The 131st Constitution Amendment Bill, proposing 33% reservation for women in the Lok Sabha, failed to pass after it could not secure the constitutionally mandated two-thirds majority.
Despite significant support, the numbers fell short:
→ 298 MPs voted in favour, while 230 opposed it in one count
→ In another count, out of 489 members present and voting, only 278 supported the bill, while 211 voted against.
For a constitutional amendment, the bar is high requiring not just a simple majority, but a two-thirds majority of members present and voting, along with over 50% of the total strength of the House. The bill needed roughly 326 votes, but couldn't get there.
