Government Boys Higher Secondary School Kargil Concludes Successful 4-Day Educational Tour to Kashmir Valley

The four-day exposure-cum-educational tour of Government Boys Higher Secondary School Kargil to the Kashmir Valley came to a successful end on June 24, 2025. The tour, which began on June 21, 2025, aimed to expose students to the rich cultural heritage, educational programs, and historical landmarks of the valley.

During the tour, students visited iconic destinations, including:
- Sonamarg and Gulmarg, where they enjoyed breathtaking scenery and stayed overnight in Gulmarg.
- Maharajah Palace, Astronomy Lab, and Golf Course, gaining insights into history, science, and sports.
- Dal Lake, Anantnag, and other famous tourist spots, experiencing local culture.
- Betaab Valley, Phalgam River, and Rafting sites, enjoying adventure activities.

The tour was made possible through the generous support of the Ministry of Youth & Sports, J&K, and the Indian Institute of Skiing and Mountaineering (IISM). Satish Sharma provided free accommodation for over 150 students at Gulmarg, while Col. Thapa (Principal, IISM) and Asst. Director Ma'an Bahram facilitated hostel arrangements.

Election Commission also streamlining Index Card and Statistical Reports
for faster sharing
The Election Commission under the Chairmanship of the Chief Election
Commissioner Shri. Gyanesh Kumar and Election Commissioners Dr. Sukhbir
Singh Sandhu and Dr. Vivek Joshi has streamlined, technology-driven system
to generate Index Cards and various statistical reports after the conduct of the
elections. This upgraded mechanism replaces the traditional manual methods,
which were often time-consuming and prone to delays. By leveraging automation
and data integration, the new system ensures faster reporting.
The Index Card is a non-statutory, post-election Statistical Reporting
Format developed as a suo moto initiative by the Election Commission of India
(ECI) to promote accessibility of election-related data at the constituency level
for all stakeholders, including researchers, academia, policymakers, journalists,
and the general public. Designed to disseminate data across multiple
dimensions—such as candidates, electors, votes polled, votes counted, partywise and candidate-wise vote share, gender-based voting patterns, regional
variations, and performance of political parties—the Index Card forms the
foundation for generating about 35 Statistical Reports for Lok Sabha elections
and 14 for State Assembly elections. These reports cover variables like
State/PC/AC-wise elector details, number of polling stations, state and
constituency-wise voter turnout, participation of women electors, performance
of national/state parties and Registered Unrecognized Political Parties (RUPPs),
winning candidates' analysis, detailed constituency-wise results, and summary
data reports. This rich, data-driven resource enhances the capacity for deep
electoral research contributing to a stronger democratic discourse. However,
these statistical reports are meant solely for academic and research purposes
and are based on secondary data from Index Cards, while the primary and final
data remains in the statutory forms maintained by the concerned Returning
Officers.
Earlier, this information was manually filled at the Constituency level
using various statutory formats in Physical Index Cards. These physical Index
Cards were subsequently used for data entry into the online system to facilitate
the generation of statistical reports. This manual, multi-layered process was
time-consuming and frequently led to delays in data availability and
dissemination.

ECI convenes National Conference of Counsels and CEOs to strengthen and
reorient its legal framework
Chief Election Commissioner Shri Gyanesh Kumar in the presence of Election
Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi inaugurated the
National Conference of Counsels representing the Election Commission of India at
IIIDEM, New Delhi. Senior Advocates from the Supreme Court of India and 28 High
Courts across the country along with the officials and 36 CEOs of all States/UTs
participated in the Conference. This initiative is aimed at strengthening and
reorienting the legal framework of the Commission to meet emerging challenges more
effectively by achieving synergy. The conference laid emphasis on being nonadversarial and to offer ample opportunities for hearing.
2. The day-long conference provided a vital platform for dialogue and exchange
between the Commission and prominent legal professionals from across the country.
The strategic engagement marks a significant step by the Election Commission in
aligning its legal resources with the dynamic landscape of electoral jurisprudence in
India. Discussions focused on enhancing the preparedness, efficiency, and
coordination of the Commission’s legal team, with particular emphasis on issues
related to election law, judicial proceedings, and legal reforms. Through this
interaction, the Commission sought to reinforce the effectiveness of its legal
representation across various judicial forums.
3. On Friday, the Election Commission held a conference of Chief Electoral
Officers at IIIDEM, New Delhi. The conference was held to firm up and devise a
roadmap for the IT initiatives of ECI. ECI has already incubated a new initiative in
2025 to design and develop an Integrated Dashboard, ECINET, to provide a singlewindow access to all the relevant data, within the ambit of requisite legal provisions,
required by all its stakeholders. This unique initiative will unify all the ICT initiatives
of ECI under a single umbrella.

ECI to soon launch a single-point App for stakeholders; to subsume over existing 40 IT
Apps with enhanced UI/UX

New ECINET to facilitate electoral services for citizens; seamless and convenient data handling for electoral
officials

In a major initiative, the Election Commission of India is developing a new user-friendly
digital interface for the electors and its other stakeholders such as the election officials, political
parties and the civil society. The new one-stop platform, ECINET, will integrate and reorient over
40 of ECI's existing mobile and web applications.

ECINET will have an aesthetic User Interface (U) and a simplified User Experience (UX) by
providing a singular platform for all electoral-related activities. This move is also designed to
alleviate the burden of the users for downloading and navigating multiple Apps and remembering
different logins.

The platform was envisaged by the Chief Election Commissioner (CEC) of India Shri
Gyanesh Kumar during the Conference of Chief Electoral Officers (CEOs) held in March 2025, in
the presence of Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi.

ECINET will also enable users to access relevant electoral data on their desktops or
smartphones. To ensure that data is as accurate as possible, the data on ECINET will be entered
solely by the authorized ECI official. Entry by the concerned official would ensure that the data
made available to the stakeholders is as accurate as possible. However, in case of any conflict, the
primary data as duly filled in statutory forms will prevail.

ECINET will subsume existing Apps like the Voter Helpline App, Voter Turnout App, cVIGIL,
Suvidha 2.0, ESMS, Saksham and KYC App which together have clocked over 5.5 crore downloads
(complete list of Apps enclosed). ECINET is expected to benefit nearly l00 crore electors and the
entire electoral machinery comprising over 10.5 lakh Booth Level Officers (BLOs), around 15 Lakh
Booth Level Agents (BLAs) appointed by Political Parties, nearly 45 Lakh Polling Officials, 15,597
Assistant Electoral Registration Officers (AEROs), 4,123 EROs and 767 District Election Officers
(DEOs) across the country.

ECINET has already reached an advanced stage of development and rigorous trials are being
conducted to ensure smooth functionality, ease of use, and robust cybersecurity measures. It is
being developed after an elaborate consultative exercise involving 36 CEOs of all the States/UTs,
767 DEOs and 4,123 EROs of their States/UTs and after reviewing 76 publications comprising
9,000 pages of the electoral framework, instructions and handbooks issued by ECI from time to
time.

The data provided through ECINET will be strictly aligned within the legal framework
established by the Representation of People Act 1950, 1951, Registration of Electoral Rules, 1960
Conduct of Election Rules, 1961 and instructions issued by ECI from time to time.

38,000 Indigenous Trees Planted in 5th Phase of 1 Lakh Plantation Drive in Suru Kargil
MP Ladakh appreciated the step taken by JUIAK

Kargil witnessed a historic moment in environmental conservation as the Al Hima-laya Green Mission & Research Centre was officially launched on May 4, 2025 by Member of Parliament, Ladakh, Haji Mohammad Haneefa Jan, in the presence of Sheikh Nazir Mehdi Mohammadi, President of the Jamiat-ul-Ulama Isna Asharia Kargil (JUIAK).

The launch took place during the 5th Phase of the One Lakh Mega Plantation Drive 2025, where over 38,000 indigenous plants were successfully planted in a single day at Damsna, Tai Suru. This ambitious movement is being spearheaded by JUIAK in collaboration with the newly founded Al Hima-laya Green Mission & Research Centre, with the goal of planting 1 lakh trees to restore ecological balance in Ladakh’s fragile mountain environment.

The Al Hima-laya Green Mission & Research Centre is a groundbreaking environmental initiative that integrates Islamic ecological principles with scientific research and community engagement.

The name “Al Hima-laya” is a symbolic blend of two powerful ideas:

Hima: Derived from the Islamic tradition, representing protected zones designated by the Prophet Muhammad (PBUH) for environmental preservation and responsible resource use.

Laya: A nod to the Himalayas, highlighting the commitment to protect and restore the Himalayan ecosystem through localized action.

The vision of the Centre is to make Ladakh a global model for faith-based environmental stewardship and sustainable development. Its mission includes, Reviving Islamic environmental ethics through education and community programs, Conducting climate and biodiversity research and Creating eco-leadership opportunities for youth and religious leaders, Establishing community-led eco-restoration zones (Himas) and Promoting green livelihoods and nature-based solutions

MP Haji Mohammad Haneefa Jan applauded JUIAK for launching a movement that blends spiritual responsibility with practical climate action.
“This initiative sets a national example. It is perhaps the first time in Ladakh that a movement of this scale, driven by faith, science, and community, has taken root with such vision and planning,” he said.

Sheikh Nazir Mehdi Mohammadi, President of JUIAK, emphasized the Centre’s long-term goal of instilling ecological values in every household, “Protecting the Earth is an Amanah (trust). With the Al Hima-laya Centre, we aim to institutionalize this duty across faith groups, schools, and local governance.”

He extended thanks to the Lieutenant Governor of Ladakh, Dr. B.D. Mishra, DC Kargil Shrikant Suse, and other administrative bodies for their collaborative support in this endeavor.

Special acknowledgments were given to Anjuman Sahab-e-Zaman, Markaz-e-Tablighat Imam Reza, Anjuman Inqilab-e-Mehdi Suru, and the Volunteers of Baseej-e-Baqiyatullah and for the efforts in mobilizing thousands of volunteers across Kargil.

Syed Abass Razvi, former EC LAHDC Kargil and senior community leader, stated, “This day marks a chapter in history. The vision of President Sheikh Nazir Mehdi Mohammadi will be remembered for generations. We hope this model will be replicated every year, ensuring continuity in faith-based climate action.”
The Al Hima-laya Green Mission & Research Centre will focus on five core areas, Faith and Ecology, Community Conservation, Green Livelihoods, Eco-Leadership Development, Research and Publication.

With a long-term plan to develop training modules, research publications, and baseline data on the ecology of Ladakh, the Centre aims to institutionalize sustainability as a way of life in the Himalayas.

ECI strengthens field readiness with 2-day training for electoral officers at
IIIDEM

Chief Election Commissioner (CEC) of India Shri Gyanesh Kumar inaugurated
a two-day capacity-building training programme for Electoral Registration Officers
(EROs) and Booth Level Officers (BLOs) from Bihar, and EROs and BLO Supervisors
from Haryana, NCT of Delhi, and Uttar Pradesh at the India International Institute
of Democracy and Election Management (IIIDEM), New Delhi today. The training
programme is part of the Election Commission of India's ongoing preparations for
the upcoming General Elections to the Legislative Assemblies. A total of 369
grassroots election officials are taking part in this mixed-batch training programme.

2. In his inaugural address CEC Gyanesh Kumar said that the BLOs and EROs along
with the Booth Level Agents (BLAs) are responsible for ensuring correct and updated
electoral rolls and they are to function strictly as per the Representation of People
Act 1950, Registration of Electors Rules 1960 and instructions issued by the ECI
from time to time. Earlier this month, around 280 BLAs from Bihar of 10 recognised
political parties were also trained at IIDEM.

3. The training is designed to enhance participants' practical understanding
especially in the areas of voter registration, form handling, and field-level
implementation of electoral procedures. The officials will also be provided technical
demonstrations and training of EVMs and VVPATs. The participants were also
familiarised with the provisions of first and second appeals against the final electoral
rolls as published with the DM/District Collector/Executive Magistrate under
section 24(a) of RP Act 1950 and Chief Electoral Officer (CEO) of the State/UT under
section 24(b) respectively. It may be recalled that no appeals were filed from Bihar,
Haryana, Uttar Pradesh and NCT of Delhi after the completion of the Special
Summary Revision (SSR) exercise as of 6th-10th of January 2025.

4. The curriculum includes interactive sessions, role plays simulating house-to
house surveys, case studies, and hands-on exercises for filling Forms 6, 6A, 7, and
8. Additionally, participants will receive practical training on the Voter Helpline App
(VHA) and the BLO App.

5. Sessions are being conducted by experienced National Level Master Trainers
(NLMTs) and expert Resource Persons from the IT and EVM Divisions of the
Commission. The sessions are interactive and will address common field-level errors
and how to avoid them.

Sankoo: A one day mega event on World Earth Day were organized by PM Shri Government Girls High School Sankoo, to sentisize the community regarding the challenges and issues pertaining to the planets.
The event witnessed the participation of 13 schools both high and higher secondries from three zones along with their poster presentations on the below mentioned themes.
1. Recycling and reducing
2. Sustainable energy and renewable resources
3. Pollution outsources.
4. Conservation of natural resources
In this poster presentations GHS Sangrah got 1st position, GHS Tambis got 2nd position & GHS Yakza got 3rd position.
A number of delegates, speakers attended the event. The event were graced by the auspicious presence of Ag syed Ahmed Rizvi as chief guest and Worthy deputy chief education officer Sankoo as Guest of honour.
It is pertinent to mention here that the event were collaborated by district forest department Kargil, Navikru Eco foundation, Stringmo group, Ladakh centres for peace and sustainable development.
The heads of these organisations actively joined the event and presented their insights during the occasion.
The Chief Guest while speaking on the occasion highlights the importance of such events. The deputy chief education officer while talking on the occasion focused to organise such events in each and every school for general awareness and community mobilization purposes.
The othe speakers on the occasion includes Cordinator Navikru econ foundation Ms. Tajmmul, Chairman Ladakh centre for peace and sustainable development Mr. Ghulam Mohammad and team leader Stringmo group emphasised the importance of such events in understanding of basic challenges and issues in present time.
Later on Mr. Naqi highlighted the importance of moral education other than the regular activites. Hello focused on the dire need of moral education, a positive approach towards success in future.
At the concluding session headmaster of the institute Mr. Sajjad Hussain presented vote of thanks to each and every one who graced the occasion by their august presence and to make it a successful one. Point Wise Rebuttal by ECI based on Facts

1. During Assembly Elections in Maharashtra 6,40,87,588 electors,
who reached the polling station from 7 am to 6 pm, voted. About 58
lakh votes were polled per hour on an average. Going by these
average trends, nearly 116 Lakh voters could have voted in last two
hours. Therefore, casting of 65 lakhs votes by electors in two hours
is much below the average hourly voting trends.

2. Further, in every polling booth, the voting progressed in front of the
poling agents formally appointed by candidates/political parties.
INC's nominated candidates or their authorized agents have not
raised any substantiated allegations with regards to any kind of
abnormal voting at the time of scrutiny before the Returning Officer
(RO) and the Election Observers on the next day.

3. Electoral Rolls in India including Maharashtra are prepared as per
the Representation of People Act, 1950 and the Registration of
Electors Rules, 1960. As per law, either just before the elections
and/or once every year, Special Summary Revision of the Electoral
Rolls is conducted and a final copy of the Electoral Rolls is handed
over to all the National/State political parties, including Indian
National Congress (INC).

4. After the finalisation of these Electoral Rolls during Maharashtra
elections, as against 9,77,90,752 Electors, only a total of 89 appeals
were filed before the 1st appellate authority (DM) and only 1 appeal
was filed before the 2nd appellate authority (CEO). Therefore, it is
amply clear that there was no grievance of INC or any other political
parties before the conduct of Maharashtra Assembly Elections in
2024.

5.During the revision of Electoral Rolls, for 1,00,427 Polling Booths,
along with 97,325 Booth Level Officers appointed by the EROS,
1,03,727 Booth Level Agents were also appointed by all Political
Parties, including 27,099 by INC. Therefore, these unsubstantiated

allegations raised against the Electoral Rolls of Maharashtra are
affront to the rule of law.

6. The Election Commission had brought out all these facts in its reply
to INC on 24h December 2024 itself which is available on ECI's
website. It appears that all these facts are completely being ignored
while raising such issues again and again.

ECI Highlights Accuracy in Electoral Rolls with Just 90 appeals for change

The Election Commission of India (ECI) has successfully completed the Special Summary Revision (SSR) of Electoral Rolls across the country, with the final rolls published on January 6th and 7th, 2025. This comprehensive exercise covered nearly 10.5 lakh polling booths spread across 4,123 Assembly Constituencies. It saw the active participation of over 13.87 lakh Booth Level Agents (BLAs) appointed by political parties, reflecting a high level of stakeholder engagement.

The SSR also incorporated updates for States and Union Territories that conducted Assembly elections following the Lok Sabha elections held in 2024. As a result of this inclusive and transparent process, the total number of electors in the country now stands at 99.22 crore. More than 10.49 lakh Booth Level Officers (BLOs) were engaged in facilitating the revision.

A significant highlight of this exercise is the remarkably low number of appeals filed under Section 24 of the Representation of the People Act, 1950. Only 89 first-level appeals were received by District Magistrates and District Election Officers, and just one second-level appeal was filed with the Chief Electoral Officer. This extremely low number of grievances is a clear indicator of the widespread acceptance and satisfaction with the revised electoral rolls.

The Commission notes that such minimal recourse to the appeals mechanism affirms the accuracy, inclusiveness, and transparency of the SSR 2025 process. With active participation from political parties, administrative officials, and the public, the Election Commission reiterates that the Electoral Rolls published post-SSR 2025 are final and undisputed

HISTORIC TRANSITION IN INDO-IRAN RELATIONS: Ayatollah Agha Muhsin Qummi’s speech at the Iran Culture House in New Delhi

New Delhi:In a momentous ceremony held at the Iran Culture House, Ayatollah Agha Muhsin Qummi, the esteemed Head of International Relations of the Supreme Leader’s Office, delivered a powerful and heartfelt speech marking a new chapter in the religious and diplomatic landscape between Iran and India. The gathering was organized to formally announce the appointment of Hojjat Al Islam Wal Muslimeen Haj Agha Abdul Majeed Hakeem Elahi as the new Representative of the Supreme Leader of the Islamic Republic of Iran in India. The event also served as a tribute to the commendable fifteen years of service by the outgoing representative, Hojjat Al Islam Wal Muslimeen Haj Agha Mahdi Mahdavipour.

He praised Elahi’s scholarly depth, humility, and experience in Islamic outreach. “He is a man of knowledge, wisdom, and sincerity. His selection by the Supreme Leader, Ayatollah Sayyid Ali Khamenei (may Allah protect him), is a clear reflection of the Leader’s deep concern for the continuation of intellectual and spiritual guidance for the Shia community in India.”
Ayatollah Qummi expressed confidence that Hakeem Elahi would carry forward the mission of promoting unity among Muslims, encouraging peaceful coexistence, and enhancing cultural diplomacy. “India is a land of diversity, faith, and coexistence. The Representative of the Supreme Leader must always work to nurture harmony, spread the teachings of the Ahlul Bayt (AS), and serve as a guide for the community. I am certain that Hakeem Elahi will rise to this noble responsibility,” he stated.
One of the most emotionally charged segments of Ayatollah Qummi’s speech was his tribute to the outgoing representative, Hojjat Al Islam Wal Muslimeen Haj Agha Mahdi Mahdavipour. He lauded Mahdavipour’s dedication, patience, and perseverance throughout his 15-year tenure in India, calling it a “golden era of scholarly and cultural engagement.”
“From his arrival in India, Haj Agha Mahdavipour worked day and night to uplift the Shia community, establish educational institutions, promote Islamic teachings, and build bridges with all religious communities. His mission was not only to represent the Supreme Leader but to be a brother, teacher, and spiritual father to thousands,” Ayatollah Qummi remarked.
He recounted Mahdavipour’s initiatives, including the expansion of Hawzas (Islamic seminaries), youth engagement programs, interfaith dialogues, and humanitarian services across Indian cities such as Lucknow, Hyderabad, Mumbai, and Delhi. “His work was never limited to rituals it was about awakening hearts and minds. He understood the needs of the people and responded with compassion and wisdom,” said Qummi.
The speech highlighted how Mahdavipour’s approach emphasized the message of peace, love, and unity, particularly in a multi-religious and multi-ethnic nation like India. Qummi also noted that Mahdavipour had developed strong ties with academic circles and religious organizations, deepening the intellectual discourse between Iranian and Indian scholars.
