Excerpts from my speech today during meeting of the District Development Council. It's unfortunate that funds are going to get lapsed for various reasons.
We need to start thinking out of box to ensure that no money gets lapsed and all developmental projects are executed on time.!

Chief Minister ’s government has finalised transaction of business rules.
Aided by Supreme Court lawyers; Omar’s business rules are aimed at reversing powers of and making institution of CM and Ministers as powerful as they were when J&K was a state.
Proposal for transfer and posting of AIS officers would go to Cabinet.
Once approved by Cabinet; proposal would go to for concurrence.
LG’s Principal Secretary who had powers to act as Secretary to the Cabinet in the absence of Chief Secretary has been replaced with GAD Secretary or Secretary choosen by Chief Minister .
