President Advocate Haamid Bhat Calls for Greater Professional Discipline,Consultation Standards and Decorum Among Advocates

The President of the Kashmir Bar Association, Advocate Haamid Bhat has called upon all advocates practising across Kashmir to uphold the dignity,discipline,professional standards and decorum that are integral to the legal profession.

President Advocate Haamid Bhat has advised advocates to adopt a reasonable and transparent consultation fee for professional legal advice and to refrain from making a routine practice of providing detailed legal consultations free of charge. An advocateโ€™s professional time, legal knowledge, experience and expertise constitute valuable professional services and deserve due recognition.

The Association recognises that structured consultation practices are followed by legal fraternities in different parts of the country. The Kashmir legal fraternity should also strive towards maintaining uniform, dignified and professional standards in the discharge of its responsibilities.

President has further advised advocates to exercise professional restraint in providing detailed legal consultations through Facebook,Instagram,WhatsApp and other social-media platforms.

Legal advice ordinarily requires proper interaction with the client,appreciation of the facts and wherever necessary,examination of relevant documents.Advocates are therefore advised not to treat social-media platforms or informal messaging channels as substitutes for a formal professional consultation.

President Advocate Haamid Bhat emphasised that the legal profession carries a profound responsibility towards the administration of justice and society.Every advocate therefore has a collective responsibility to safeguard the dignity, reputation and professional standards of the legal fraternity.

Accordingly, Advocates are advised to:

* Maintain a reasonable and transparent consultation fee for professional legal advice;
* Avoid routinely providing detailed professional consultations without charge;
* Exercise restraint in providing detailed legal opinions through social-media platforms and informal messaging channels;
* Maintain appropriate professional boundaries with clients;
* Uphold the dignity, discipline and decorum of the legal profession; and
* Conduct themselves in accordance with applicable professional and ethical obligations.

The Association further clarifies that the advisory is not intended to discourage pro bono assistance, legal-aid services or humanitarian assistance.Advocates may continue to extend such assistance wherever considered appropriate or required under applicable legal and professional obligations.

Bandipora Police Arrested Two Accused in Theft Case, Stolen Property Recovered

BANDIPORA, OCTOBER 03, 2026:
Bandipora Police received a complaint on 18-09-2026 regarding the theft of various items at Ganastan, Nowgam. In this connection, Case FIR No. 209/2026 was registered under Sections 305, 331(4) and 317(2) of the Bharatiya Nyaya Sanhita (BNS) at Police Post Nowgam, Police Station Sumbal.

During the course of investigation, Police Post Nowgam arrested two accused persons in connection with the theft.
One accused, namely Shabir Ahmed Wani, son of Ghulam Qadir Wani, resident of Sadunara, was questioned during the investigation. During questioning, he disclosed his alleged involvement in the offence along with an accomplice and also disclosed the place where the stolen property had been kept. Based on his disclosure, the stolen property was subsequently recovered from his residence.
Further investigation, based on the disclosure, led to the identification of another accused, namely Mohammad Shafi Dar, son of Abdul Samad Dar, resident of Sadunara, who was allegedly involved in the commission of the offence.
Both accused persons have been arrested. Further interrogation is underway to ascertain their possible involvement in other theft cases and to identify any additional persons connected with the offence.

34 Grams Cannabis Seized in Sumbal

Bandipora Police intercepted Bashir Ahmad Dar, son of Ghulam Mohammad Dar, resident of Nowgam Sumbal, at Gunchipora Bhat Mohalla checkpoint.

During a search, 34 grams of cannabis was recovered from his possession.

FIR No. 223/2026 registered under Sections 8/20 NDPS Act. Investigation initiated.

Baramulla Police Conducts Polythene Checking Drive at Wagoora Market; โ‚น5,300 Fine Imposed

Baramulla Police, in coordination with the civil administration, conducted a checking drive against the use of banned polythene at Wagoora Market. The drive was carried out jointly with the BDO Wagoora and Naib Tehsildar Wagoora to ensure compliance with environmental regulations and promote responsible public practices.
During the drive, 6.8 kg of banned polythene was seized from violators, while a total fine of โ‚น5,300 was imposed.
Additionally, a fine of โ‚น200 was imposed under the Ci******es and Other To***co Products Act (COTPA) for violation of tobacco-related provisions.
Baramulla Police reiterated that such enforcement drives will continue to ensure compliance with environmental and public health regulations.

The detenue, Shivaji Singh S/o Jaswant Singh R/o Raipur Domana, Jammu, presently residing at Katra, has been detained under PSA Order No. 02-PSA of 2026 dated 30.09.2026, issued by the District Magistrate, Reasi. The detenue has been lodged in District Jail Udhampur.

The individual has been repeatedly involved in criminal activities, with several cases registered against him at different police stations. Despite having faced arrests in multiple cases earlier, he continued to engage in activities detrimental to public peace and order.

The cases registered against him include:

1. FIR No. 292/2022 under Sections 341/323/504/506/147 IPC, Police Station Katra.
2. FIR No. 106/2025 under Sections 126(2)/115(2)/3(5) BNS, Police Station Katra.
3. FIR No. 258/2026 under Sections 126(2)/127(2)/191(2)/191(3)/109/351(2) BNS and 4/25 Arms Act, Police Station Katra.
4. FIR No. 14/2026 under Sections 132/121/191 BNS, Police Station Railway Station Katra.

Police investigation and intelligence inputs revealed his continued involvement in criminal activities and attempts to establish a network for facilitating such activities, posing a threat to public peace and tranquility in the area.

Accordingly, Reasi Police prepared a detailed dossier highlighting his criminal antecedents and activities prejudicial to the maintenance of public order. On the basis of the dossier, the competent authority issued the PSA detention order, which was executed successfully today, following which the detenue was shifted to District Jail Udhampur.

Reasi Police remains committed to maintaining peace and public order in the district and will continue to take firm and lawful action against habitual offenders and individuals involved in activities that threaten the safety and security of the public.

SSP Baramulla Chairs Comprehensive Crime Review Meetings; Directs Time-Bound Investigation & Expedited Case Disposal

Senior Superintendent of Police (SSP) Baramulla chaired two comprehensive Crime Review Meetings held on September 29 at Conference Hall, DPL Baramulla, and September 30 at Police Post Delina, to review investigation progress, case pendency, statutory compliance and disposal of long-pending cases across Sub-Division Baramulla.
The meetings were attended by DySP HQ, all SHOs, In-Charges of Police Posts (IC PPs), and Investigating Officers (IOs) of Sub-Division Baramulla. The participating officers presented the status of investigations and case disposals under their respective jurisdictions, which were reviewed in detail.
During the meetings, the SSP conducted a case-wise and IO-wise assessment of ongoing investigations, with particular focus on pending evidence collection, investigation timelines, procedural bottlenecks and long-pending cases. Officers were directed to address identified deficiencies and ensure completion of pending investigative tasks within clearly defined timelines.
The SSP stressed strict compliance with statutory provisions and prescribed legal timelines under the Bharatiya Nagarik Suraksha Sanhita (BNSS), POCSO Act and other applicable laws. Officers were directed to maintain close deadline tracking and ensure timely completion of investigations to prevent avoidable procedural lapses, including those that may result in default bail.
Directions were also issued for expedited and lawful disposal of long-pending investigations and inquest proceedings. Supervisory officers were tasked with promptly addressing legal, forensic and procedural bottlenecks and ensuring effective intervention wherever required.
The meeting further reviewed weekly and monthly case disposal targets and investigation performance. Officers were directed to maintain close monitoring of progress and submit regular performance reports reflecting disposals, pending cases, identified gaps and corrective measures.
The SSP directed that regular supervisory reviews be conducted to ensure sustained monitoring, accountability and strict implementation of the directions issued during the meetings.
Emphasizing the importance of professional and timely investigation, the SSP stated that fair, meticulous and legally compliant investigation is central to effective criminal justice delivery and strengthening public confidence in policing.
All officers were directed to accord top priority to investigation quality, timely case disposal and strict compliance with legal procedures, and ensure implementation of the directions within the prescribed timelines.

Baramulla Police remains committed to strengthening investigation standards, ensuring accountability and facilitating timely and lawful justice.
