BUDGAM, SEPTEMBER 15: The 39th District-Level NCORD (Narco Coordination) Committee meeting was today convened at the DC office Budgam under the chairmanship of Deputy Commissioner (DC) Dr. Bilal Mohi-Ud-Din Bhat to review measures taken against drug abuse, and to chart fresh strategies for a drug-free Budgam.
At the outset, DC reviewed the action taken on previous NCORD directions. It was informed that wild cannabis has been destroyed on 77 kanals and 18 marlas of land along major roads and embankments across the district during this month, while 38 FIRs have been registered, 35 challans against culprits engaged in illicit cultivation.
DC called for a multi-pronged strategy of deterrence, enforcement, treatment, and awareness. He directed all line departments to intensify efforts against narcotics cultivation and peddling. He instructed the BDOs, EOs, Agriculture and Excise departments to ensure that all roads, embankments, and panchayat areas are cleared of cannabis and poppy cultivation.
He lauded earlier efforts but urged for continuous, proactive and visible action so that people develop confidence in the administration's resolve.
Dr Bilal stressed that 100% CCTV coverage and Computerized Billing Systems (CBS) must be ensured in all drug stores across the district for transparency and accountability. It was informed that Budgam has 630 retail and 225 wholesale chemist outlets, all of which remain under strict monitoring. DC directed the Assistant Drug Controller to conduct frequent inspections and take strict action against violators.
It was also given out that 117 calls have been received on the Tele-MANAS mental health helpline, showing its growing role in providing psychological and community support.
DC called for further publicity of such services so that people battling addiction or mental health challenges can seek help confidentially.
DC further directed the Excise Officer to work in close coordination with Revenue and Police for destruction of illicit crops and lodging of FIRs.
SDMs were directed to hold meetings with religious scholars and community stakeholders at the sub-divisional level to encourage sermons against drug abuse and formation of ‘Nasha-Mukt Panchayats.’
Rural Development Department was directed to organize Gram Sabhas dedicated to drug abuse awareness. DSWO was instructed to conduct mega IEC drives across villages, towns, and schools for mass awareness.
CMO Budgam was directed to ensure 24x7 availability of medical facilities at the Addiction Treatment Facility (ATF) in District Hospital Budgam.
Reiterating the zero-tolerance approach, DC said that district administration will continue to act tough on peddlers, narcotic crop cultivators, and traffickers with strict punitive action, while simultaneously extending every possible handholding to victims of addiction.
He further said that this war cannot be won by administration alone; it requires cooperation, coordination, and collaboration of departments, civil society, community leaders, parents, teachers, and religious scholars.
DC underlined that there is a need for adopting a holistic, community-driven approach to eliminate drugs from Budgam as a whole.
The meeting was attended by ADC Budgam, SDM Beerwah, SDM Chadoora, Assistant Drug Control Officer, DYSP HQs, Principals of Government Degree Colleges, Executive Officers of Municipal Committees, and other concerned stakeholders.

Srinagar, Sept 15, CNS: A major controversy has surfaced in Jammu and Kashmir’s School Education Department after allegations of manipulation in a high-value tender for the establishment of astrophysics laboratories in government schools across the Union Territory.

The tender, worth over Rs 40 crore, was uploaded on the Government e-Marketplace (GeM) portal by Samagra Shiksha J&K. According to reports, five bidders had participated in the process, but three were disqualified, triggering concerns of bias.

Stakeholders allege that the terms and conditions incorporated into the tender were arbitrary and seemingly tailored to suit the eligibility of a particular firm from Maharashtra, thereby sidelining local bidders. Several voices from within the business community have questioned why local firms, despite having capacity and expertise, were ignored.

Critics have called upon the Hon’ble Minister for School Education, Sakina Itoo, and the Secretary School Education Department to intervene, expressing disappointment that no action has yet been initiated against officers accused of misusing their official positions. Allegations suggest that these officers are deliberately favouring “blue-eyed” firms from outside J&K for reasons “best known to them.”

With public money and the credibility of the education system at stake, educationists and local entrepreneurs are urging higher authorities to order a transparent probe into the tendering process to ensure fairness and accountability. (CNS)

Kashmir’s Fruit Industry Faces Ruin as Highway Blockade Strangles Trade: Tarigami
Srinagar, Sep 15, (CNS): The horticulture industry in Kashmir, the economic backbone of the region, is facing a severe crisis as the prolonged blockade of the Jammu-Srinagar National Highway (NH-44) has left thousands of fruit-laden trucks stranded, causing losses estimated to be hundreds of crores of rupees and threatening the livelihoods of countless families .

The strategic NH-44, the only all-weather road link connecting the Kashmir Valley to the rest of India, has been closed for extended periods since late August due to torrential rains and multiple landslides. A nearly 300-metre stretch in the Udhampur district suffered massive damage, and despite temporary repairs, the movement of heavy vehicles remains severely restricted .

The closure has occurred during the peak harvest season for highly perishable varieties like Bagogosha pears and early Gala apples. With hundreds of trucks stuck on the highway for days, the produce inside is rapidly deteriorating.

Fruit Growers and Dealers Association has already stated that losses have crossed ₹200 crore and could reach ₹400 crore if the situation is not resolved immediately. The crisis forced Asia’s second-largest fruit market, in Sopore, to suspend trading to prevent further losses .

The Kashmir Valley Fruit Growers Cum Dealers Union provided an even starker assessment, estimating the sector’s losses this season at nearly ₹700 crore. Union president Bashir Ahmad Basheer warned that the industry is being pushed toward a crisis due to the government's "failure to ensure smooth transportation of perishable goods" .

For growers, this is a devastatingly familiar situation. One grower from Sopore lamented, “It feels like 2022 all over again. We suffered huge losses then, and today we are staring at an even bigger disaster” . The financial impact is immediate and personal; Abdul Rashid, a grower from Rafiabad, reported that the price for a box of apples has plummeted from ₹600 to ₹400 .

The frustration is directed at the authorities for what is perceived as a lack of long-term planning. Growers and traders have consistently demanded the development of alternative routes, permission for heavier trucks on the Mughal Road, and, most critically, the use of railway services to transport fruit consignments with the increment to the frequency not only to New Delhi but to other States of India .

Tarigami, has called upon both the Union and Jammu and Kashmir governments to urgently find a solution to the problem.

He expressed his deep sympathies with the horticulturist community and demanded adequate compensation for their losses. Furthermore, he emphasised the need to increase the frequency of van services to various states across India that form crucial markets for Kashmiri apples, ensuring the produce can reach consumers despite road disruptions.

This demand aligns with calls from industry unions, which have urged the government to treat fruit trucks as a priority and to implement a comprehensive crop insurance scheme to protect farmers from such frequent natural calamities .

The National Highways Authority of India (NHAI) has indicated that while the highway may reopen for light vehicles, full restoration will take more time . However, for many growers, this delay is a death knell for their annual harvest, Tarigami said, adding, "The crisis underscores the fragile dependence of Kashmir’s economy on a single vulnerable highway. With horticulture supporting nearly 70% of households in the region, the repeated disruptions caused by climate-induced disasters are not just logistical challenges but profound threats to the economic stability of the entire Valley ."
He maintained that the community now waits to see if the government’s actions will match the scale of the disaster. (CNS)

Hakeem Yaseen Urges Urgent Restoration of Jammu-Srinagar National Highway; Calls for Alternative Arrangements for Stranded Truckers

*Srinagar, Sept 15: President of the Jammu and Kashmir People’s Democratic Front (PDF) and former Minister, Hakeem Mohammed Yaseen, on Monday strongly urged the Union Territory government and the Centre to take urgent and serious measures for the immediate restoration of the Jammu-Srinagar National Highway, calling it the "lifeline" of Kashmir.

In a statement issued here, Yaseen expressed deep concern over the prolonged highway closure, which he said has added to the suffering of the people of the Valley already reeling under floods and incessant rains.

“The Jammu-Srinagar highway is the only all-weather surface link connecting Kashmir with the rest of the country. Its closure has not only disrupted passenger movement but has also caused immense hardship to traders, fruit growers, and truckers,” Yaseen said.

He added that the continued highway crisis has placed an unbearable burden on transporters and the economy of the Valley.

“Thousands of vehicles, including trucks carrying perishable fruit consignments, remain stranded for days together. The government must provide immediate relief and alternative arrangements for them, either by facilitating railway parcel services or by opening up and streamlining the Mughal Road,” Yaseen said.

Citing reports from Udhampur, Yaseen pointed out that a *300-metre-long narrow and uneven stretch between Tharad and Balli Nallah has virtually brought the highway to a standstill.

“Against a daily average of around 10,000 vehicles, barely 700 to 1,000 vehicles are managing to pass through the bottleneck. This daily backlog of thousands of vehicles is unacceptable and needs urgent intervention,” he stressed.

He criticised the National Highways Authority of India (NHAI) for what he termed “gross negligence” in road maintenance and development.

“NHAI must widen the damaged stretch immediately and ensure the road surface is properly levelled so that vehicles do not get trapped in the mud. The present condition is disgraceful and reflects poorly on those entrusted with maintaining this vital national highway,” Yaseen said.

He appealed to Union Minister for Road Transport and Highways, Nitin Gadkari, and Lieutenant Governor Manoj Sinha to personally intervene and direct NHAI to undertake urgent and permanent restoration measures.

“The Jammu-Srinagar highway is the artery that sustains our economy, especially at this time of the year when Kashmir’s fruit season is at its peak. Any disruption directly threatens the livelihood of thousands of families. The highway is not just a road, it is Kashmir’s lifeline, and its restoration must be the government’s top priority,” Yaseen added.

Sajad Lone slams NC-led government over highway blockade crisis
Srinagar, Sep 15, CNS: Peoples Conference president Sajad Gani Lone on Monday lashed out at the National Conference-led government over its handling of the ongoing crisis triggered by disruptions on the Srinagar–Jammu National Highway, accusing it of criminal negligence as apple-laden trucks remain stranded for days.

In a series of posts on X, formerly Twitter, Lone said the Valley’s horticulture sector is bearing the brunt of official inaction. “The apples destined for the rest of the country are in a state of rot. Massive losses for the apple growers. I am sure there must be some remedial measures,” he wrote.

He said while inclement weather is beyond government control, doing nothing in the face of such a crisis was unacceptable. “Inclement weather is not fault of the government. But sitting like a mute spectator and doing nothing is criminal,” Lone posted.

Taking a swipe at Chief Minister Omar Abdullah, Lone urged him to stop, as he put it, “wandering aimlessly across the country” and instead focus on developing a clear roadmap with his officers to address the situation. “Sit with your officers and stakeholders and work out a strategy,” he added.

Lone’s remarks came as hundreds of trucks carrying apples remain stuck on the highway due to landslides in Udhampur district. The prolonged disruption has caused huge losses to growers and sparked protests and shutdowns in major fruit mandis across the Valley.

Fruit growers have already warned of a valley-wide strike if the situation is not resolved within the next 48 hours, intensifying pressure on the government to act swiftly. (CNS)

Leader of the Opposition in the Jammu & Kashmir Legislative Assembly, Sunil Sharma, today met Hon’ble Union Home Minister Amit Shah in New Delhi and held a detailed discussion on the prevailing political and security scenario in Jammu & Kashmir. DLSA, JJB Budgam organize awareness programme on Juvenile Justice Act-2015
BUDGAM, SEPTEMBER 15: District Legal Services Authority (DLSA) Budgam, in collaboration with the Juvenile Justice Board Budgam, Monday organized an awareness programme on the Juvenile Justice (Care & Protection of Children) Act, 2015.
The programme was conducted under the supervision of O.P. Bhagat, Chairman, DLSA Budgam, and under the guidance of Nusrat Ali Hakak, Secretary, DLSA Budgam, and Shaber Ayaz, Principal Magistrate, Juvenile Justice Board Budgam.
The primary objective of the programme was to highlight the key provisions of the Juvenile Justice Act, with a special focus on legal protections for children in conflict with the law, issues related to child custody and guardianship, and the importance of safeguarding child rights.
To enrich the sessions, Zahoor Ahmad and Yawar Ali, Assistant Legal Aid Defence Counsels deputed by DLSA Budgam as resource persons delivered insightful presentations and raised awareness among the participants.
In his address, Zahoor emphasized that the Juvenile Justice (Care & Protection of Children) Act, 2015 consolidates and amends laws concerning children in conflict with the law and those in need of care and protection.
He noted that the Act promotes a child-friendly, best-interest approach to rehabilitation and social reintegration. It establishes mechanisms and institutions for this purpose and mandates registration of all child care institutions. He further highlighted key provisions, including handling heinous crimes committed by children aged 16–18.
Yawar, stressed on the significance of the Rights of Children to Free and Compulsory Education (RTE) Act, 2009, which makes education a fundamental right for children aged 6–14.
He highlighted how the Act ensures inclusive education by mandating free admission for children from weaker and disadvantaged groups in private schools, thereby breaking the cycle of poverty, fostering social cohesion, and ensuring a brighter future for the nation.
The programme witnessed enthusiastic participation from a large number of teachers, students, and other stakeholders.

District level Kala Utsav-2025 held at Govt. GHSS Shopian

Light rain predicted in J&K in next 24 hours

Srinagar, Sep 15, CNS: The Meteorological Department has forecast light rain across Jammu and Kashmir in the next 24 hours, followed by changing weather conditions over the coming days.

According to the MeT office, September 17 is expected to remain dry and hot across most parts of the Union Territory. Between September 18 and the evening of September 19, the weather is likely to turn slightly windy with scattered rainfall in several areas.

From September 20 onward, the weather is expected to remain mostly dry, providing relief to residents and farmers preparing for harvest. (CNS)
