BADC seeks urgent action to fill 60% vacant posts at BGSBU

BGSBU crisis hurting students in border areas: Dr. Shazad

Jammu, 08/08/2025: The Jammu and Kashmir Border Area Development Conference (JKBADC), a registered organisation working for the tribal population in the border areas of J&K, has expressed serious concern over the recent media reports about shortage of faculty and other staff at Baba Ghulam Shah Badshah University (BGSBU), Rajouri.

The media reports, based on an RTI reply, reveal that nearly 60% of teaching posts at the university are lying vacant.

According to the report, out of 235 sanctioned teaching positions, 142 are currently vacant. This includes all 22 posts of Professors, 48 out of 50 Associate Professors, and 72 out of 82 Assistant Professors.

The university is being run largely by a small group of junior teachers, who are already overburdened.

This situation is seriously affecting the quality of education in an institution that serves a remote and underserved region.

Dr. Shazad Ahmed Malik, Chairman of JKBADC and former Vice Chancellor, said the ongoing crisis at BGSBU is extremely worrying for students from border and tribal areas who rely on this university for higher education.

He stressed that BGSBU was established to uplift underdeveloped regions, and failing to support it defeats the purpose of its foundation.

More than 80 non-teaching positions are also vacant, including Principals, Controller of Examination, Medical Officer, and other key technical and support roles. This lack of manpower is seriously affecting the day-to-day functioning of the university.

JKBADC has appealed to the Hon’ble Lieutenant Governor Shri Manoj Sinha and Former Chief Minister Omar Abdullah to take immediate and effective steps to fill these vacancies and restore the academic health of the university.

The organisation has also extended its full support, assistance and policy guidance to the university administration.

Extend 30 Day Leaves to Govt Employees for Elderly Parents: JKBADC to J&K Govt

Jammu, 29/July/2025:
The Jammu and Kashmir Border Area Development Conference (JKBADC), a registered organisation working for the welfare of people living in border areas and tribal regions of the Union Territory, has appealed to the Government of Jammu and Kashmir to introduce a clear and compassionate leave policy allowing government employees to avail up to 30 days of earned leave each year to take care of their elderly parents.

This appeal from JKBADC comes after Union Minister Dr. Jitendra Singh recently informed the Rajya Sabha that Central Government employees are entitled to use 30 days of earned leave annually for personal needs, including elder care, under the Central Civil Services (Leave) Rules, 1972.

Dr. Shazad Ahmed Malik, Chairman of JKBADC and former Vice Chancellor, stated that such a provision is especially important for employees serving in remote border and tribal belts of Jammu and Kashmir, where ageing parents often rely entirely on their children for daily care and emotional support.

He said, “If Central Government employees are allowed to take leave to care for their elderly parents, then employees of the Jammu and Kashmir Government should also get the same opportunity. It is a simple but meaningful step that can ease the lives of many working families.”

Dr. Shazad urged J&K Chief Minister Omar Abdullah and Chief Secretary Atal Dulloo (IAS) to issue clear, employee-friendly instructions to J& K General Administration Department so that this leave benefit can be availed without unnecessary delays or confusion.

The organisation also offered its support and Policy Advice including legal assistance to the government in drafting people-centric service rules that address the genuine needs of J & K government employees, especially those working in difficult areas near border and hilly area, who manage both professional duties and family responsibilities with limited resources.
