*Tangmarg craft dealer blacklisted, deregistered for selling a machine-made carpet as handmade for Rs 2.5 lakh, criminal case ordered*

*Director H&H issues orders under Sections 6 & 7 of J&K Registration of Tourist Trade Act, 1978 against the seller for committing fraud with a tourist*

Srinagar, July 22 : In a major crackdown on unfair trade practices threatening the very credibility of Kashmir’s world-famous handicraft and handloom industry, Directorate of Handicrafts and Handloom, Kashmir, has blacklisted and deregistered a craft showroom - The Kashmir Art Bazaar, Tangmar - after the showroom was found guilty of selling a machine-made carpet for ₹2.55 lakh to a tourist by fraudulently passing it off as a hand-knotted Kashmiri GI-certified product.

As per the Order No. 10-HD(QC) of 2025 dated 22.07.2025, issued by Director Handicrafts and Handloom, the seller used a fake QR label resembling the official label issued by the Indian Institute of Carpet Technology (IICT) to mislead the buyer into believing the carpet was a genuine GI-certified craft.
L “A formal criminal complaint has been ordered, and further legal proceedings have been recommended under the GI Act and Bharatiya Nyaya Sanhita,” a spokesman of the Handicrafts and Handloom Department, Kashmir revealed.

Meanwhile, a team from the Quality Control wing of the Department has reached Konchipora, Tangmarg and completed the blacklisting process of the showroom.

The matter came to fore after a tourist, Syed Furqan Alam, complained to Director IICT, Srinagar stating therein that he had paid ₹25,000 in advance for a carpet from The Kashmir Art Bazaar, located in Konchipora, Tangmarg, with the total transaction amounting to ₹2.55 lakh. The showroom allegedly presented a certificate and QR code claiming IICT certification. “Upon verification, IICT confirmed the QR label was forged and not issued by their institution. The case was escalated to the department’s Quality Control Division, which conducted a physical inspection, seized the carpet, and issued a show-cause notice to the proprietor,” the spokesman added.

The spokesman further stated that in his response, the proprietor denied the fraud, claiming the customer declined the purchase once told the carpet wasn’t GI-certified. “However, this was contradicted by photographic evidence submitted by the complainant, as well as findings from IICT that confirmed the fake label had been pasted onto a machine-made carpet,” he added.

The official spokesman further said that the Department, upon examining the reply, found it totally misleading and unsatisfactory and concluded the act was a deliberate attempt to cheat the buyer by exploiting Kashmir’s GI craft reputation. “The Director in his order stated that the seller had deliberately created a fake QR label resembling the original GI label of IICT and pasted the same on a machine-made carpet to cheat the concerned tourist,” he said.

Citing violations of Sections 6 and 7 of the J&K Registration of Tourist Trade Act, 1978, the Directorate ordered immediate blacklisting and deregistration of the seller.

“Furthermore, it is hereby ordered that a formal complaint shall be filed against the proprietor of The Kashmir Art Bazaar with the office of the Senior Superintendent of Police, Tourism Enforcement, Kashmir, for initiating strict action against him for pasting a fake QR label purportedly in the name of IICT, and requesting to investigate the network which seems to run this racket of pasting fake GI QR labels on machine-made items.

The order further observed that once the seller realised the fraud had been detected, he attempted to remove the fake QR label from the carpet to cover up the malpractice. However, evidence provided by the complainant and expert verification from IICT confirmed the wrongdoing.

The spokesman reiterated that such fraudulent acts of misbranding genuine handmade products not only violate consumer trust but directly undermine the GI-certified identity of Kashmiri craft, threatening the livelihood of lakhs of artisans and weavers. “We take this opportunity to warn all business stakeholders in craft sector to desist from selling machine-made items in the garb of handmade products, failing which the Department will take immediate action by black-listing and de-registration of such showrooms,” he added.

He further urged all buyers and tourists to contact the Handicrafts and Handloom Department, Kashmir, if they have been sold a machine-made product in the garb of handmade item.(GNS)

Minister’s Online Class Decision Draws Sharp Criticism, Parents Question Logic, Children Being Pushed Back Into Phone Addiction*

*Neyaz Elahi*

Srinagar, July 7 : The latest decision by Jammu and Kashmir’s Education Minister, Sakina Itoo, to make 2-hour online classes mandatory for school students in Kashmir, after attending physical classes in the morning, has sparked a wave of outrage among parents, medical professionals, and education experts alike.

The minister today announced a revised school schedule in view of the prevailing heatwave, introducing a blended model that includes two hours of online classes after a one-hour break at home. While the move is framed as an academic necessity, the fallout has been immediate and intense.

A number of parents called the news agency Kashmir News Trust throughout the day, voicing strong opposition to what many described as an “illogical” and “damaging” decision. “On the one hand, we are told to keep our children away from mobile phones, and on the other, we are now forced to hand them the very devices we are trying to protect them from,” said Shazia Yousuf, a parent from the uptown area of Srinagar.

Another concerned father from Pulwama noted, “We just got our child to stop spending excessive time on the phone after COVID-19 lockdowns. This decision will revive their addiction, and it is being imposed in the name of education.”

Medical professionals also weighed in. Pediatricians and mental health experts have long cautioned about the harmful impact of prolonged screen exposure on children’s eyesight, mental development, and sleep patterns. “We are already seeing the long-term consequences of post-COVID screen addiction in children. Pushing them back into phones, just because it's hot, is shortsighted and harmful,” said a senior pediatrician at a Srinagar hospital, speaking on the condition of anonymity.

Critics argue that the minister’s move essentially shifts the burden to parents, who are now under pressure to provide Android phones to their children, regardless of financial capability or personal reservations. “How can a labourer or a low-income family manage a smartphone and data plan for every child in the household?” asked Fayaz Ahmad, a teacher from Budgam.

The COVID pandemic, which normalized online learning, had already caused serious concern among parents as children became hooked to devices for both classes and recreation. Many families spent the last two years trying to reverse that trend, only to see it potentially resurface due to this fresh directive.

Ironically, the same government officials and education experts who once launched campaigns to curb screen time for children are now mandating it under a new format. There appears to be little consideration of the psychological, physiological, and economic toll this might take on families.

Calls are mounting for the Education Department to rethink the decision and consider alternative ways of ensuring learning continuity without pushing students further into digital dependency. Social media is abuzz asking the Education Department to revisit this controversial decision. [KNT]

wants to derail J&K's progress, break our unity: LG Manoj Sinha*

Jahangeer Ganaie

Anantnag, July 07 : Jammu and Kashmir Lieutenant Governor Manoj Sinha on Monday accused Pakistan of attempting to derail the region's development journey and sow discord among communities.

Speaking at a religious function in Aishmuqan, LG Sinha, per news agency—Kashmir News Observer (KNO) termed Pakistan a "terrorist country" determined to undo the hard-earned progress made in the last five years in Jammu and Kashmir.

"Pakistan wants to destroy the five-year-long development of Jammu and Kashmir. It wants to break our unity. We must not allow its nefarious designs to succeed," he said.

He stressed the only way to defeat the enemy's agenda is through unity and collective resistance. "We all must fight together against the ill designs of the terrorist country. Police and security forces are playing a crucial role in the fight against terrorism. But the people's cooperation is equally important."

Sinha emphasised that while administration is committed to peace and prosperity, this goal can only be achieved when the public actively supports the fight against terrorism. "We need to provide support and timely information to our police and security agencies so that this menace can be uprooted completely," he said.

While lauding the efforts of security personnel, he also appreciated the resilience of the people. "Despite numerous provocations, the people of Jammu and Kashmir have shown remarkable patience and restraint. We will not allow anyone to divide us," he said—(KNO)

Tax Department launches operation against Fake ITC Evasion in Kashmir*

Srinagar, July 2 (GNS): In a resolute effort to safeguard the public revenue and ensure compliance with the Goods and Services Tax (GST) regime, the State Taxes Department Kashmir today conducted massive raids against the business entities involved in fraudulent Input Tax Credit (ITC) practices across Kashmir.

These meticulously executed raids, planned over the past month, unearthed significant instances of tax fraud, reinforcing the department’s commitment towards curbing the fraudulent tax practices.

The raids were initiated based on credible intelligence inputs regarding widespread misuse of ITC provisions, particularly in Kashmir, where certain commodities such as iron, cement and steel have been identified as highly susceptible to tax evasion. The investigation cell of the State Taxes Department conducted thorough research over the past 30 days to identify the entities involved in generating fake invoices and passing ineligible ITC.

The department’s proactive approach was driven by a “reason to believe” that fraudulent practices were causing substantial revenue losses to the exchequer. The investigation zeroed in on sectors such as iron, cement and steel and other high-value commodities known for their vulnerability to tax evasion. These sectors have been exploited through fake billing and shell companies to fraudulently claim ITC without actual supply of goods or services in violation of the Act and rules.

The State Taxes Department’s enforcement team, under the guidance of Additional Commissioner State Taxes Department Kashmir, Parveez Ahmad Raina, worked tirelessly to map out the complex web of transactions and pinpoint the perpetrators. The crackdown was proposed and executed under the leadership of Commissioner State Taxes J&K, P.K. Bhat.

The operation comprised seven specialized teams, properly trained and adequately equipped, each led by a State Tax Officer (STO) and supported by a dedicated team of inspectors and Sub-Inspectors. These teams were tasked with conducting simultaneous raids in the early hours today across multiple locations across North Kashmir, targeting the businesses and individuals suspected of orchestrating fake ITC rackets.

Over the past month, the team cross-referenced GST returns and conducted physical verifications to identify discrepancies in ITC claims.

The underlying aim is to create a robust and transparent tax regime, deterring fraudsters from exploiting loopholes and encouraging the honest taxpayers to contribute to the region’s economic progress.(GNS)
