Reaffirms Administration’s resolve to boost tourism across Ladakh to strengthen local livelihoods

Padum, Sept 20: Lieutenant Governor of Ladakh, Kavinder Gupta, today highlighted Zanskar’s immense yet largely untapped tourism potential, citing its breathtaking landscapes, ancient Buddhist heritage, and scope for adventure activities like trekking and rafting. Speaking at the inauguration of the 10th Ladakh Zanskar Festival 2025 in Padum, he said the region’s unspoiled charm could position Zanskar as one of the most sought-after tourist destinations in Ladakh, while the festival itself serves as a vibrant showcase of India’s cultural diversity and Ladakh’s timeless traditions.

Commending the organisers of the event, the Lt Governor said the UT Administration is committed to promoting the Ladakh Zanskar Festival as a celebration of Ladakh’s rich cultural heritage, ancient traditions, and unity of diverse communities. He added that the festival, with its blend of traditional music, dances, arts, crafts, and sports such as polo and archery, offers a unique cultural experience for visitors from across the country.

He further noted that the participation of over 1,200 cultural troupes from Punjab, Rajasthan, Jammu & Kashmir, Himachal Pradesh, and Manipur exemplifies India’s spirit of “unity in diversity.” Such events, he said, transcend religious and regional barriers and foster harmony, love, and cultural exchange.

The Lt Governor also lauded the enthusiastic participation of the people of Zanskar and expressed gratitude to Bollywood actor Amit Sadh, the Festival’s Brand Ambassador, hoping his association would put Zanskar firmly on the national tourism map. He called for fixed dates for the Suru Summer Festival and Ladakh Zanskar Festival to help tourists plan visits in advance, reaffirming the Administration’s resolve to boost tourism across Ladakh to strengthen local livelihoods.

Chairman/CEC, LAHDC Kargil, Dr Mohd Jaffer Akhoon, said that the development and promotion of tourism in Zanskar remains a top priority for the Hill Council, describing it as one of the most developed sub-divisions of Kargil district due to the efforts of public representatives. He assured continued focus on further development of the region.

Member of Parliament from Ladakh, Mohmad Haneefa Jan, called for the framing of a dedicated Tourism Policy for Kargil with proper funding, stressing the need for stronger promotion of events like the Zanskar Festival to attract visitors from across the globe.
Bollywood actor and Ladakh Zanskar Festival Brand Ambassador Amit Sadh thanked the UT Administration and the Hill Council for the honour, pledging to promote Ladakh’s unique culture and traditions to wider audiences nationwide.
Earlier, Deputy Commissioner Kargil, Rakesh Kumar, presented the welcome address.
Major highlights of the inaugural session included Chhams (mask dance) by monks from Sani Monastery, performances by Karsha Jumma Cultural Association, Tibetan Institute of Performing Arts (TIPA), local artists from Padum, traditional dances by troupes from Rajasthan, and a Dogri folk performance from Jammu and Kashmir.
Prior to the event, the Lt Governor also visited the historic Sani Monastery, where he interacted with monks and local community members.

Reiterates demands for fire tender deployment at Taisuru and early functioning of District Jail Kargil

Kargil/Leh, Sept 18:
Former Executive Councillor of LAHDC Kargil, Syed Abbas Razvi, once again reiterated two key public demands during his meeting with Dr. S.D. Singh Jamwal, IPS, Additional Director General of Police, UT Ladakh, at the ADGP’s office in Leh.
Razvi had first raised these issues during the ADGP’s visit to Kargil in August this year. The demands pertain to the urgent deployment of a fire tender vehicle at Police Station Taisuru and the immediate operationalization of the District Jail Kargil at Khumbathang.
Highlighting the vulnerability of Taisuru in fire-related emergencies, Razvi said that the absence of a nearby fire station exposes the local population to grave risks. He recalled that ADGP Jamwal had already assured, in principle, to provide a fire tender from Police Headquarters for deployment at Taisuru, which would safeguard lives and property in the area.
On the issue of the District Jail, Razvi underlined that although the Khumbathang facility is fully complete, it remains non-functional, compelling inmates from Kargil to be kept in District Jail Leh. This, he stressed, has placed immense hardship on their families, who are forced to undertake long and difficult journeys to meet them.
After listening attentively to these concerns, ADGP Dr. Jamwal assured that sincere efforts would be made to address the issues and fulfill the demands to provide relief to the people of Kargil.

Zulfiqar Ali secured 1st Position in the Ladakh Marathon 2025 (5 km, Ladakh Level) and also clinched 1st Position in the 1500m Race at the Inter-School U-17 Boys’ Athletics, District Level, showcasing his extraordinary athletic talent.

September 10, 2025: Bisleri International, India’s leading packaged drinking water company, inaugurated the third reservoir, restored in Nubra Valley, Ladakh, under its flagship initiative, Project Nayi Umeed. The reservoir, with a capacity to hold nearly 12 lakh (or 1.2 million) litres of water, has been repaired and restored to ensure a reliable irrigation supply for farming communities in the region.



The initiative was launched in collaboration with the Ladakh Autonomous Hill Development Council (LAHDC), Leh, with the Ladakh Marathon acting as the implementing agency. The inauguration ceremony was graced by Shri Rigzen Lundup, Councillor - Tegar Constituency.

The restored reservoir is connected to the Lakjung Irrigation Canal, which originates from the Shyok River and runs for approximately 14 kilometers. The canal provides critical irrigation to three major villages, stretching from Lakjung Trith up to Sumoor Village, and supports around 7,000 kanals (875 acres) of farmland. By ensuring a steady water supply, this project is expected to benefit 300 hundred farming families and strengthen the agricultural production in the Nubra Valley.



Speaking on the occasion, Mr. K. Ganesh, Director – Sustainability & Corporate Affairs, Bisleri International, said, “Ensuring water security is critical for communities that are most vulnerable to the impacts of climate change. The restoration of the third reservoir in Nubra Valley represents another step forward in strengthening agricultural resilience and empowering farming families in Ladakh. With every project under Nayi Umeed, we aim to provide long-term sustainable solutions that help secure livelihoods, support food security, and bring enduring prosperity to the region”



Adding his perspective, Shri Rigzen Lundup, Councillor - Tegar Constituency, said, “Communities in Ladakh face increasing challenges due to rising temperatures and fluctuating snowfall, which reduce the availability of water for irrigation. In this context, restoration of the reservoir is a significant achievement that directly addresses our water needs. We are grateful for Bisleri’s continued commitment to Nubra Valley, and this project will enhance agricultural productivity and improve the lives of our farming families.”



Further, Shri Chewang Motup, Founder & CEO, Ladakh Marathon mentioned, “As an implementing agency, we are proud to collaborate with Bisleri and LAHDC, Leh, in bringing this project to life. The restored reservoir not only ensures water availability but also showcases the power of partnerships in building climate-resilient communities in Ladakh.”



This marks the third successful reservoir restoration project by Bisleri in Nubra Valley. Previously, in 2023 & 2024, the company restored reservoirs in Sumoor Village, benefitting over 200 households and ensuring irrigation for vast agricultural lands.



These initiatives carried out under Project Nayi Umeed, a part of the Bisleri Greener Promise philosophy, which underscores the company’s dedication to combating climate change, ensuring access to safe and healthy water, and creating a robust circular economy. To date, Project Nayi Umeed has built or restored 336 check dams, harvesting nearly 28 billion litres of water, benefiting over 64,362 farmers family members across India, and irrigated more than 20,878 acres of land.

Government Boys Higher Secondary School Kargil Concludes Successful 4-Day Educational Tour to Kashmir Valley

The four-day exposure-cum-educational tour of Government Boys Higher Secondary School Kargil to the Kashmir Valley came to a successful end on June 24, 2025. The tour, which began on June 21, 2025, aimed to expose students to the rich cultural heritage, educational programs, and historical landmarks of the valley.

During the tour, students visited iconic destinations, including:
- Sonamarg and Gulmarg, where they enjoyed breathtaking scenery and stayed overnight in Gulmarg.
- Maharajah Palace, Astronomy Lab, and Golf Course, gaining insights into history, science, and sports.
- Dal Lake, Anantnag, and other famous tourist spots, experiencing local culture.
- Betaab Valley, Phalgam River, and Rafting sites, enjoying adventure activities.

The tour was made possible through the generous support of the Ministry of Youth & Sports, J&K, and the Indian Institute of Skiing and Mountaineering (IISM). Satish Sharma provided free accommodation for over 150 students at Gulmarg, while Col. Thapa (Principal, IISM) and Asst. Director Ma'an Bahram facilitated hostel arrangements.

Election Commission also streamlining Index Card and Statistical Reports
for faster sharing
The Election Commission under the Chairmanship of the Chief Election
Commissioner Shri. Gyanesh Kumar and Election Commissioners Dr. Sukhbir
Singh Sandhu and Dr. Vivek Joshi has streamlined, technology-driven system
to generate Index Cards and various statistical reports after the conduct of the
elections. This upgraded mechanism replaces the traditional manual methods,
which were often time-consuming and prone to delays. By leveraging automation
and data integration, the new system ensures faster reporting.
The Index Card is a non-statutory, post-election Statistical Reporting
Format developed as a suo moto initiative by the Election Commission of India
(ECI) to promote accessibility of election-related data at the constituency level
for all stakeholders, including researchers, academia, policymakers, journalists,
and the general public. Designed to disseminate data across multiple
dimensions—such as candidates, electors, votes polled, votes counted, partywise and candidate-wise vote share, gender-based voting patterns, regional
variations, and performance of political parties—the Index Card forms the
foundation for generating about 35 Statistical Reports for Lok Sabha elections
and 14 for State Assembly elections. These reports cover variables like
State/PC/AC-wise elector details, number of polling stations, state and
constituency-wise voter turnout, participation of women electors, performance
of national/state parties and Registered Unrecognized Political Parties (RUPPs),
winning candidates' analysis, detailed constituency-wise results, and summary
data reports. This rich, data-driven resource enhances the capacity for deep
electoral research contributing to a stronger democratic discourse. However,
these statistical reports are meant solely for academic and research purposes
and are based on secondary data from Index Cards, while the primary and final
data remains in the statutory forms maintained by the concerned Returning
Officers.
Earlier, this information was manually filled at the Constituency level
using various statutory formats in Physical Index Cards. These physical Index
Cards were subsequently used for data entry into the online system to facilitate
the generation of statistical reports. This manual, multi-layered process was
time-consuming and frequently led to delays in data availability and
dissemination.

ECI convenes National Conference of Counsels and CEOs to strengthen and
reorient its legal framework
Chief Election Commissioner Shri Gyanesh Kumar in the presence of Election
Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi inaugurated the
National Conference of Counsels representing the Election Commission of India at
IIIDEM, New Delhi. Senior Advocates from the Supreme Court of India and 28 High
Courts across the country along with the officials and 36 CEOs of all States/UTs
participated in the Conference. This initiative is aimed at strengthening and
reorienting the legal framework of the Commission to meet emerging challenges more
effectively by achieving synergy. The conference laid emphasis on being nonadversarial and to offer ample opportunities for hearing.
2. The day-long conference provided a vital platform for dialogue and exchange
between the Commission and prominent legal professionals from across the country.
The strategic engagement marks a significant step by the Election Commission in
aligning its legal resources with the dynamic landscape of electoral jurisprudence in
India. Discussions focused on enhancing the preparedness, efficiency, and
coordination of the Commission’s legal team, with particular emphasis on issues
related to election law, judicial proceedings, and legal reforms. Through this
interaction, the Commission sought to reinforce the effectiveness of its legal
representation across various judicial forums.
3. On Friday, the Election Commission held a conference of Chief Electoral
Officers at IIIDEM, New Delhi. The conference was held to firm up and devise a
roadmap for the IT initiatives of ECI. ECI has already incubated a new initiative in
2025 to design and develop an Integrated Dashboard, ECINET, to provide a singlewindow access to all the relevant data, within the ambit of requisite legal provisions,
required by all its stakeholders. This unique initiative will unify all the ICT initiatives
of ECI under a single umbrella.

ECI to soon launch a single-point App for stakeholders; to subsume over existing 40 IT
Apps with enhanced UI/UX

New ECINET to facilitate electoral services for citizens; seamless and convenient data handling for electoral
officials

In a major initiative, the Election Commission of India is developing a new user-friendly
digital interface for the electors and its other stakeholders such as the election officials, political
parties and the civil society. The new one-stop platform, ECINET, will integrate and reorient over
40 of ECI's existing mobile and web applications.

ECINET will have an aesthetic User Interface (U) and a simplified User Experience (UX) by
providing a singular platform for all electoral-related activities. This move is also designed to
alleviate the burden of the users for downloading and navigating multiple Apps and remembering
different logins.

The platform was envisaged by the Chief Election Commissioner (CEC) of India Shri
Gyanesh Kumar during the Conference of Chief Electoral Officers (CEOs) held in March 2025, in
the presence of Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi.

ECINET will also enable users to access relevant electoral data on their desktops or
smartphones. To ensure that data is as accurate as possible, the data on ECINET will be entered
solely by the authorized ECI official. Entry by the concerned official would ensure that the data
made available to the stakeholders is as accurate as possible. However, in case of any conflict, the
primary data as duly filled in statutory forms will prevail.

ECINET will subsume existing Apps like the Voter Helpline App, Voter Turnout App, cVIGIL,
Suvidha 2.0, ESMS, Saksham and KYC App which together have clocked over 5.5 crore downloads
(complete list of Apps enclosed). ECINET is expected to benefit nearly l00 crore electors and the
entire electoral machinery comprising over 10.5 lakh Booth Level Officers (BLOs), around 15 Lakh
Booth Level Agents (BLAs) appointed by Political Parties, nearly 45 Lakh Polling Officials, 15,597
Assistant Electoral Registration Officers (AEROs), 4,123 EROs and 767 District Election Officers
(DEOs) across the country.

ECINET has already reached an advanced stage of development and rigorous trials are being
conducted to ensure smooth functionality, ease of use, and robust cybersecurity measures. It is
being developed after an elaborate consultative exercise involving 36 CEOs of all the States/UTs,
767 DEOs and 4,123 EROs of their States/UTs and after reviewing 76 publications comprising
9,000 pages of the electoral framework, instructions and handbooks issued by ECI from time to
time.

The data provided through ECINET will be strictly aligned within the legal framework
established by the Representation of People Act 1950, 1951, Registration of Electoral Rules, 1960
Conduct of Election Rules, 1961 and instructions issued by ECI from time to time.
