Sikkim’s Environmental Quest: 3rd Paryavaran Parva Ends on High Note

Gangtok, July 14 (IPR): The Forest & Environment Department organised a State- Level culmination function of the fortnightly environment festival, Sikkim Paryavaran Parva 2025 with the theme "Leave a Green Legacy" at Manan Kendra, this morning.

The 3rd Sikkim Paryavaran Parva was observed from July 1 to July 14 throughout the State.

The Chief Minister, Mr Prem Singh Tamang, graced the event as the Chief Guest. Upon arrival, he visited an exhibition titled ‘Transforming Lives Through the Winds of Change,’ which showcased various initiatives implemented across the state since the inception of the Sikkim Paryavaran Parva. The exhibition highlighted the impactful projects and developments that have taken place as part of this initiative.

In his address, the Chief Guest expressed his deepest condolence for the demise of Padmashree Garud Singh Lama (Sanu Lama), a successful creator of the Nepali literature world and skilled lyricist who is recognised for having written the State Song, ‘Jahan Bagchha Tista Rangit.’

The Chief Guest reflected on the Paryavaran Parva's successful culmination, which began on July 1 with a "Greenathon". The festival featured a range of events, including 'A Day for Mother Earth' on July 7 and a notable seven-minute vehicle stoppage across Sikkim to promote environmental awareness and reduce carbon emissions. Emphasising collective responsibility, the Chief Guest highlighted the importance of protecting the environment and wildlife, underscoring the celebration's role in strengthening spiritual, cultural, and social bonds with nature.

The Chief Guest also cited key achievements such as:
- Representing India at COP28 in Dubai (2023) with initiatives like ‘Mero Rukh Mero Santati’ and ‘Shishu Samriddhi Yojana’
- Winning the SKOCH Award 2024 for ‘Mero Rukh Mero Santati’
- Sikkim being declared Best State in Environmental Education 2025
- Designation of Khecheopalri Lake as Sikkim’s first Ramsar Site.

The Chief Guest emphasised the efforts in banning single-use plastic and related products, inspiring national policies in line with the global theme of ‘Ending Plastic Pollution.’

He also spoke about the inclusive community-driven initiatives such as:
- ‘Mero Rukh Mero Santati’: Planting 108 trees per newborn with government support of Rs 10,800/- per child
- ‘My Child from Wild’: Fostering compassion toward wildlife through adoption initiatives
- ‘Mero Bato Mero Bot’: Community participation in roadside greening.
- ‘Ek Ped Maa ke Naam’ campaign inspired by the Prime Minister Mr Narendra Modi involving mass tree planting in mothers’ names.

The Chief Guest congratulated the Forest & Environment Department, the participants of the initiatives and the public on these achievements. He stated that while deforestation is a concerning issue throughout the world, Sikkim is setting an example with a 2.19% forest cover growth. The Chief Guest encouraged the public to develop and transform Sikkim into a global tourist destination through these initiatives. He also called for collective collaboration of public and Departments. He expressed confidence that a spirit of healthy competition would propel the State to even greater heights.

Lastly, the Chief Guest extended warm congratulations to the Forest & Environment Minister, Advisors, Chairpersons, Principal Secretary, officials, front-line workers, and environmental warriors.

Minister Forest & Environment, Mines & Geology and Science & Technology Departments, Mr Pintso Namgyal Lepcha welcomed the Chief Guest and dignitaries to the event.

Highlighting various initiatives such as MRMS, MBMB, and My Child From Wild, he emphasised that these endeavours contribute to a fulfilling life. Mr Lepcha underscored the paramount importance of environmental protection and preservation, stressing that a healthy environment is crucial. He noted the Forest & Environment Department's efforts to engage every village in these initiatives and appealed for public support to ensure their success. In conclusion, he extended his gratitude to all festival participants.

The event proceeded with screenings of several audio visual presentations. These included:
- Videos of the exemplary activities by Forest Department (Foresters Beyong Forestry) showcasing their work in disaster assistance, construction of temporary log bridges, rescue of stranded tourists, transport of food and essential commodities to flood affected areas, wildlife rescue and relief operations and taming of wild fires
- Glimpses of the Green Quiz, a televised environment quiz, that was held earlier this month with the participation of students from 91 Government Senior Secondary Schools in a seven part episode series
- Videos on ‘My Child From Wild’- an inspiring and exciting animal adoption programme that fosters a special bond between humans and wildlife
- Heartfelt infomercials regarding ‘Mero Rukh Mero Santati (MRMS),’ a plantation program for parents of new borns to plan 108 saplings
- Audiovisual presentations of ‘Mero Bato, Mero Bot (MBMB),’ an avenue plantation initiative launched on 9th July 2024 where ornamental trees are planted along roads to beautify the surrounding.

Additionally, the Chief Guest digitally launched the Online Forest Check posts (FCP) and MRMS Portal.

The Online Forest Check Posts (FCP) system will facilitate online payments via QR codes, extending this convenience to even the most remote areas of Sikkim. Additionally, the MRMS Portal serves as a one stop portal where participants can upload plantation photos and supporting documents, streamlining the verification and processing procedure.

Accolades and commendations were also presented throughout the event. They are as follows-

A) Felicitation of Finalists of the Green Quiz 2025
- 1st Position- Government Sr Secondary School Tharpu, Soreng District- Rs 50,000/-
- 2nd Position - PM SHRI Government Sr Secondary School Mangan- Rs 40,000/-
- 3rd Position- Government Sr Secondary School Kewzing, Namchi District- Rs 30,000/-
- 4th Position- PM SHRI Government Sr Secondary School Pelling, Gyalshing District- Rs 20,000/-

B) Felicitation of the three best ASHA Workers under MRMS (with certificates & cash award of Rs 10,800/- each). The names are as follows:
- Ms Karma Dem of Sumin PHSC under Rangpo PHC, Pakyong District
- Ms Hem Lata S***a of Rabong PHC, Namchi District
- Ms Sabita Darjee of Kitam Health Wellness Centre under Melli PHC, Namchi District

C) The Best Road Gang for implementing MBMB during the year 2024-25 was conferred to Soreng Chakung Road Gang. The group comprising of 12 members each received a cash reward of Rs 50,000/-

D) 18 MRMS Beneficiaries from all six districts of the State received Sikkim Shishu Samridhi Yojana (SSSY) bank passbooks through the hands of the Chief Minister

E) Five Self Help Groups were also presented with social assets (shops) to showcase their products

Diving into the initiative of ‘My Child From Wild,’ the Director of the Himalayan Zoological Park, Mr Sangay Gyatso Bhutia received cheques from several adopters. The beneficiaries being-
- Alkem Laboratories Ltd contributed Rs 10,00,000/-
- SISCO Bank, Gangtok contributed Rs 5,00,000/-
Other beneficiaries such as the Amitabha School, Gangtok donated Rs 50,000/- and the family of Mesa Rai contributed Rs 7,000/-.

This was followed by a short interaction with three young ‘My Child from Wild’ adopters who spoke about why they wanted to be a part of the programme and their experiences.

Lastly, an engaging and informative skit on MBMB was performed and captivated the audience.

The Welcome Address was given by PCCF-cum-Principal Secretary, Forest and Environment Department Dr Pradeep Kumar and the Vote of Thanks was administered by APCCF, Forest and Environment Department Dr P Senthil Kumar.

The programme had the presence of Cabinet Ministers, Advisors, MPs, MLAS, senior dignitaries, Head of Departments, other Public Representatives including
panchayats, District Collectors, Superintendent of Police, ASHA workers, JFMCs, EDCs, BMCs, Watershed beneficiaries, Road Workers, parents, Award winners of the school, and school students.

State-Level Workshop on Panchayat Advancement Index 2.0 || Simplify Panchayat Advancement Index for Effective Utilization" - Minister

A significant step towards enhancing governance and grassroots development was taken with the organization of a State-Level Workshop on Panchayat Advancement Index (PAI) 2.0. The event was held at the conference hall of the State Institute of Rural Development & Panchayati Raj (SIRD&PR), Karfectar, Jorethang, and was jointly organized by the Department of Panchayati Raj and SIRD&PR, Government of Sikkim.

Minister for Rural Development and Cooperation Departments, Mr. Arun Kumar Upreti, emphasized the need for simplification of the Panchayat Advancement Index to ensure effective utilization by all stakeholders. He called for a result-oriented approach and collective team effort across departments for the development of each Gram Panchayat Unit (GPU).

Secretary of Panchayati Raj, Mr. Dushyant Priyar, informed about the constitution of a State-Level Taskforce Committee to oversee the progress and implementation of the index. He stressed the importance of accurate data collection and inter-departmental collaboration.

Director General of SIRD&PR, Ms. Kesang D. Rechung (IAS), highlighted PAI 2.0 as a powerful mechanism to enhance transparency and accountability in governance. She noted that the platform offers various indicators and thematic areas for targeted development within GPUs.

District Collector of Namchi, Ms. Anupa Tamling, drew attention to challenges such as poor network connectivity in shadow areas and recommended greater inter-departmental coordination. District Collector of Gyalshing, Mr. Tenzing D. Denzongpa, underscored the importance of Gram Sabhas and advocated for their urgent activation.

The workshop featured technical sessions led by Panchayat Coordinator Mr. Khemraj Chettri and Faculty member Mr. C B Manger, who presented an overview of PAI 2.0. The Minister launched the User Guide for Panchayat Advancement Index 2.0 and inaugurated the Adult Learning Centre within the SIRD&PR Karfectar campus.

State Pays Tribute to Dr Syama Prasad Mookerjee on His 125th Birth Anniversary

Gangtok, July 6 (IPR): The state-level celebration of the 125th birth anniversary of Dr Syama Prasad Mookerjee took place at Chintan Bhawan, today.

The Chief Minister, Mr Prem Singh Tamang, attended the programme as the Chief Guest.

The event began with the rendition of the National Anthem, followed by the lighting of the ceremonial lamp and the offering of khada on the portrait of Dr Syama Prasad Mookerjee.

In his address, the Chief Minister spoke about the role of Dr Mookerjee in shaping the nation’s political and cultural direction. He stated that Dr Mookerjee followed the ideals and path of his father, Ashutosh Mookerjee, who was a respected judge and educationist.

He added that Dr Mookerjee completed his law degree from the University of Calcutta and later went to England, where he qualified as a barrister from Lincoln’s Inn. He said that Dr Mookerjee became the youngest Vice-Chancellor of Calcutta University at the age of 33, where he promoted learning and national values.

The Chief Minister said that Dr Mookerjee worked for self-reliance, the promotion of Indian knowledge systems, and the development of local industries. He described Dr Mookerjee as a man of wisdom who stood for self-reliance, took pride in India’s cultural roots, and believed in strengthening local industries. He stated that Dr Mookerjee’s work reflected his commitment to the country’s independence in thought, economy, and identity.

He urged everyone to follow Dr Mookerjee’s principles and work for the welfare of the nation. He also thanked the Prime Minister, Mr Narendra Modi, for promoting the vision of Ek Bharat Shreshtha Bharat.

The Chief Minister extended warm birthday wishes to His Holiness the 14th Dalai Lama on behalf of the people of Sikkim. He conveyed greetings and prayers for the continued health and long life of His Holiness and expressed gratitude for his message of peace, compassion, and harmony.

Former Head of Department of History and Presiding Officer of the Internal Complaint Committee, Sikkim University Dr Veenu Pant, delivered a talk on the life and contributions of Dr Syama Mookerjee. She said he was committed to education and public service.

She mentioned that Dr Mookerjee began his political career with the Indian National Congress and later joined the Hindu Mahasabha. After Independence, he served as the Minister for Industry and Supply.

Dr Veenu Panth said he resigned from the Cabinet due to differences over the government's policy on Jammu and Kashmir. In 1951, he founded the Bharatiya Jana Sangh. She stated that he opposed Article 370 and travelled to Jammu and Kashmir in protest. He was arrested and later passed away in custody in 1953. She said people remember him as a principled leader who stood for national unity.

The event also featured a patriotic song performance by the Culture Department.

During the programme, Chief Minister Mr Prem Singh Tamang also inaugurated a newly constructed Home Department drivers’ waiting room within the premises of Chintan Bhawan. The facility aims to provide a designated resting space for drivers accompanying dignitaries, officials, and guests attending events at the venue. The Chief Minister stated that the initiative reflects the government’s effort to ensure basic amenities and convenience for all working individuals, including drivers.

Also present were the Deputy Speaker Sikkim Legislative Assembly, Ms Raj Kumari Thapa, Cabinet Ministers, MLAs-cum-Advisors, MP Lok Sabha Dr Indra Hang S***a, Advisors to Chief Minister, Political Advisors to Chief Minister, Zilla Adhyaksha and Up-Adhyakshyas of Gangtok district, Deputy Mayor GMC, Councillors, Chief Secretary, ACS, Heads of Departments, senior government officials, and representatives from NGOs and other organisations.

Earlier, Additional Director Culture Department Mr LN Nepal delivered the welcome address, while the word of thanks was proposed by OSD, Culture Department Mr Bhawani Ghimirey.

Badminton Association of Sikkim Meets Hon’ble Minister for Sports and Youth Affairs

Gangtok, July 5, 2025 – On Saturday, July 5, 2025, Shri Jacob Khaling , President of the Badminton Association of Sikkim (BAS), along with executive members, called on the Hon’ble Minister for Sports and Youth Affairs, Shri Raju Basnet at his official residence to discuss initiatives for promoting badminton in the state.

During the meeting, Shri Khaling briefed the Hon’ble Minister about the newly constituted BAS executive body and presented the annual calendar of events. He highlighted the efforts of District other various BAS-affiliated associations in promoting badminton among children across Sikkim. These associations, in collaboration with District Associations , affiliated clubs and the Sports & Youth Affairs Department, have been organizing regular coaching camps and training programs for students statewide.

Shri Khaling also shared details of the 1st Sikkim State Inter-School Badminton Tournament, organized by BAS. The tournament will be conducted at the district level across all six districts of Sikkim, with winners and runners-up advancing to the state-level competition in Gangtok. The BAS, during its Annual General Meeting, resolved to make this inter-school tournament an annual event to foster young talent.

Additionally, the President proposed basic and advanced coaching programs for Physical Education teachers of Education departments to keep them updated with modern training techniques.

The Hon’ble Minister commended BAS for its efforts in promoting badminton and organizing the state-wide tournament. He assured full support, both personally and on behalf of the Sports & Youth Affairs Department, to ensure the success of these initiatives.

The meeting concluded with a mutual commitment to strengthen sports development in Sikkim, with a focus on nurturing young athletes and enhancing grassroots-level training.

90th Birthday Message

On the occasion of my 90th birthday, I understand that well-wishers and friends in many places, including Tibetan communities, are gathering for celebrations. I particularly appreciate the fact that many of you are using the occasion to engage in initiatives that highlight the importance of compassion, warm-heartedness, and altruism.

I am just a simple Buddhist monk; I don’t normally engage in birthday celebrations. However, since you are organizing events focused on my birthday I wish to share some thoughts.

While it is important to work for material development, it is vital to focus on achieving peace of mind through cultivating a good heart and by being compassionate, not just toward near and dear ones, but toward everyone. Through this, you will contribute to making the world a better place.

As for myself, I will continue to focus on my commitments of promoting human values, religious harmony, drawing attention to the ancient Indian wisdom which explains the workings of mind and emotions, and Tibetan culture and heritage, which has so much potential to contribute to the world through its emphasis on peace of mind and compassion.

I develop determination and courage in my daily life through the teachings of the Buddha and Indian masters such as Shantideva, whose following aspiration I strive to uphold.

As long as space endures,
As long as sentient being remain,
Until then, may I too remain
To dispel the miseries of the world.

Thank you for using the opportunity of my birthday to cultivate peace of mind and compassion.

Minister for Ecclesiastical Affairs, Sonam Lama, participated in the 90th birth anniversary celebrations of His Holiness the 14th Dalai Lama, representing the state of Sikkim at the solemn occasion.

CHIEF MINISTER REVIEWS VRINDAVAN PROJECT AT DODAK

The Chief Minister of Sikkim Sh. Prem Singh Tamang-Golay visited the construction site of the Vrindavan project at Dodak, Soreng.

The visit allowed me to closely review the ongoing development and assess the progress of this unique initiative aimed at enhancing the region.

Vrindavan Park is envisioned as a serene public space that will offer residents and visitors a peaceful retreat, while also promoting green infrastructure and biodiversity, CM added. Chief Minister underscored the importance of aesthetic planning, environmental sustainability, and timely ex*****on.

Moreover, the project is expected to generate local employment while also creating avenues for small businesses, tourism-related services, and community-based activities. This development will not only beautify the region but also contribute to its socio-economic upliftment, CM said.
