*Indian Bans its Seafarers to sail with many Foreign Certificate of Competency such as Honduras, Belize, Togo, Gabon, Panama...etc*

Dear Seafarers & those who are in business with Seafarers

DG Shipping got fed up of distressed call from Indian Seafarers across world who were stranded at foreign ports and *DEAD* Ships. Surgical action taken with issuance of Circular 31 of 2025 on 18 July 25. All Seafarers must read this Circular otherwise you will regret and suffer. Attached Circular is 6 page and it affects 400,000 strong Indian Seafarers.

I feel 10,000 Indian Seafarers jobs will be lost immediately on one side and on the other side illegal business of ₹10 Cr will get stopped. That's 1st durect hit by DG Shipping today. Other things as per me are:

1. Many illegal Agents will cry
2. many MTIs *NOT* approved by DG Shipping will die
3. Single Delivery Voyage Ships to Alang will see per day cost increase to Usd 500
4. Iran - UAE trade by Indian Seafarers on FOC boats will collapse for a while
5. FOC Ships with Indian Seafarers having Honduras Lic will be jobless.
6. If Bitumen Tanker with 17 Crew costs Owner USD 1500 per day , now it will cost atleast USD 2000 per day. Thats because No Indian Seafarer with Honduras Lic can sail on such Tanker. Need Indian , UK, Singapore, Australia, Iran , UAE , Ireland Lic.

It's a big storm now .....

Nevertheless some Agents and Seafarers will manage to do business despite new circular. They all will be suspended and I won't be surprised if DG Shipping files legal case against them as well as suspend such Indian National permanently by withdrawing License to Recruitment and Placement Service Agencies or arrest Ships when they call India.

Nevertheless, I feel One big sledge hammer Circular 31 of 2025 dated 18 Jul 25 will change the Human Rights at Sea. Change it forever with less burden on Indian Government to justify why bad employment of Indian Seafarers show up at ILO ( International Labour Organisation).

officer, Balraj Singh from Mohali, has died under mysterious circumstances aboard a ship near the UK coast, with his family alleging foul play and disputing the claim of su***de.
Balraj's body was brought back to Mohali on Sunday and the postmortem was conducted at Phase-6 civil hospital on Monday. The body was later handed over to the family for final rites.
Balraj, a resident of Balongi, was undergoing training aboard a ship registered under the Marshall Islands and operated by Fluid Management Limited. Balraj had joined the vessel on December 10 after departing from Singapore and was said to be in good spirits, according to his family.

Meerut Shocker: Merchant Navy Officer Murdered, Body Sealed in Cement by Wife and Lover

In a gruesome case from Meerut, Uttar Pradesh, Merchant Navy officer Saurabh Rajput was brutally murdered by his wife, Muskaan Rastogi, and her lover, Sahil Shukla. His body was dismembered, stuffed into a drum, and sealed with cement in an attempt to cover up the crime.

Saurabh and Muskaan had a love marriage in 2016, but their relationship soured after he left his job to spend more time at home. Muskaan became involved in an extramarital affair with Sahil, a mutual friend. Despite their troubled marriage, Saurabh rejoined the Merchant Navy in 2023 for his daughter’s future.

On February 24, Saurabh returned home as a surprise for his daughter’s sixth birthday on February 28. However, Muskaan and Sahil had already planned his murder. On March 4, Muskaan spiked his food with sleeping pills, and once he was unconscious, the duo stabbed him to death. They then chopped his body into pieces, placed them inside a drum, and sealed it with wet cement.

To avoid suspicion, Muskaan falsely told neighbors that Saurabh had gone on a trip. She and Sahil even traveled to Manali with his phone, posting pictures on his social media to create the illusion that he was alive. However, Saurabh’s prolonged silence raised suspicion among his family, who alerted the police.

Upon interrogation, Muskaan and Sahil confessed to the murder and led police to the drum. Due to the hardened cement, authorities had to use specialized drilling equipment to retrieve Saurabh’s remains, 14 days after his death.
