-ਸਾਬਕਾ ਡਿਪਟੀ ਸੀ.ਐਮ. ਦਾ ਪੁਰਾਣਾ ਫੋਨ ਨੰਬਰ ਵਰਤਕੇ ਪੰਜਾਬ ਦੇ ਸਿਆਸੀ ਵਿਅਕਤੀਆਂ ਤੇ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਵੀ ਸੰਪਰਕ ਕਰਨ ਦੀ ਕੀਤੀ ਸੀ ਕੋਸ਼ਿਸ਼

-ਜਾਅਲੀ ਜਮਾਨਤ ਬਾਂਡ ਤੇ ਫ਼ਰਜੀ ਦਸਤਾਵੇਜ ਤਿਆਰ ਕਰਨ ਵਾਲੇ ਗਿਰੋਹ ਦਾ ਵੀ ਕਿੰਗਪਿੰਨ ਹੈ ਫੋਨ ਨੰਬਰ ਵਰਤਣ ਵਾਲਾ ਠੱਗ-ਐਸ.ਐਸ.ਪੀ.

ਪਟਿਆਲਾ, 9 ਜੁਲਾਈ:

ਪਟਿਆਲਾ ਪੁਲਿਸ ਨੇ ਇੱਕ ਅਜਿਹੇ ਗਿਰੋਹ ਨੂੰ ਬੇਨਕਾਬ ਕਰਨ ਵਿੱਚ ਵੱਡੀ ਸਫ਼ਲਤਾ ਹਾਸਲ ਕੀਤੀ ਹੈ, ਜੋ ਦਿੱਲੀ ਦੇ ਸਾਬਕਾ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਪੁਰਾਣ ਮੋਬਾਇਲ ਨੰਬਰ ਨੂੰ ਵਰਤਕੇ ਡਿਪਟੀ ਸੀਐਮ ਦਾ ਕਰੀਬੀ ਹੋਣ ਦਾ ਭੁਲੇਖਾ ਪਾ ਕੇ ਆਪਣਾ ਦਬਦਬਾ ਬਣਾ ਰਿਹਾ ਸੀ, ਇਸ ਗਿਰੋਹ ਦਾ ਮੁੱਖ ਸਰਗਨਾ ਜਾਅਲੀ ਜਮਾਨਤੀ ਬਾਂਡ ਅਤੇ ਫ਼ਰਜੀ ਦਸਤਾਵੇਜ ਤਿਆਰ ਕਰਨ ਵਾਲੇ ਗਿਰੋਹ ਦਾ ਵੀ ਕਿੰਗਪਿੰਨ ਰਿਹਾ ਹੈ। ਇਹ ਪ੍ਰਗਟਾਵਾ ਜ਼ਿਲ੍ਹਾ ਪੁਲਿਸ ਮੁਖੀ ਵਰੁਣ ਸਰਮਾ ਨੇ ਅੱਜ ਇੱਥੇ ਪੁਲਿਸ ਲਾਈਨ ਵਿਖੇ ਪ੍ਰੈਸ ਕਾਨਫਰੰਸ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕੀਤਾ।

ਐਸ.ਐਸ.ਪੀ. ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਪਟਿਆਲਾ ਪੁਲਿਸ ਨੇ ਥਾਣਾ ਲਾਹੌਰੀ ਗੇਟ ਵਿਖੇ ਮਿਤੀ 19 ਜੂਨ 2025 ਨੂੰ ਇੱਕ ਮਾਮਲਾ ਦਰਜ ਕਰਕੇ ਠੱਗਾਂ ਦੇ ਅਜਿਹੇ ਗਿਰੋਹ ਦਾ ਪਰਦਾਫਾਸ਼ ਕੀਤਾ ਸੀ, ਜੋ ਕਿ ਜਾਅਲੀ ਜਮਾਨਤੀ ਬਾਂਡ ਅਤੇ ਫ਼ਰਜੀ ਦਸਤਾਵੇਜ ਤਿਆਰ ਕਰਕੇ ਵੱਖ-ਵੱਖ ਅਦਾਲਤਾਂ 'ਚ ਆਦੀ ਦੋਸ਼ੀਆ ਦੀਆਂ ਜਮਾਨਤਾਂ ਕਰਵਾਉਣ ਦਾ ਕਾਲਾ ਧੰਦਾ ਕਰਦਾ ਸੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਗਿਰੋਹ ਦੇ ਸਰਗਨੇ ਜੈ ਕਿਸ਼ਨ ਭਾਰਦਵਾਜ ਪੁੱਤਰ ਲੇਟ ਜੱਗਾ ਰਾਮ ਵਾਸੀ ਸੰਤੋਸ਼ ਕਲੋਨੀ ਧਾਰੂਹੇੜਾ ਜਿਲ੍ਹਾ ਰਿਵਾੜੀ ਹਰਿਆਣਾ ਨੂੰ ਜਦੋਂ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਉਸਦੇ 5 ਫੋਨ ਜ਼ਬਤ ਕੀਤੇ ਗਏ ਤੇ ਪੁੱਛਗਿੱਛ ਕੀਤੀ ਗਈ ਤਾਂ ਉਸ ਦੇ ਹੋਰ ਵੀ ਵੱਡੇ ਠੱਗ ਹੋਣ ਦੇ ਸਬੂਤ ਪੁਲਿਸ ਦੇ ਹੱਥ ਲੱਗੇ।

ਐਸ.ਐਸ.ਪੀ. ਵਰੁਣ ਸ਼ਰਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਵਿਅਕਤੀ ਨੇ ਵੋਡਾਫੋਨ ਕੰਪਨੀ ਦਾ ਇੱਕ ਅਜਿਹਾ ਨੰਬਰ 8447808080 ਆਪਣੇ ਸਰੋਤਾਂ ਰਾਹੀਂ ਹਾਸਲ ਕੀਤਾ, ਜਿਸ ਨੂੰ ਕਿ ਕਿਸੇ ਸਮੇਂ ਦਿੱਲੀ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਅਤੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਪੰਜਾਬ ਮਾਮਲਿਆਂ ਦੇ ਇੰਚਾਰਜ ਸ੍ਰੀ ਮੁਨੀਸ਼ ਸਿਸੋਦੀਆ ਵੱਲੋਂ ਵਰਤਿਆ ਜਾਂਦਾ ਰਿਹਾ ਸੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਦੋਂ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਕੋਲੋ ਬਰਾਮਦ ਹੋਏ ਨੰਬਰਾਂ ਦੀ ਫਾਰੈਂਸਿਕ ਜਾਂਚ ਕਰਵਾਈ ਤਾਂ ਕਾਫ਼ੀ ਖੁਲਾਸੇ ਹੋਏ ਹਨ।

ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਇਸ ਫੋਨ ਨੰਬਰ ਨੂੰ ਜੈ ਕਿਸ਼ਨ ਨੇ ਆਪਣੇ ਆਪ ਨੂੰ ਮੁਨੀਸ਼ ਸਿਸੋਦੀਆ ਦਾ ਕਰੀਬੀ ਹੋਣ ਦਾ ਭਰਮ ਭੁਲੇਖਾ ਪੈਦਾ ਕਰਨ ਤੇ ਦਬਦਬਾ ਬਣਾਉਣ ਲਈ ਵਰਤਦੇ ਹੋਏ ਪੰਜਾਬ ਦੇ ਸਿਆਸੀ ਵਿਅਕਤੀਆਂ, ਵਿਧਾਇਕਾਂ ਅਤੇ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਇਸ ਨੰਬਰ ਰਾਹੀਂ ਵਟਸਐਪ ਮੈਜੇਜ ਕਰਕੇ ਸੰਪਰਕ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਕਾਫੀ ਲੋਕਾਂ ਨੂੰ ਮੂਰਖ ਬਣਾਕੇ ਪੈਸਾ ਕਮਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਸੀ ਪਰੰਤੂ ਅਜੇ ਤੱਕ ਇਸਨੂੰ ਕਾਮਯਾਬੀ ਨਹੀਂ ਸੀ ਹਾਸਲ ਹੋਈ।

ਵਰੁਣ ਸ਼ਰਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਦੇ ਅਧਾਰ 'ਤੇ ਪਟਿਆਲਾ ਪੁਲਿਸ ਨੇ ਇਸ ਠੱਗ ਗਿਰੋਹ ਵੱਲੋਂ ਕਿਸੇ ਵੱਡੇ ਹੋਰ ਸਕੈਮ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਥਾਣਾ ਕੋਤਵਾਲੀ ਵਿਖੇ ਮਿਤੀ 8 ਜੁਲਾਈ 2025 ਨੂੰ ਬੀ.ਐਨ.ਐਸ. ਦੀਆਂ ਧਾਰਾਵਾਂ 319 (2), 318(4) ਤੇ ਆਈਟੀ ਐਕਟ ਦੀਆਂ ਧਾਰਾਵਾਂ 66, 66 ਸੀ ਤੇ 66 ਡੀ ਤਹਿਤ ਮੁਕਦਮਾ ਨੰਬਰ 145 ਕਰਕੇ ਅਗਲੇਰੀ ਪੜਤਾਲ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।

ਐਸ.ਐਸ.ਪੀ. ਨੇ ਦੱਸਿਆ ਕਿ ਇਹ ਇੱਕ ਠੱਗੀਆਂ ਮਾਰਨ ਦਾ ਆਦੀ ਗਿਰੋਹ ਹੈ ਅਤੇ ਇਸ ਗਿਰੋਹ ਦੇ ਸਰਗਨੇ ਜੈ ਕਿਸ਼ਨ ਨੇ ਪਹਿਲਾਂ ਵੀ ਹਰਿਆਣਾ ਵਿਖੇ ਇੱਕ ਮਹਿਲਾ ਨਾਲ ਸੀ.ਬੀ.ਆਈ ਦਾ ਫਰਜੀ ਅਫ਼ਸਰ ਬਣਕੇ ਲੱਖਾਂ ਰੁਪਏ ਦੀ ਠੱਗੀ ਮਾਰੀ ਸੀ, ਜਿਸ 'ਚ ਇਸ ਨੂੰ ਤਿੰਨ ਸਾਲ ਦੀ ਸਜਾ ਵੀ ਹੋਈ ਸੀ।

ਵਰੁਣ ਸ਼ਰਮਾ ਨੇ ਦੱਸਿਆ ਕਿ ਪਟਿਆਲਾ ਪੁਲਿਸ ਨੇ ਇਸ ਗਿਰੋਹ ਨੂੰ ਬੇਨਕਾਬ ਕਰਕੇ ਇੱਕ ਵੱਡਾ ਠੱਗੀ ਦੀ ਵਾਰਦਾਤ ਹੋਣ ਤੋਂ ਬਚਾਅ ਲਈ ਹੈ, ਕਿਉਂਕਿ ਇਸ ਠੱਗਾਂ ਦੇ ਕਿੰਗਪਿੰਨ ਜੈ ਕਿਸ਼ਨ ਨੇ ਆਪਣੀ ਚੈਟ ਵਿੱਚ ਆਪਣੇ ਆਪ ਨੂੰ ਦਿੱਲੀ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਦਾ ਕਰੀਬੀ ਦਰਸਾਇਆ ਸੀ ਅਤੇ ਇਸ ਨੇ ਇਸ ਨੰਬਰ ਨੂੰ ਆਪਣੀ ਠੱਗੀ ਦਾ ਸ਼ਿਕਾਰ ਬਣਾਉਣ ਲਈ ਇੱਕ ਸਾਜਿਸ਼ ਘੜੀ ਸੀ।

ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਨੇ ਇਹ ਨੰਬਰ ਵੋਡਾਫੋਨ 'ਚ ਅਪਣੇ ਕਿਸੇ ਕਰੀਬੀ ਦੀ ਸਹਾਇਤਾ ਨਾਲ ਹਾਸਲ ਕੀਤਾ ਸੀ, ਇਸ ਮਾਮਲੇ ਦੀ ਵੀ ਜਾਂਚ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਮੌਕੇ ਐਸ.ਪੀ. ਗੁਰਬੰਸ ਸਿੰਘ ਬੈਂਸ ਤੇ ਇੰਚਾਰਜ ਸੀਆਈਏ ਸਟਾਫ਼ ਪਰਦੀਪ ਸਿੰਘ ਬਾਜਵਾ ਵੀ ਮੌਜੂਦ ਸਨ।

ਮੁੱਖ ਮੰਤਰੀ ਸ. ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਲੋਕ ਹਿਤ ’ਚ ਵੱਡਾ ਫ਼ੈਸਲਾ ਲੈਂਦਿਆਂ ਪਟਿਆਲਾ ’ਚ ‘ਈਜ਼ੀ ਰਜਿਸਟਰੀ’ ਪ੍ਰਣਾਲੀ (ਜ਼ਮੀਨ-ਜਾਇਦਾਦ ਦੀ ਰਜਿਸਟਰੀ ਸੌਖੇ ਢੰਗ ਨਾਲ ਕਰਨ) ਦੀ ਸ਼ੁਰੂਆਤ ਕਰ ਦਿੱਤੀ ਹੈ। ਲੋਕਾਂ ਨੂੰ ਹੁਣ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਖੱਜਲ-ਖ਼ੁਆਰ ਨਹੀਂ ਹੋਣਾ ਪਵੇਗਾ ਅਤੇ ਨਾ ਹੀ ਏਜੰਟਾਂ ਜਾਂ ਵਿਚੋਲਿਆਂ ਨਾਲ ਵਾਹ ਪਵੇਗਾ ਕਿਉਂਕਿ ਹੁਣ ਸ਼ੁਰੂ ਤੋਂ ਲੈ ਕੇ ਅੰਤ ਤੱਕ ਹਰ ਜਾਣਕਾਰੀ ਮੋਬਾਇਲ ’ਤੇ ਮਿਲਿਆ ਕਰੇਗੀ ਅਤੇ ਇਹ ਪ੍ਰਣਾਲੀ ਤੇਜ਼ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਹੋਵੇਗੀ।
ਇਹ ਜਾਣਕਾਰੀ ਪਟਿਆਲਾ ਤੋਂ ਵਿਧਾਇਕ ਅਜੀਤਪਾਲ ਸਿੰਘ ਕੋਹਲੀ ਨੇ ਈਜੀ ਰਜਿਸਟਰੀ ਪ੍ਰਣਾਲੀ ਦੀ ਪਟਿਆਲਾ ਵਿਖੇ ਸ਼ੁਰੂਆਤ ਕਰਨ ਮੌਕੇ ਦਿੱਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਲੋਕ ਜ਼ਮੀਨ-ਜਾਇਦਾਦ ਦੀ ਰਜਿਸਟਰੀ ਲਈ ਜ਼ਿਲ੍ਹੇ ਦੇ ਕਿਸੇ ਵੀ ਸਬ-ਰਜਿਸਟਰਾਰ ਦਫ਼ਤਰ ਵਿੱਚ ਜਾ ਸਕਦੇ ਹਨ।
ਅਜੀਤਪਾਲ ਸਿੰਘ ਕੋਹਲੀ ਨੇ ਦੱਸਿਆ ਕਿ ਦਸਤਾਵੇਜ਼ ਤਿਆਰ ਕਰਨ ਲਈ ਹੈਲਪ ਲਾਈਨ ਨੰਬਰ 1076 ਰਾਹੀਂ ਸੇਵਾ ਸਹਾਇਕਾਂ ਨੂੰ ਘਰ ਵੀ ਬੁਲਾਇਆ ਜਾ ਸਕਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਆਨਲਾਈਨ ਦਸਤਾਵੇਜ਼ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ, ਡਿਜੀਟਲ ਵਿਧੀ ਨਾਲ ਅਗਾਊਂ ਪੜਤਾਲ ਕਰਨ ਅਤੇ ਰਜਿਸਟਰੀ ਲਈ ਸਬ-ਰਜਿਸਟਰਾਰ ਦਫ਼ਤਰ ਜਾਣ ਲਈ ਖ਼ੁਦ ਹੀ ਸਮੇਂ ਦੀ ਚੋਣ ਕਰਨ ਵਰਗੀਆਂ ਸਹੂਲਤਾਂ ਹੁਣ ਲੋਕਾਂ ਨੂੰ ਮਿਲਣਗੀਆਂ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਕਿਸੇ ਵੀ ਨਾਗਰਿਕ ਨੂੰ ਲੰਮੀਆਂ ਲਾਈਨਾਂ ਵਿੱਚ ਲੱਗਣ ਅਤੇ ਦਫ਼ਤਰਾਂ ਦੇ ਵਾਰ-ਵਾਰ ਗੇੜੇ ਮਾਰਨ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਈਜੀ ਰਜਿਸਟਰੀ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਸੇਲ ਡੀਡ ਦਾ ਖਰੜਾ ਖ਼ੁਦ ਤਿਆਰ ਕਰਨ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸੇਵਾ ਸਹਾਇਕਾਂ ਰਾਹੀਂ ਘਰ ਬੈਠਿਆਂ ਰਜਿਸਟਰੀ ਦੇ ਦਸਤਾਵੇਜ਼ ਤਿਆਰ ਕਰਨ ਲਈ ਸੇਵਾਵਾਂ ਹਾਸਲ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਇਸ ਸਿਸਟਮ ਨਾਲ ਲੋਕਾਂ ਦਾ ਸਮਾਂ, ਪੈਸਾ ਅਤੇ ਊਰਜਾ ਦੀ ਬੱਚਤ ਕਰਨ ਵਾਲਾ ਮਹੱਤਵਪੂਰਨ ਕਦਮ ਦੱਸਦਿਆਂ ਵਿਧਾਇਕ ਅਜੀਤਪਾਲ ਸਿੰਘ ਕੋਹਲੀ ਨੇ ਕਿਹਾ ਕਿ 48 ਘੰਟਿਆਂ ਦੇ ਅੰਦਰ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀ ਅਗਾਊਂ ਪੜਤਾਲ ਹੋਵੇਗੀ ਅਤੇ ਤੈਅ ਸਮੇਂ ਮੁਤਾਬਕ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਹੋਵੇਗੀ, ਜਿਸ ਨਾਲ ਕਬੀਲਦਾਰੀਆਂ ਵਿੱਚ ਰੁੱਝੇ ਲੋਕਾਂ ਜਾਂ ਨੌਕਰੀਪੇਸ਼ਾ ਲੋਕਾਂ ਦਾ ਸਮਾਂ ਖ਼ਰਾਬ ਨਹੀਂ ਹੋਵੇਗਾ ਅਤੇ ਅਸਿੱਧੇ ਤੌਰ ’ਤੇ ਵਿੱਤੀ ਬੱਚਤ ਵੀ ਹੋਵੇਗੀ।

CM-led Punjab Cabinet’s historic decision: Big relief to Punjab’s industry as Cabinet approves industrial plot conversion

Move aimed at facilitating conversion of industrial plots into hospitals, hotels, industrial parks, and other uses

Chandigarh, June 26 –

The Punjab Cabinet, under the leadership of Chief Minister Bhagwant Singh Mann, on Thursday approved significant amendments to the state’s conversion policy, enabling the conversion of industrial plots into hospitals, hotels, industrial parks, and other permitted uses.

A decision to this effect was taken during a meeting of the Council of Ministers held at the Chief Minister’s official residence.

Disclosing this here today a spokesperson from the Chief Minister’s Office said that earlier conversion policies were introduced in 2008, 2016, and 2021. However, industrial associations had raised concerns about certain restrictive conditions in the 2021 policy. In response, a committee reviewed the requests from industrialists and proposed a set of changes applicable to freehold plots. As per the revised policy, a conversion charge of 12.5% of the industrial reserve price will be levied.

Approval for Conversion of Leasehold Industrial Plots/Sheds to Freehold

The Cabinet also approved a policy for converting leasehold industrial plots and sheds into freehold ones, particularly for plots managed by PSIEC. These plots and sheds, originally allotted on a leasehold basis, included complex clauses related to transfer, leading to complications in property transactions. The new policy aims to streamline industrial estate management, enhance ease of doing business, and reduce litigation and uncertainty among allottees. Additionally, this conversion is expected to generate additional revenue for the state.

Amendments to MSE Facilitation Council Rules – 2021

The Cabinet approved amendments to the MSE Facilitation Council Rules – 2021 under the MSME Development Act, 2006. At present, District-level Micro and Small Enterprises Facilitation Councils function under the chairpersonship of the respective Deputy Commissioners. However, delays were noted in the ex*****on of awards related to delayed payments under the Act. In line with Government of India guidelines, a mechanism will now be created for the recovery of such awards as arrears of land revenue under the Punjab Land Revenue Act, 1887.

Approval of Amendments to Punjab Water Resources Department Junior Engineers (Group-B) Service Rules

The Cabinet approved amendments to the service rules governing Junior Engineers (Group-B) in the Punjab Water Resources Department. While 15% of JE posts are reserved for promotion, 10% of these are filled from among Junior Draftsmen, Surveyors, Work Mistris, Earth Work Mistris, and others. Now, Canal Patwaris and Revenue Clerks who hold the required qualifications (i.e., a diploma or degree in Civil, Mechanical, or Electrical Engineering from a recognized institution) and relevant experience will also be eligible under this quota. This move will bring experienced personnel into the department and incentivize employees to pursue higher qualifications.

Approval to Merge Various Directorates under the Department of Finance

For enhanced administrative efficiency and cost savings, the Cabinet approved the merger of various directorates under the Department of Finance. The Directorates of Small Savings, Banking & Finance, and Lotteries will be merged and renamed as the Directorate of Small Savings, Banking, and Lotteries. DPED and DFREI will be merged and renamed as the Directorate of Public Enterprises and Financial Resources. The Directorates of Treasury & Accounts, Pensions, and NPS will be merged into a single entity: Directorate of Treasury & Accounts, Pension, and NPS. This restructuring is expected to save the state approximately ₹2.64 crore annually.

Approval for Creation of New Posts for State SNA Treasury

The Cabinet also gave consent for the creation of new posts for the State SNA Treasury established in Chandigarh, in accordance with Government of India guidelines. Under Centrally Sponsored Schemes, funds are now transferred via the SNA SPARSH system. To operationalize the State SNA Treasury, the creation of the following nine posts was approved: District Treasury Officer, Treasury Officer, two Senior Assistants, four Clerks, and one Peon.

मजीठिया के कंट्रोल वाली कंपनियों के बैंक खातों में 161 करोड़ रुपए की बड़ी बेहिसाबी नकदी जमा होने के मिले रिकार्ड

संदिग्ध विदेशी संस्थाओं के द्वारा 141 करोड़ रुपए के लेन-देन के सबूत मिले

कंपनी के वित्तीय विवरणों में बिना किसी जानकारी/ स्पष्टीकरण के 236 करोड़ रुपए की अधिक जमा राशि का पता लगा

चंडीगढ़ 25 जून, 2025 -

पुलिस थाना पंजाब स्टेट क्राइम में साल 2021 में दर्ज एफआईआर नंबर 02 की जांच कर रही विशेष जांच टीम ( ऐसआईटी) और विजीलैंस ब्यूरो द्वारा की गई जांच में बिक्रम सिंह मजीठिया की तरफ से ड्रग मनी की बड़े स्तर पर लॉन्डरिंग का खुलासा हुआ है। प्राथमिक जांच से पता लगा है कि इस केस में 540 करोड़ रुपए से अधिक की ड्रग मनी का कई अवैध तरीकों के साथ लेन-देन किया गया, जिस में
(क) बिक्रम सिंह मजीठिया के कंट्रोल वाली कंपनियों के बैंक खातों में जमा 161 करोड़ रुपए की बड़ी बेहसाबी नकदी,
(ख) संदिग्ध विदेशी संस्थाओं के द्वारा 141 करोड़ रुपए का लेन- देन,
(ग) कंपनी के वित्तीय विवरणों (स्टेटमैंटों) में बिना किसी जानकारी/ स्पष्टीकरण के 236 करोड़ रुपए की अधिक जमा राशि और
(घ) बिक्रम सिंह मजीठिया द्वारा आय के किसी जायज़ स्रोत से बिना चल/ अचल जायदाद की प्राप्ति शामिल है
पंजाब विजीलैंस ब्यूरो के प्रवक्ता ने आज यहाँ बताया कि विजीलैंस ब्यूरो ने पुलिस थाना पंजाब स्टेट क्राइम ऐसएऐस नगर में ऐनडीपीऐस एक्ट 1985 की धारा 25, 27- ए और 29 के अंतर्गत दर्ज एफआईआर नंबर 02 तारीख़ 20- 12- 2021 की जांच कर रही विशेष जांच टीम ( ऐसआईटी) की रिपोर्ट के आधार पर केस दर्ज किया है, जिसमें बिक्रम सिंह मजीठिया की तरफ से बड़े स्तर पर ड्रग मनी की लॉन्डरिंग को दर्शाते ठोस सबूत मिले हैं।

इस केस में विजीलैंस ब्यूरो की तरफ से हर तरह के लेन-देन की जांच की जा रही है और एस. आई. टी. द्वारा की गई जांच से स्पष्ट तौर पर पता चलता है कि यह फंड बिक्रम सिंह मजीठिया के कंट्रोल वाली सराया इंडस्ट्रीज के खाते में जमा की गई ड्रग मनी से सम्बन्धित हैं।

विजीलैंस ब्यूरो के प्रवक्ता ने आगे बताया कि अब तक ग़ैर- कानूनी ढंग के साथ 540 करोड़ रुपए की ड्रग मनी की लॉन्डरिंग बारे पता चला है, जिसको बिक्रम सिंह मजीठिया की तरफ से तत्कालीन पंजाब सरकार में एक विधायक के तौर पर और पूर्व कैबिनेट मंत्री के पद के प्रभाव और गलत ढंग के साथ प्रयोग के ज़रिये जमा किया गया था।

विजीलैंस ब्यूरो के प्रवक्ता ने कहा कि बिक्रम सिंह मजीठिया और उनकी पत्नी गिनीव कौर के नाम पर चल/ अचल जायदादों में काफ़ी विस्तार हुआ है जिसके लिए आमदन का कोई जायज़ स्रोत पेश नहीं किया गया।

विजीलैंस ब्यूरो के प्रवक्ता अनुसार ऐसआईटी की तरफ से 22 व्यक्तियों के ठिकानों और विजीलैंस ब्यूरो की तरफ से 3 स्थानों पर तलाशी और बरामदगी की कार्यवाहियां की गई जिसमें 30 से अधिक मोबाइल फ़ोन, 5 लैपटाप, 3 आईपैड, 2 डेस्कटॉप, कई डायरियाँ, संपत्ति के कई दस्तावेज़ और सराया इंडस्ट्रीज से सम्बन्धित कई दस्तावेज़ मिले हैं।

प्रवक्ता ने कहा कि बिक्रम सिंह मजीठिया को विजीलैंस ब्यूरो की तरफ से कानून अनुसार उचित प्रक्रिया की पालना के अंतर्गत गिरफ़्तार किया गया है।

CHANDIGARH, June 4:

In a significant breakthrough against espionage networks threatening national security amidst the ongoing drive to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Punjab Police’s State Special Operation Cell (SSOC) SAS Nagar has arrested a YouTube influencer for spying for Pakistan’s Inter-Services Intelligence (ISI), said Director General of Police (DGP) Punjab Gaurav Yadav on Wednesday.

The arrested accused, identified as Jasbir Singh alias Jaan Mahal (41), a resident of Village Mahlan in Rupnagar, has been operating a YouTube channel “JaanMahal Video” with over 11 lakh subscribers, ostensibly posting travel and cooking vlogs.

DGP Gaurav Yadav said that accused Jasbir Singh has been found associated with Pakistani Intelligence Operative (PIO) Shakir alias Jutt Randhawa, part of a terror-backed espionage network. He also maintained close contact with Haryana-based YouTuber Jyoti Malhotra— arrested for spying by Haryana Police, and Ehsan-ur-Rahim alias Danish, a Pakistani national and expelled Pak High Commission official.

He said that investigations have revealed that Jasbir attended the Pakistan National Day event in Delhi on Danish’s invitation, where he met Pakistani Army officials and vloggers. The accused has also travelled to Pakistan on three occasions including in 2020, 2021 and 2024, and came into direct contact with ISI officers, who subsequently cultivated and recruited him to carry out espionage activities within India, he added.

The DGP said that after Jyoti Malhotra’s arrest, accused Jasbir had attempted to erase all traces of his communications with these PIOs to avoid detection. Further investigations are underway to dismantle the broader espionage-terror network and identify all collaborators, he added.

Sharing operation details, Assistant Inspector General of Police (AIG) SSOC SAS Nagar Dr Ravjot Grewal said that police teams have received reliable input about Jasbir Singh alias Jaan Mahal in touch with many Pakistan based entities including agents of Pakistan intelligence agency ISI and has been providing sensitive information about movement of Indian Army and other inside activities of the country to Pakistan. Acting swiftly, teams of SSOC SAS Nagar has launched an intel-based operation and arrested suspect and recovered his mobile device, she said.

She said that around 150 Pakistan contacts has been retrieved from the initial mobile phone forensics of the arrested those included mobile numbers of Pakistan ISI agents, Pakistan High commission officials and other Pak based entities.

In a bid to cover his tracks, the accused had deleted crucial digital evidence, including chats, contact records, and documents exchanged with Pakistani intelligence handlers from his mobile phone, said the AIG, while adding that technical recovery and forensic examination are underway to retrieve deleted data and information leaked through him.

She said that investigations have revealed that accused Jasbir used this platform as a cover to share sensitive information about Indian Army movements and activities with Pakistani handlers.

The AIG said that accused Jasbir had got introduced with Jyoti Malhotra through Pakistan embassy officials at an event hosted by Pakistan embassy in 2024. Both Jasbir and Jyoti also visited Pakistan together. Further investigation is in progress to identify potential accomplices, digital communication trails, and foreign linkages, she added.

Meanwhile, a case 5 dated 03/06/2025 has been registered under sections 152 and 61(2) of the Bharatiya Nyaya Sanhita (BNS) and sections 3, 4 and 5 of the Official secret Act at Police Station SSOC SAS Nagar.
