Frank is remembered by many Tibetan Americans for 𝐡𝐢𝐬 𝐫𝐨𝐥𝐞 𝐢𝐧 𝐢𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐢𝐧𝐠 𝐭𝐡𝐞 𝟏,𝟎𝟎𝟎 𝐢𝐦𝐦𝐢𝐠𝐫𝐚𝐧𝐭 𝐯𝐢𝐬𝐚𝐬 that allowed displaced Tibetans from India and Nepal to resettle in the United States under the 1990 Immigration Act.
