The floods currently devastating Jammu and Kashmir are not a natural calamity alone — they are also the outcome of state neglect and administrative inertia. Ten years ago, the 2014 floods were described as a “wake-up call” for disaster preparedness. Committees were formed, strategies were promised, and billions were pledged. Yet, today, the reality is damning: the very same localities that went underwater in 2014 are waterlogged again.
The Lieutenant Governor’s administration has consistently projected a narrative of “development” and “good governance.” But on the ground, there is neither a comprehensive flood management plan nor durable infrastructure upgrades that could safeguard lives and livelihoods. Instead of investing in resilient urban planning, river dredging, embankment strengthening, and drainage improvement, the people of J&K are left to face nature’s wrath with little protection.
This is not just a failure of infrastructure ; it is a failure of governance and accountability. Until promises are translated into action, citizens will continue to pay the price, while official claims of progress drown under the floodwaters.
