Srinagar, June 20, (Scoop News)-Reiterating resolve of his party to set up a new system of justice and equality in Jammu and Kashmir, patron of the Peoples Democratic Party (PDP), M***i Mohammad Sayeed today sought support of the every sections of the society to restore sanctity of democratic institutions in the State. He observed that for the last nearly six years credibility of the democratic institutions was badly eroded in this State due to the misdeeds of the present dispensation. Addressing a function to welcome large number of people from Handwara, Akhnoor and Bishnah areas who joined PDP here today, M***i regretted that since formation of the government headed by National Conference a systematic move was brazenly launched, by those at the helm of the affairs, to undermine integrity of the institutions which are vital for the growth of any democratic system. He pointed towards various undemocratic steps taken by the present regime to deprive people of Jammu and Kashmir of their democratic rights. Coming down heavily on ruling National Conference for eroding sanctity of democratic institutions in the State, M***i regretted that it was a historical fact that this party (National Conference) never allowed democracy to flourish in Jammu and Kashmir. “It is result of the deceit tactics of National Conference that unlike other parts of the country, people of Jammu and Kashmir never enjoyed real taste of democracy”, he said and mentioned that except sloganeering National Conference has nothing to maintain democratic character of democratic institutions. “To make democracy more vibrant, it is necessary to restore peoples’ faith in the democratic institutions”, he argued and added that as a responsible political party, PDP was committed to strengthen democratic institutions in Jammu and Kashmir. “During our tenure of just three years, PDP had proved how to utilize such democratic institutions to ensure participation of common masses in the decision making process”, he reminded, adding, “three year is a very short period but PDP during its tenure had set an example of accountable, democratic and transparent system of governance”.

M***i said that PDP led regime had institutionalized development and recruitment process to ensure that every individual would get equal opportunity of growth and upliftment. “With its assiduous efforts the PDP had restored peoples’ faith in the democracy but the present government headed by NC has undermined democratic institutions”, he said and regretted that authoritarian attitude adopted by the coalition regime has badly shattered peoples’ faith in democracy. Listing priorities of his party, M***i said that eliminating corruption and improving quality and efficiency of the governance in Jammu and Kashmir are focussed areas of PDP. “Apart from political uncertainty, Jammu and Kashmir State is also suffering from crises of governance during the last nearly six years”, he said while pointing towards failure of the present regime on all fronts. He added that PDP, during its tenure, had proved how to provide good governance to the people by improving quality and capacity to deliver. Pointing towards joining of large number of people including some prominent persons, M***i said there is a widespread public recognition of the fact that the credible leadership and pro-people agenda of PDP had positively transformed the State's political, economic and developmental landscape after 2002. “People have realized that only PDP has vision to address grievances of all sections of the society”, he said. Prominent among those who joined PDP included FC Bhagat, who retired as Deputy Commissioner, advocate Abdul Rashid, adv Tahir Qadri, adv Nadeem Majid, Sheikh Parveez Ahmed, Nadeem Nazir, Nazir Ahmed Mir, Iryn Dar, Nazir Ahmed Dar, Dev Raj Bhagat, Dr Vishal Sapolia, Madan Lal Pargawalia, Bua Ditta and others. Abdul Haq MLA, G M Sofi, G N Panditpuri, Fayaz Ahmed Mir, Wahid Parra, Mohammad Shafi Dar, Mohammad Amin, Ghulam Mohammad Mir, Choudhary Hamid, Chatter Singh Saini, Satpal Charak, Thakur Suram Singh, Vikram Singh, Suman Sharma, Rashpal Singh Bittu, Chaman Manyal, Rehmat Khan, Daljeet Manyal and others were present on the occasion.

SSP Jmu at Pir Mitha Police Station (1) The Jammu police has managed to solve the murder of an aged women who was killed by her relative apparently due to monetary reason Police said that Nargis Hazi (D/o Late Ghulam Mohd Hazi W/o Shahid Chauhan age 61 year R/o Gali Mohalla Baba Jivan Shah Shahidi Chowk was reported to missing since the afternoon of December 11. After ther report of her missing was received by the police, they started investigating and it was revealed that alleged accused Rahat Hafiz along with his associated had abducted the old woman and taken her to some unknown place. Based on this report, the Police arrested Rahat Hafiz S/o Dr. Hafiz-Ullah Munshi R/o Trikuta Nagar, Jammu who during interrogation and questioning revealed that he alongwith his 03 associates have dumped the deceased’s body after murder at a place near Dayalachak in Distt. Kathua. His associate namely Mian Sohail S/o Mian Younis R/o Rajbagh Kathua was also taken into custody where both Rahat and Sohal confessed to their involvement. The duo also revealed that that they had killed the lady and disposed her body at Dayalachak in Kathua.PC. SSP Jmu at Pir Mitha Police Station (5)
Police said that accused Rahat Hafiz, a relative of deceased on the pretext of taking her for a medical check up, picked up her from her residence on 11-12-2013. Once the deceased was in his car, he alongwith his associates working as servant with Rahat apparently coaxed her to consume an overdose of sleeping pills, which apparently resulted in her death. The exact cause of death will be established only after the result of autopsy is obtained.

Vigilance registers case against ex-BDO, 4 more

JAMMU, 14 Dec : Vigilance Organization Jammu today claimed to have registered a case against ex-Block Development Officer (BDO) Gandoh, former Secretary, former Technical Assistant Panchayat and former Gram Sewak, all from Panchayat Halqa Gurrehrah as well as a Sarpanch from the same panchayat in MGNREGA scam.

Official reports said that Vigilance Organization Jammu today registered FIR against Anil Kumar then BDO Gandoh, Baldev Singh then Secretary, Mohammad Aslam then Technical Assistant Panchayat, Punjab Singh then Gram Sewak and Mohammad Ayaz then Sarpanch Panchayat Halqa Gurrehrah in the much publicized MGNREGA scam under section 5(1)d) r/w section 5(2) PC ACT 2006 BK and sections 120-B, 420, 467, 468 and 471 RPC.

According to FIR number 16 of 2013 verification was conducted into the allegations of drawal of fictitious payments under MGNREGA scheme in the Panchayat Halqa Gurrekrah without ex*****on of works by preparing fake job cards in the name of ineligible and expired person.

It has been further revealed that during the financial year 2011-12 works under said scheme involving sanction of Rs 19.50 lakhs were approved for ex*****on of said Panchayat. However, works which were found either unexecuted or partially executed and the payments for these work has been released in the name job card holders which included underage students, expired persons and those with more than one job card.

During verification, it has surfaced that alleged accused by abuse and misuse of their official position as public servants in league with Mohammad Ayaz Sarpanch of said Panchayat illegally and fraudulently drawn payments against the unexecuted works under the MGNERGA scheme by preparing fake job cards.

Out of 18 works, spot inspection of 10 works conducted by Engineering wing of VOJ revealed loss of Rs 3, 15, 199 to the state exchequer.

A case has been registered in this connection.

According to the source no arrest has been made so far in this FIR.

Protesters block highway after two youths slap girl

Jammu,
Students and residents of the Rajbagh area in Kathua district blocked traffic on the Jammu-Pathankot national highway for an hour this afternoon after a college student was allegedly abused and slapped by two motorcycle-borne youths.

The protesters raised slogans against the police and demanded immediate arrest of the accused.

Eyewitnesses said a student of SVS Degree College, Chann Rorarian, was forcibly stopped and slapped by two youths in full public view near Rajbagh.

“The youths, who were wearing helmets, managed to flee thereafter. Students and other locals held a demonstration and blocked the highway to register their resentment against the incident. They alleged that the girls were not safe in the area and the police had failed to take action against the accused,” said an eyewitness.

A police team led by the Rajbagh police station SHO rushed to the spot and tried to pacify the protesters. The dharna was lifted after the policemen assured the agitators that they would take strict action against the accused.

However, the police later said the girl was yet to register a formal complaint in this regard. They said action against the accused could be taken only after they received a complaint.

Sources said the girl and the accused youths belonged to the same village (Bakral) and they had some “personal dispute”.

State leads North in unemployment rate: BJP

Challenging coalition government’s claims of having created avenues of employment during the last five years of its rule, BJP chief spokesperson Jitendra Singh yesterday cited official figures from the latest Annual Employment and Unemployment Survey Report for 2012-13 released by the Labour Bureau, the Union Ministry of Labour and Employment, to show that unemployment in J&K had increased over the last few years.

The survey cited that the current unemployment rate per 1000 persons (general category) in the state was 100 which accounted for 10 %, thus, J&K had registered the highest rate among northern states followed by, Himachal Pradesh (69), Haryana (50), Punjab (48), Delhi (43) and UT Chandigarh (40).

He also said J&K had the second highest unemployment rate in north India in the Scheduled Castes (SC) category. As per the survey, the unemployment rate per 1000 persons, in age group of 15 years and above among SC population, was highest in UT Chandigarh at 151, followed by J&K (132), Delhi (82), Punjab (55), Haryana (42) and Himachal Pradesh (36), he said.
