Spread across 323.4 sq km and 124 villages in Uran, Panvel and Pen talukas, the Mumbai 3.0 New Town Development Area is expected to become a major new urban growth centre in the Mumbai Metropolitan Region, supported by connectivity through the Sewri-Nhava Sheva Atal Setu.

Unlike conventional land acquisition, the project is being developed under a new state framework that gives landowners multiple ways to participate. Options include acquisition through mutual consent, compensation through development rights such as FSI and TDR, and land pooling.

Under the land pooling model, landowners will receive 22.5 per cent of developed land in return for their undeveloped land. The approach is intended to make landowners stakeholders in the long-term development of the new city.

MMRDA has not set a final target for the amount of land it will require. Officials said development will take place over the next decade and beyond, making Mumbai 3.0 a long-term urban development exercise rather than a conventional land acquisition project.

Property owners in Thane are set to pay more after the Thane Municipal Corporation General Body approved a property tax hike of 12% for residential properties and 20% for non-residential properties.

The revision, the first in eight years according to TMC, comes just four months after the civic body presented a no-tax-hike budget for 2026-27.

The new rules will also change how property transfer fees are calculated. Instead of the conventional square-foot-based system, TMC will levy a fee of 0.5% of the government-approved market value of authorised properties. This means the impact will extend to homeowners planning to sell or transfer their properties.

The 25.03-km corridor will have 16 stations, including 13 elevated and three underground, and will connect with the railway stations at Naigaon, Nalasopara and Virar.

The revised plan includes a station at Subhash Chandra Bose Ground in Bhayander, with an interchange with Metro Line 9, while the Virar section will extend to Dongarpada. A car depot is proposed at Chikhal Dongri.

MMRDA has also proposed a 4.92-km integrated double-decker bridge across Vasai Creek to Panju Island, combining a six-lane road with the Metro corridor.

Once completed in 2031, the line is expected to carry around 4.49 lakh passengers and reduce travel time by about 50 per cent. It is also expected to strengthen connectivity between Vasai-Virar, Mira-Bhayander and Mumbai’s suburbs and major industrial and logistics centres.

The system, which became mandatory from August 17 for specified first-sale transactions, allows builders and developers to submit registration documents online without buyers or sellers having to visit a sub-registrar office.

Of the 248 registrations completed on Monday, 123 were for plots and the remaining transactions involved apartments.

Under the system, developers upload sale documents and details of the parties involved through dedicated logins. Aadhaar-based biometric authentication, including fingerprint and iris verification, is used to establish identities.

The concerned sub-registrar then scrutinises the documents and processes the registration digitally. Any additional information can also be submitted online, while digitally signed registered documents and receipts are made available online.

The first phase covers first sales of developer-owned plots and builder-sold apartments, along with certain linked mortgage transactions.

The move is aimed at reducing footfall at registration offices, cutting waiting times and limiting physical interaction in the property registration process.
