review and advance anti-drug efforts across the district. The meeting, held in his office chamber, was conducted as per directives from the State-Level NCORD Mechanism of UT Ladakh.

The session was attended by key officials including the SSP Kargil, DFO, Wildlife Warden, Excise and Taxation Officer, District Drugs Controller, Chairperson of the Child Welfare Committee, representatives from CMO, Social Welfare, Agriculture, Education, ITBF, DDAC, and other departments.

The meeting focused on reviewing drug trafficking trends, updates on investigations, and awareness strategies—especially those targeting students. It also discussed the need for enhanced detection systems, development alternatives, and stronger de-addiction and rehabilitation support.

DC Rakesh Kumar emphasized regular and strict monitoring of drug-related activities through joint inspections by police, agriculture, and forest departments. He called for improved inter-departmental coordination to ensure fast and effective responses.

He instructed officials to roll out youth-focused awareness campaigns through posters, pamphlets, and community outreach. He also proposed establishing a One-Stop Coordination Centre to integrate efforts across health, education, welfare, and enforcement agencies.

In addition, the DC recommended launching employment-driven initiatives to prevent drug dependency in vulnerable communities and highlighted the importance of upgrading facilities at the district’s de-addiction centre.

Hon’ble Chairman/CEC, LAHDC Leh, Adv. Tashi Gyalson, felicitated Havildar Tsering Dorjey of Choglamsar for successfully summiting Mt. Kanchenjunga (8,586 meters), the world’s third-highest peak, during the Joint Indo-Nepal Army Mountaineering Expedition held in May 2025. Havildar Dorjey is the first soldier from the Ladakh Scouts Regiment to achieve this significant feat, marking a proud moment for both Ladakh and the Indian Army.

CEC Gyalson congratulated Havildar Dorjey for his courage, dedication, and outstanding achievement that has brought immense pride to the region. As a token of appreciation, he also announced financial support in recognition of the mountaineer’s accomplishment.

Havildar Dorjey’s mountaineering record includes several international expeditions. He was the first Ladakhi to scale Mt. Damavand in Iran and participated in a joint Indo-Kyrgyzstan expedition. He is now preparing for another challenging ascent—Mt. Kun in Argentina.

Describing the achievement as inspirational, the CEC emphasized that such accomplishments highlight the potential of Ladakhi youth when guided by discipline, determination, and passion. President of the Ladakh Ice Skating Association (LISA), Mohd Abbass Nordakh, gave a warm farewell at Leh Airport to the UT Ladakh Ice Speed Skating Team as they embarked on a crucial journey toward national and international representation.

The team consists of both senior and junior ice speed skaters, including Ladakh’s youngest National Gold Medalist, Fahiem Mehdi, and the Golden Girl of Ladakh, Skarma Tsultim. They are headed for a 3-day National Selection Trial, followed by a month-long elite training camp where they will be trained under top coaches from Korea and India.

In a moment of pride for Ladakh, International Coach Mohd Abbass Nordakh, who is also the LISA President, will be joining the camp as part of the national coaching team.

The training is in preparation for the prestigious International Asia Cup, scheduled to be held in India for the first time, from August 21–23, 2025, at the Dehradun Ice Rink.

As part of the ongoing Dharti Aaba Janbhagidari Abhiyan, Deputy Commissioner/CEO LAHDC Kargil, Shri Rakesh Kumar, undertook a significant visit to A***n Valley, covering Garkone and Darchiks villages. The visit included a public grievance redressal durbar and a multi-departmental awareness camp.
Officials from departments like Revenue, R&B, Rural Development, Horticulture, Animal and Sheep Husbandry, PHE, Tourism, Health, and KREDA educated locals about various centrally sponsored welfare schemes and ongoing developmental works. DC Rakesh urged residents to avail benefits and interact directly with the departments present.

Highlighting A***n Valley’s rich heritage, the DC stressed the need to protect and promote its unique culture and announced plans for a special tourism camp to support homestay and guest house registration. He also spoke on boosting the apricot economy through branding and marketing, and exploring border tourism potential. He assured the public of an upcoming Domicile and ALC certificate camp and committed to forwarding proposals for an Eklavya Model Residential School.
Nominated Councillor Shri Regzin Gurmeth expressed gratitude for the administration’s outreach and emphasized that A***n Valley, with its strategic location and unique Brokpa heritage, deserves special focus in the region’s development agenda. He reiterated the urgent need for an Eklavya School, improved infrastructure, and better implementation of flagship schemes. He also stressed the importance of media coverage for such visits to ensure transparency, awareness, and active public engagement, formally requesting wide publicity through media platforms.

Group Captain Shubhanshu Shukla has made history as the first Indian to live and work aboard the International Space Station (ISS). Serving as the pilot of the Axiom‑4 mission, he launched aboard SpaceX’s Crew Dragon spacecraft Grace on 25 June 2025 and docked with the ISS on 26 June 2025, alongside mission commander Peggy Whitson and specialists from Poland and Hungary.

During his approximately 18-day stay in orbit, Captain Shukla participated in over 60 scientific experiments, including at least seven designed by ISRO. He completed more than 288 orbits of Earth, covering an estimated 12 million kilometers.

On Monday, 15 July 2025, the Axiom‑4 spacecraft undocked from the ISS and safely splashed down in the Pacific Ocean off the coast of San Diego, California, at 15:01 IST (09:31 GMT), marking the successful conclusion of the crew’s mission aboard Dragon Grace.

Captain Shukla becomes only the second Indian to travel to space, following Rakesh Sharma’s historic Soviet mission in 1984, and the first Indian to reach the International Space Station — a milestone widely celebrated by the nation and acknowledged by global space agencies.

The mission represents a landmark collaboration between private and public space agencies — Axiom Space, NASA, ISRO, ESA, and SpaceX — and is considered a major step forward in India’s path toward human spaceflight, especially in view of the upcoming Gaganyaan mission.

CEC Kargil Dr. Mohd Jaffer Akhoon held a detailed meeting with Shri Amitava Chatterjee, Managing Director & CEO of J&K Bank, to address key issues related to banking services and infrastructure in the Kargil district.

During the meeting, the CEC emphasized the urgent need to enhance banking outreach and accessibility, particularly in remote and underserved areas. He proposed the launch of a special recruitment drive for local youth, citing staff shortages in many branches and the importance of employing individuals familiar with the region’s language and culture.

Dr. Akhoon also recommended posting Kargil-based staff within the district to improve service delivery and communication. A proposal was made to open a new J&K Bank branch at the Council Secretariat using the existing chest premises in Kurbathang, to cater to the growing needs of nearby government offices.

Highlighting the lack of banking facilities in far-flung areas, he stressed the need for Ultra Small Branches (USBs) in rural Kargil, similar to the operational model in Leh. He also requested the deployment of an additional mobile banking van, as the only one currently operates in Zanskar.

Additional proposals included a new branch near the industrial area petrol pump along the Leh-Kargil highway, as well as new ATMs at key public locations such as Balti Bazar, the Council Secretariat, TFC Bemathang, Doordarshan Kendra, Ashuna Resort, and the Drass War Memorial. He also urged the bank to open full-fledged branches at Parkachik and ultra-small branches at Drass and Barsoo.

The J&K Bank MD & CEO assured that the suggestions would be actively reviewed for phased implementation. The meeting concluded with a shared commitment to strengthening financial inclusion and banking access across Kargil district.

The official jersey for the first-ever Chalo Sham Festival Ride 2025 was unveiled by Hon’ble Chairman/CEC LAHDC Leh, Adv. Tashi Gyalson, in the presence of Padma Angmo, ADT Leh; Tashi Yontan, President of Ladakh Bikers Union; and an executive member of the Union. The jersey design reflects the spirit of exploration, heritage, and healing, which lies at the heart of the festival.

Set to flag off on 16th July 2025 at 8:00 AM from TRC Leh to Mangyu, the two-day ride marks the beginning of a cultural journey across the scenic Sham Valley, covering the villages of Mangyu, Tia, and Tingmosgang.

Blending adventure with tradition, the festival will offer participants guided heritage walks, local homestay experiences, authentic Ladakhi cuisine, and ancient healing practices rooted in the region's rich cultural legacy.

As part of her official visit to Ladakh, Ms. Sweta Singh (IFS), Director in the Prime Minister’s Office, chaired a high-level review meeting to assess the implementation of the Vibrant Village Programme (VVP) in Leh. The meeting, held at the Conference Hall of the DC Office, brought together senior officials including Deputy Commissioner Romil Singh Donk (IAS), SSP Shruti Arora (IPS), ADDC Sonam Nurboo (JKAS), and Chief Planning Officer Tsewang Gyalson, among others.

CPO Leh presented a comprehensive update on the progress made under VVP, covering areas such as eco-system regeneration, livelihood creation, skill development, tourism infrastructure, and off-grid power solutions. The presentation also highlighted the use of a digital portal to monitor real-time developments in border villages.

The event took place on 13th July 2025 at D Pizzania, Chubar, marking a key milestone in the association’s journey towards educational and teacher welfare.

The ceremony was attended by senior members, former executive members, and the ATWAS Election Authority. Mr. Mohd Hussain Zairy, Chief Election Authority, administered the oath to the new executive team. Chairman and Chief Executive Councillor (CEC) of LAHDC Kargil, Dr. Mohd Jaffer Akhoon, met the Hon’ble Chief Minister of Jammu & Kashmir, Omar Abdullah, and submitted a comprehensive memorandum addressing pressing public welfare issues concerning the people of Kargil district.

The memorandum included a request for the appointment of a nodal officer to assist Kargil patients referred to SKIMS, GMC Jammu, and Srinagar, citing difficulties in accessing specialized treatment outside the district. Dr. Akhoon also emphasized the need for prioritizing admissions for Kargil students in paramedical institutions across J&K, noting the lack of such facilities in Ladakh. He demanded registrarship opportunities for postgraduate doctors to support their career growth and strengthen healthcare delivery.

Further, he highlighted the poor functioning of hostels for Kargil students in Srinagar and Jammu and urged for improved inter-departmental coordination. He requested a special admission quota for students from Kargil in universities of Kashmir and Jammu, considering domicile and financial challenges.

Dr. Akhoon also raised the issue of non-functional tourist bungalows under JKTDC in Kargil villages, and the transfer of a land parcel under JDA to LAHDC Kargil for community use. He sought designated parking for Kargil taxi operators in Jammu and Srinagar.

Additionally, he requested land for constructing patient sarais, more student hostels, and graveyards for the Kargil community in both cities—especially important during winter when the Zojila Pass is closed.

The Chief Minister assured him of serious consideration. Dr. Akhoon also met Health & Education Minister Ms. Sakina Itoo and discussed related concerns, seeking her active support in addressing the issues raised.
